REQUEST FOR QUALIFICATION (RFQ) FOR THE ESTABLISHMENT OF A


MAINTENANCE, RAPAIR AND OVERHAUL (MRO) FACILITY

The Federal Government of Nigeria (FGN) through the Federal Ministry of Transportation (Aviation) has
identified the need for the establishment of a Maintenance, Repairs and Overhaul (MRO) Facility in Nigeria,
as currently there is none in the West and Central African regions. The availability of this facility would help
to achieve the following objectives:
• Establish the first MRO facility in West and Central Africa that will address the demand in the region
• Optimize foreign exchange expenses for major aircraft maintenance
• Generate more employment opportunities for Nigerians and Nigerian companies
• Enhance knowledge and technology transfer
• Support Aviation value chain contribution to Gross Domestic Product (GDP) growth.

Due to the sizeable investment & technical expertise required in setting up the MRO facility, the FGN is
exploring the possibility of entering into a Public-Private Partnership (PPP) via a Build-Operate-Transfer
(BOT) model, whereby a private sector partner will develop and operate the MRO Centre while the
Government provides the required support to facilitate its establishment. The private sector partners are
expected to comprise of an MRO Company, Real Estate Development Company, Major Engineering and
Technology Company, Financial and Institutional Investors.
The proposed MRO will have the capacity to serve both Narrow Body (Jet & Turbo Prop) and Wide Body
aircrafts maintenance requirements and may be located at either the Nnamdi Azikwe International Airport,
Abuja or Murtala Mohammed International Airport (MMIA), Lagos.
1. REQUEST FOR QUALIFICATION (RFQ)
Reputable MRO Developers/Operators/Consortium are hereby invited to respond to the RFQ to bid for the
establishment of the proposed MRO Facility in partnership with the Federal Government of Nigeria (FGN).
This RFQ is the pre-qualification stage of the procurement process for the Project in which interested parties
are required to meet the pre-qualification requirements specified in the RFQ package. Only pre-qualified
parties will proceed to the Request for Proposal (RFP) stage and shall execute a Non-Disclosure Agreement
prior to issuance of the RFP.
2. ELIGIBILITY
i. Evidence of Company Registration with Corporate Affairs Commission (CAC) or its
equivalent for foreign firms;
ii. Ownership structure of bidding entity, Name(s) of major shareholders and percentage
shareholding of participants in the bidding entity;
iii. Unabridged Audited Financial Statements of the bidding company or members of
consortium for the most recent three (3) years;
iv. In the case of a consortium, evidence in the form of letter of association, agreement (joint
venture agreement and/or Memorandum of Understanding (MOU); or Consortium
Agreement must be provided

3. TENDER REQUIREMENTS:
Technical, Operational and Financial capability including:
i. Profile of firm or firms (if in a consortium); including ownership structure and role of
each firm; with full contact details (including full name of contact person, telephone
numbers and email addresses); In the case of a consortium, the members of the
consortium must jointly submit the required information and must also clearly identify
one of the consortium members as the lead firm;

ii. Experience in the Development and Operation of an MRO, illustrated by the


following:
 Experience in MRO Development, Operations, Investment and Financing.
Experience in emerging economies will be an added advantage;
 Development and financing of Greenfield MRO projects
 Relevant recognition, accolades and rankings on size of operations and
performance; and
 Integrating MRO operations with local businesses in close proximity.

iii. Evidence of Financial Capacity illustrated by evidence of good financial standing with a
minimum net worth of US$50 million and Letters of Support from credible financial
institutions in support of the consortium’s ability to develop and operate an MRO.

4. METHOD OF SUBMISSION
The envelope containing 6 copies of the completed RFQ and the required supporting documents shall be
clearly marked “Application for the Establishment of a Maintenance, Repair and Overhaul (MRO) Centre”
and the Bidder’s name, and should be addressed to the Director Procurement, Federal Ministry of
Transportation, 6th Floor, Bukar Dipcharima House, CBD, Abuja, Nigeria.

The Application shall be submitted either by hand delivery or by pre-paid, registered/certified mail or courier
to the address provided above. Submission shall be not later than Monday 20th May, 2019 at 16.00 (HRS)
local time.
