Social Rural welfare

Introduction:-
Rural development or rural social welfare is the process of improving the
quality of life and economic well-being of people living in rural areas. This
assistance can be provided by some of NGOs (non-government organization)
and the types and amount of welfare available to individuals and families vary
depending on the country, state, or region. Most of the people of rural areas
are depending on such components which are Agriculture, artisans and
handicrafts.

Rural development and rural welfare is a comprehensive term. It


essentially focuses on action for the development of areas outside the
mainstream urban economic system. We should think of what type of rural
development and rural welfare is needed because modernization of village
leads to urbanization and village environment disappears. Local populations
can also bring about initiatives for development. The term is not limited to
issues of developing countries. In fact many developed countries have very
active rural development programs. Rural development aims at finding ways to
improve rural lives with participation of rural people themselves, so as to meet
the required needs of rural communities.

There are four main content areas for the course.

1. The philosophic and practical basis for social welfare provisions,


including consideration of the respective roles and relationships of:
 the individual
 the family
 the community, groups, educational settings, churches,
workplaces, and the non-profit sector
 the government at various geographic levels in rural areas.
2. Descriptions and analyses of major areas of social welfare provision and
patterns of their delivery, including, but not limited to:
 services for families, children, adolescents, adults, and the aging
(including income maintenance, foster case, protective services,
and school social work)
 mental and physical health services including those targeted
toward promotion, prevention, treatment, and rehabilitation
 community service programs
 correctional services and criminal justice.

The benefits available to an individual vary by state. Eligibility is


determined based on factors surrounding the person’s financial status and
how it relates to the minimum acceptable levels within a particular state. The
factors involved can include the size of the family unit, current income levels,
or disability. Within each state, social welfare systems may go by different
names, but they often serve similar functions. This can cause confusion when
attempting to compare one state's program to another. Additionally, the
requirements to qualify also vary, depending on the poverty line in a particular
state. This allows for adjustments based on items such as cost of living that
are not standardized across the country.

In rural areas available benefits generally cover assistance for food, housing,
child care, and medical care. Benefits around health and nutrition can include
access to affordable medical care. Food and nutrition programs may supply
funds. Other programs that are parts of the social rural welfare system include
disaster relief assistance, educational assistance, agricultural loans, and
services specifically for veterans.

Different welfare programs provide different types of benefits, and specific


benefits offered can vary from one state to another in rural areas.

A social worker can get rid the rural people from the following
environmental problems :-

 Poor sanitation: Because of the illiteracy and poverty of the people in


rural area, they do not know the importance of sanitation and hygiene.

 Conversion of Farm land to housing land.

 Lack of drainage facilities.

 Indiscriminate use of pesticides and fertilizers.

 Inadequate levels of agriculture.

 productivity particular in food crop.

 high levels of absolute and rural poverty.

 poor level of infrastructure facilities.

Most of the people are coming from rural areas to urban areas or migration
to urban areas to find out good opportunity in the field of life like jobs in
Health, Sports, Business and other related to life. Apart from this the rural
population also provide us the following aspects.

 Greater socio-economic equity.


 aspiration.
 balance in social and economic development.
 the primary task is to mitigate the hunger of the rural population.
 providing adequate and nutritious food from the agricultural
sectors.

 The primary area to improve should be providing employment in


rural areas and improving the productivity of the agricultural
sector.

Indicators of Rural Development:

• Increase in agricultural productivity,

• Increase in rural employment, like RSPN


• Equitable distribution of wealth and income,
• Fair distribution of power and influence and participation in
decision making,
• Welfare indicators such as levels in literacy, schooling,
mortality rate, life expectancy, rural roads, electrification and
level of nutrition,
• Change in the values, beliefs and attitudes of people.

Objectives of Rural Development:

 Raising the standard of living of people in rural areas


 Alleviating poverty in rural areas and improving the quality of life of the
people
 Development of both farming and non-farming activities so as to
 generate gainful employment,
 Changing the attitudes of the rural people towards transformation of
village community,
 Provision of social infrastructure such as drinking water, health-care,
education, sanitation, housing, road, electrification, etc, and
 Maximum utilization of local resources without adversely affecting the
environment.

The basic objectives of rural development programme have been


elimination of poverty and unemployment through creating basic social and
economic infrastructure, training to rural unemployed youth and to provide
employment to marginal farmers/labourers so a social worker and all the other
agencies need to focus on these sectors as the people of rural areas will get a
better life and that’s how a Social Rural Welfare should be conducted.
