Ericsson UTRAN Field Guide Notification Alert EUL Serving Admission Increase PDF
This National / Regional Forum approved Field Guide Alert is sent as part of the normal Field Guide Alert process to
communicate a change to the Nationally recommended values in the Volume II Field Guide for Ericsson UTRAN
Configurable Parameters. Specifically, these parameters are responsible for EUL Admission Control.
The following parameters within the EUL Admission Control algorithm are affected.
• RNC level System Constant parameters responsible for the EUL Gain Factor are updated to reduce the
NACK rate for EUL users. See the link for details.
• Given the improved EUL NACK performance, eulServingCellUsersAdm [Cell, 16, Users, Fixed] can be
increased from 4 to 16.
• eulReservedHwBandwidthSchedDataNonServCell(Handover) [RNC, 128, 1kbit/s, Fixed] is updated to
match the value of eulReservedHwBandwidthSchedDataNonServCell(NodeBFunction) [RNC, 128, 1kbit/s,
Fixed].
The pertinent EUL Power and Admission Control algorithms work as follows:
Each ETFCI is sent with a certain power based upon a beta factor. This beta factor is provided to the UE based upon
System Constants (Ericsson only parameters) set at the RNC. The calculation of the Beta ED values in the UE are
determined by the reference E-TFCI and reference E-TFCI-PO values in the “Radio Bearer Setup” message. The
System Constant change resulted in a reduction in NACK rate from 11% to 3.8% on Carrolton TX RNC 2. KPIs
were not degraded and there was no increase in uplink noise.
Given the improved NACK rate, the number of EUL users served by the Serving Cell can be increased from 4 to 16.

Please Note: All of the changes mentioned in this Field Guide Alert have already been implemented in Ericsson P6.
You have the choice of rolling the changes out now, or waiting until P6 has been deployed in your market. You
might want to observe the performance counter called pmNoServingCellReqDeniedEul to see if any cells have a
large number of UEs denied admission when requesting the cell as serving cell due to the number of E-DCH
requesting users being above the admission threshold. Obtaining a DCH (R99) on the uplink is an option if the UE
has been denied the E-DCH.
The market has the option of having Ericsson make all 3 changes.
1. RNC level System Constant parameters responsible for the EUL Gain Factor
• This change must be completed by Ericsson. Please create an NCR requesting Ericsson’s assistance in
making this change. Reference FGA 03.0-E-005 and CSR 1025671.
• The change can be verified by observing the EUL NACK Ratio per cell.

• eulServingCellUsersAdm [Cell, 16, Users, Fixed] can be changed for all cells using the ChangeAll script
functionality.

4. Right-click on the desktop and select Configuration > Manage Jobs > Job Editor List
5. In the “Job Editor List” window, select File > New > New Job
6. In the “Job Editor: untitled” window, select Insert > Activity Group.
7. In the right side of the window, enter “eulchange” for the “Activity group name:”
8. Under “Task Category”, select “WRAN_SupportScript_ChangeAll”
9. Under “Task”, select “ChangeAll”
10. Click “Search”.
11. In the “Network Element Selection” window, click “SubNetwork Folder” under “Network element group:”
12. Select the RNC for the Cells you wish to change and click “Search”.
13. Move the “Available:” Sites to “Selected” by selecting them and clicking the “>” button. Click OK.
14. In the “Job Editor: untitled” window, Select the “Parameters” tab.
15. Under “File”, enter the location of the file created in step 2 in the format of /home/<username>/eulchange.txt
16. Under “CountryCode”, enter 310
17. Under “Operator”, enter ATT
18. Under “System Type”, enter UMTS
19. Under “EmailAddress”, enter your SMTP e-mail address and click “Apply”.
20. Click File > Save As. Select “ChangeAllJob” under “Job Category”.
21. Enter “eulchange” for “Job Name” and click “Save”
22. Minimize the “Job Editor: eulchange” window
23. In the “Job Editor List” window, right-click on “eulchange” and select “Schedule”
24. Click on “Start Immediately” > OK
25. Done.
You can check the status of the job by right-click on the desktop and select Configuration > Manage Jobs > Job
Supervisor.
