The FSD sleeves at the wall penetrations are required to have a gap around them. The gap
is generally 1/8 inch per foot of duct, with a minimum of 1/4" per the instructions. The gap
is required to permit expansion of the damper during a fire and alleviate the damper from
racking due to expansion. The masonry walls appear to be mortared solid to all damper
sleeves.
The retaining angles are fastened to the sleeve by pop rivets. It is unclear if the pop rivets
are aluminum or steel. The only loose pop rivets on the project that EME observed were
aluminum. EME did not remove and test any pop rivets. The installation instructions
permits fastening with 3/8" steel pop rivets.
BCEG’s Response.
All duct work and dampers installation is as per approved RFC drawing. Nothing mentioned in
spec section 15050 section 2.3.T sleeves.
Dampers are UL approved. Retaining angles are used with Aluminum rivets. BCEG will work on
changing the Aluminum rivets with St. Steel rivets.

2 It is assumed that the kitchen hood is a type I hood (serves grease laden vapors, not just
moisture). The kitchen design is not yet available. A FD was observed in the Kitchen
hood at the top of the shaft. The damper is installed per construction drawing. The shaft
that encloses the kitchen hood exhaust duct serves other ducts. 506.3.11 of the IMC
prohibits installing fire or smoke dampers in this duct and requires the duct to be in its own
shaft.
BCEG’s Response.
All duct work and damper installation is as per approved RFC drawing. Nothing
mentioned in spec section 15840 section 2.3.1, C. Low Pressure Duct (Above Ground).
The black steel duct riser installation in the same shaft that serves other ducts is as per
site condition.
3 It is assumed that the kitchen hood is a type I hood (serves grease laden vapors, not just
moisture). The duct serving the kitchen hood has no access doors in it, or in the shaft that
encloses it. 506.3.8 of the IMC essentially requires access doors every 20 feet (6.1m) and
every 10 feet (3.05m) at changes of direction greater than 45 degrees. Specification
158403.2 requires access panels at 2-meter intervals and at changes of direction.
BCEG’s Response.
Access doors are shown on duct penetration. BCEG will coordinate with site for AD installation.
Further AD can be installed on horizontal duct in kitchen area at every 20 ft.
4 There is no FSD at the exhaust duct penetration of the shaft to the heat recovery units. It
appears that the IMC would require the FSD.
BCEG’s Response.
No FSD is shown on any EAD throughout the building. For HRU a FD is shown on the
EAD penetration from riser to HRU.
PMT’s reply against RFI‐842 says that no FSD is required for general Exhaust duct for the
building.
5 Dirt and dust have penetrated the ductwork, AHUs, heat recovery units, etc. throughout the
building. The project team may want to pursue cleaning the ductwork and AHUs in
accordance with the Assessment, Cleaning and Restoration of HVAC Systems (ACR)
standard developed as an international standard by the National Air Duct Cleaners
Association. ACR was previously transmitted to Parsons for review.
BCEG’s Response.
BCEG has performed a thorough cleaning of all the duct work and removed the dust
and dirt from HVAC duct, machines and all associated equipment.
BCEG also using the MERV 8 temporary filters recommended by PMT for temporary use
for startup and pre‐commissioning activities.

BCEG cleans the temporary filter every 2 weeks and changes the filter every 2 months.
6 Specification 16050 2.2 C, D requires rigid (RGS) conduit in wet or damp locations and at
locations exterior to the building. Cable tray and EMT is used in the open area where the
cooling towers are located.
BCEG’s Response.
BCEG will paint the EMT conduits with weather proof paints (Primer, intermediate coat
and top coat) to close this issue. The proposal to paint the steel surfaces in high
corrosive and humid environment is approved under submittal 1801‐05500‐005‐R02.
7 The plumbing above grade plastic drainage piping is about 10 foot on-center between
supports (3.05 m). 15050 3.2 F 3 requires a maximum spacing of 2.5m. It is noted that the
International Plumbing Code section 305 requires supports at 4 feet on center (1.2m) for
horizontal run of PVC piping).
BCEG’s Response.
BCEG has installed the hanging supports for all PVC horizontal pipes per approved
drawing 1801‐PG‐A1‐00008. The schedule in drawing shows the support at 3 meters
distance for pipes above 4”.

8 Detail 9 on sheet 0751A-PG-A1-067 does not include a P trap for the roof drains. Traps
are installed. It appears that these traps will collect sand over time and clog.
All the P‐traps for roof drain & planter drain has been removed per IFC drawing 0751A‐
PG‐A1‐067.
9 Some of the traps on the floor drains observed has a dimension from the drain outlet to the
trap weir greater than 24" (0.61 m). This violates section 1002 of the IPC.
Traps in Cooling Tower area were observed to have pipe vertical length from drain
outlet to P‐trap more than 24”. This is per site condition. BCEG has removed the P‐Trap
per IFC drawing 0751A‐PG‐A1‐067.
10 Pump P-07, serving the condenser water side stream filter, was noted to not have electrical
bonding. EME noted that all other major HVAC equipment (pumps, AHUs, HRUs, etc.)
are connected via electrical bonding for lightning protection.
The bonding for side stream filter pump P‐07 is done.

Description
Per Specification 15050 section 3.2.F.3, hanger spacing shall in no case be less than one hanger per
2.5m. Pipe hangers observed in multiple locations at spacing in excess of 3m.

throughout the plant room were observed to be uninsulated.

Description
Per Specification 15080 section 3.2.1.G, all valves located 1.8 meters above finished grade shall be
furnished with permanent ladders or operating chains. Valves installed throughout the basement
(including plant room and TES connections) were observed to be above the specified height criteria
and do not have operating chains or permanent ladders installed. The logical compliance method
appears to be chain‐driven operation based on valve locations, however the existing valve handles do
not appear to be suitable for chain installation.

There are over 20 valves in plant room with a height above 1.8 meters.
Further to the site condition and a thorough site visit, BCEG together with
PMT reached to a suggestion to use 3 portable Aluminum ladders (hook type)
on either side of chillers and heat exchanger side.

Description
Per Material Submittal 15050‐028, manufacturer installation instructions indicate snubbing element is
to be placed in the line immediately before the pressure gauge. Siphons (pigtail) are recommended
when a gauge is to be used in a steam application as they will become clogged with debris in a
hydronic system. Gauge assembly installations were observed to include both snubbing element and
siphon, with snubbing element installed immediately after the line tap. Placing the snubber after the
isolation valve allows for maintenance staff to clean the element in the case of clogging.

This issue has been resolved by placing the snubber immediately after the pressure gauge. The said construction
is followed for the whole building.

Description
Per Specification 15540 section 3.2.I, pumps shall be lubricated before start‐up. Per BCEG,
manufacturer start‐up has begun but the pumps were observed to not be lubricated.

Description
Per Specification 15540 section 3.2.F, drains shall be provided for pump bases and seals, piped to and
discharging into floor drains. Drains were observed to be installed, however no piping to floor drains
were installed. In some instances, hoses were connected and routed to the floor drains.

Description
Per Specification 15050 sections 3.2.1.B.1.a and 3.2.1.B.2.a, the first three hangers away from any
spring isolated piece of equipment shall have hangers with same static deflection as equipment
isolators. No spring isolated hangers were observed within the plant room associated with spring
isolated equipment.

Design documents indicate 3 filter sections are to be installed ‐ pre‐filter, bag filter, and carbon filter.

15cm would provide sufficient clearance for unit access.

Description
Chilled water coil sections in AHUs B3 & 31 were observed to be installed backwards with the drain
pan extended in the upstream side of the coil. The coil is located off‐center in the section to allow for
proper absorption distance and prevent carry over from entering the fan section. The current
orientation will not allow condensate to be properly collected and drain from the unit.

Description

for maintenance/repair as required per design documents

Confirmed on site, Coil can be removed from connection side by twisting it along vertical axis.
Furthermore as per Zamil confirmation during pre‐commissioning, coil can be removed from either side of AHU.
Further, BCEG can demonstrate on site by removing the coil from other side of equipment.

Description
Spring isolated hangers required for FCU installations per design documents. FCUs were observed to
be rigidly mounted.

Description
Dielectric unions at several locations were observed to be installed on the system side of isolation
valves. Sample locations include the potable water tanks and fan coil units. The current installation
does not allow for isolating the unit and disconnecting it from the system piping. The isolation valve
should be located on the system side of the union.

BCEG has solved this issue by installing di‐electric unions on both side of isolation valve for Potable water
transfer pumps and Cooling Tower water transfer pumps.
For FCUs, the system side unions are kept as it is because the machines can be isolated from flange type, double
bowl, rubber flexible connections.

manufacturer installation requirements for upstream/downstream straight duct runs.

Description
One of the mounting bolts on the fan vibration isolator was observed to be cockeyed, impeding free
movement of the isolator.

Description
Liquid tight flexible cable serving interior lights was observed to be severed and repaired with
electrical tape. No grommets observed on cable pass‐through between unit sections.

Description
Fresh air duct motorized damper is located above the supply duct and is not readily accessible.
Witnessed installation on floors 7 and 5, appears to be consistent on all Core 5 AHUs per the
drawings. The contractor should verify the installation location (upstream of the CO2 VAV takeoff
branch) is appropriate for unit operation.

BCEG observed FAD take‐off branch and MVD wrong installation at 5th, 6th and 7th floor of core 05. The
installation was based on wrong drawing sent by PUSA. However, BCEG has rectified these issues.

Description
AHU/FCU chilled water coil connection assembly detail indicates a drain cock is to be installed at the
unit outlet. Assembly installation was noted to be in progress during the time of EME's inspections,
however drain cocks were not observed. BCEG to confirm intent to install based on approved
connection drawing detail.

The installation is done per IFC‐Rev00 which doesn’t show drain cock in valve package. The said valve was included
later in IFC‐Rev01. However, BCEG has started installation of drain cock at the supply line lower level.

Flexible connection at fan outlet is installed improperly. Flex connection is squished, and will not
provide the intended sound attenuation and vibration isolation.

Description
Flex connectors on return and supply duct connections to AHUs were observed to be torn/damaged in
multiple locations. Flex connectors should be reviewed and repaired as necessary during unit start ups.

Description
Insulation around CHW field devices (gauges, sensors, etc.) was observed to not be filled in and sealed
after device installation. Insulation should be sealed to prevent excess heat loss and condensation.

Description
The chiller's (CH‐1 through 3) pressure relief valve assembly includes an additional manual isolation
ball valve between the unit and the PRV, which is noted as a safety concern. Should the PRV open to
relieve pressure during an event and the manual valve is mistakenly left closed, the chiller may suffer
significant damage.

The ball valve is there for Chiller’s evaporator and condenser vessel’s pressure and vacuum testing with ranges
above the PRV rating. Now the testing is done and piping is installed, we will keep the valve open and remove
the handle.

Description
Internal wiring in AHUs/HRUs were observed to be unprotected. Wires are run through openings
between unit sections without proper grommets, sleeves, or other protection. Over time, wires will
rub against the metal, potentially leading to shorting out. Observed in every AHU/HRU.

through sharp edges.
