Finance Officer – Gender and Inclusion

This position is only open to Myanmar nationals

Duty station: Yangon, Myanmar


Position title: Finance Officer – Gender and Inclusion
Reporting to: Head of Finance and Administration
Duration: 1 year with possibility of extension
Contract type: Full time

Background

The ‘Paung Sie Facility’ (PSF), is a multi-donor facility, primarily funded by the governments of the United Kingdom,
Australia and Sweden. The PSF has a focus on the enhancement of social cohesion across Myanmar. Projects are
generally small-scale and tailored to increase the prospects for a peaceful and cohesive society in Myanmar. NIS
provides administrative and technical support to the PSF. This position is to be funded by a grant the PSF is expected
to receive from the State of the Netherlands.

Essential Functions

Reporting to the Head of Finance and Administration, the Finance Officer – Gender and Inclusion works closely with
Implementing Partners (IPs) who aim to increase the substantive participation of women and gender in the peace
process at the sub-national level. This includes providing on-going support and monitoring of financial management
activities and ensuring compliance with the PSF Financial Guidelines as specified in the PSF Implementing Partner
Manual.

Main Responsibilities

• To analyse budget proposals from IPs and provide recommendations and amendments to the Head of
Finance and Administration and PSF Programme team
• To work with IPs to develop and implement improvements to their internal financial reporting systems
through site visits and ongoing advice and guidance
• To liaise with Gender and Inclusion IPs to ensure the timely submission of reports in a consistent and
suitable format
• Review financial reports received from Gender and Inclusion IPs and analyse spending to ensure that all
spend is: on track and remains within established budget limits; well documented and supported by
appropriate receipts
• Prepare programme assessment reports in light of the information contained within the Gender and
Inclusion IP financial report and submit in a timely manner to the Head of Finance and Administration and
PSF Programme team
• To track and record all payment requests and acknowledgement receipts from IPs, following up requests
with NIS office where necessary
• Gather and compile data in an accurate and timely manner for inclusion in PSF reports to donors
• Ensure that appropriate supporting documentation has been submitted to validate payments to Gender
and Inclusion IPs and take action to secure additional information if required
• To effectively manage day to day financial operations including precise and timely data entry into
accounting software
• To enter project payment requests into the accounting software Sage Intacct on weekly and monthly basis
• To track advance project payments and recognise the project expenditures according to IP reports
• To ensure that all Gender and Inclusion IPs adhere to PSF financial, administrative, procurement and
logistics procedures as specified in the Implementing Partner Manual
• To contribute to a culture of innovation, energy and excellence
• To ensure good relations with all programme partners and PSF stakeholders

All PSF staff must adhere to NIS and PSF codes of conduct, handbooks, guidelines and policies.

Desired qualifications
• Bachelor’s degree in Accounting or Finance, or equivalent qualification.
• Minimum 5 years’ of relevant professional work experience in accounting and administration, preferably
with a national or international NGO.
• Experience of budget development and follow-up accounting, authorising payments and development and
maintenance of procurement processes an advantage.
• Excellent Myanmar and English, written and spoken. Additional language skills are an asset.
• Good knowledge of Microsoft Office programs, particularly Excel.
• Ideally, contextual understanding of the women’s movement and conflict history in Myanmar particularly in
relation to gender inclusion.
• Strong communication skills, and ability to work effectively with people of diverse backgrounds.
• Ability to work independently and in a close team, and handling a high working pace.
• Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to
consistency, detail and quality.
