Reference: 1. —_Lr.No.1/7/2011-VS-CRS/898, Dated: 15.05.2015 of the Deputy Registrar General (CRS), Office of the Registrar General, India, New Delhi. 2 Re.No.283/Dy.S.0/CRS/2015, Dated: 02 Juy, 2015 of the Chief Registrar of Births and Deaths & Director of Public Health and Family Welfare, Andhra Pradesh, Hyderabad. \t is to inform that, the Registrar General, India, New Delhi has already issued on framing the procedure for making / changing entries in birth record of children taken on adoption vide No. L+No.1/7/2011-VS-CRS/898, Dated:12.03.2015. Later on, taken into consideration of the 2011 Central Adoption Resource Authority (CARA) guidelines, a clarification was issued through the letter even No, dated:25.08.2014 through which submission of adoption deed and adoption order (both) has been made mandatory for registration of birth of children taken on adoption and issue cf birth certificate to them. In continuation of the above, the RGI, New Delhi has clarified on submission of adoption order and adoption deed in respect of non-institutional adoptions. For Non institutional adoptions should be taken place under the provision of “Hindu Adoption and Maintenance(HAMA) Act, 1956" and under section 16 of this act; the need for production of adoption deed i.e document registered under any law and signed by both parties is sufficient. Hence, the authenticity of the adoption deed would have to be checked only with the criteria prescribed under the HAMA Act,1956. In order to address the difficulties in producing the adoption order by general public in case of adoption within relatives / acquaintances, the matter has been reviewed and also discussed with the CARA of Ministry of Women & Child Development by the RGI, New Delhi. ‘Accordingly, it has been decided that for in country Non institutional adoptions took place within ‘elations or acquaintances, registered adoption deed is enough, there would be no need to produce adoption order of a court for such cases. The concerned Registrar of births and deaths should be verified, before registering or making corrections in the birth record, is found to b duly req deed is fo ré As per the consideration of the above facts, all istrars of Birth: ths in irected to i he BIRTH CERTIFICATE of adi thildren on priority basis desired birth certificate should be issued within 7 to 10 days from the date of submission of documents by the adoptive parents to the concerned Registrar. Hence, all the Registrars of Births and Deaths in the district are hereby instructed to follow the above higher level instructions strictly without any deviation.
