Sub: - Suggestion regarding Road Safety measures in Chhattisgarh state.

Ref: - Meeting of C.G State Road Safety Council held on 18.11.2019

R/Sir,

With reference to the meeting held regarding road safety & instructions given by Hon.
Minister of Transport, Govt. of C.G. I would like to humbly mention few points to be considered
in geometric design & improvement of existing roads/ new roads and intersections. These are as
under-

1. Traffic generating activities along the roads like weekly markets, industrial zones, mela
& festival grounds cause unpredictable traffic flow (merging & diverging, particularly).
Such areas near the black spot need to be identified and need to be either cordoned by
metal crash barrier or service roads to avoid direct conflict with through traffic.
2. Intersections need enough space for all the expected movements of vehicles (three
movements from each leg) apart from pedestrian space. Important and heavy volume
intersections may have traffic signals for regulating the traffic. ( Particularly in habitation
area).
3. Median cuts are other potential accident prone components where hazard marker, storage
lane for U turns, R.P.M, signages need to be proposed to alert the driver.
4. Profile corrections (vertical and horizontal curves) wherever possible along the corridors
need to be identified and geometric corrections as per codal provisions may be carried
out.
5. Blind turnings/steep turns may have metal crash barrier so as to protect from skidding ,
out of control vehicles from serious impact.
6. At the intersection, of villages, zebra crossing for pedestrians along with refuge islands
on dividers need to be provided.
7. Appropriateness of geometric design is very much significant for smooth and safe
functioning of road travel. All channelization islands, roundabouts, rotaries, traffic
signals, lighting poles should be placed in such a manner so that they not only provide
proper maneuvering of all types of vehicles but also are clearly visible and providing
proper site distance to driver.
8. Cross drainage works (Bridges & culverts mainly) are another accident prone
components. There are few skew (angular) bridges & culverts present which sometimes
causing inconvenience to vehicular movements & are risky for road travel. Such sites
need to be identified & may be improved to avoid accidents. Also guard rails, railings,
walls on culverts need to be provided & maintained in proper manner all the time
otherwise it is risky for vehicles in particular during overtaking/speeding.
9. The tangent section of roadway need to be prepared with caution so that the velociated
driver reaches to stabilized operation of vehicle. Mainly speeding need to be controlled
while entering into any city/ town/ village hence measures required to be taken to reduce
the speed, to avoid conflicts with vulnerable class (pedestrian & two wheelers).
10. Visibility is very important in night road travel. All the major intersection and probable
collision spots need proper illumination in form of electric poles, adequate lighting
fixtures etc.
11. Design parameters need to be ensured for sight distance, camber, super elevation, design
speed, shape of islands in intersection, weaving length, safe stopping distance as per the
IRC recommendations strictly and to be audited while design & implementation.
12. All kinds of road furniture including traffic signage, road markings, and rumble stripes
need to be installed at proper locations per IRC storms.
13. Maintenance of road surface including intersection & road furniture is utmost significant
because it can ensure safe road travel all the time.

I humbly request to consider the above for all the corridors and roads throughout
the Chhattisgarh state. The above suggestions are mentioned only in the interest of road safety
for all and in no manner is an attempt to doubt the efforts being taken by respective concerned
agencies.
