● Opening and operating of GeM Pool Account has
been directed through GoI MoF letter No
13/4/2017-PPD (Pt) Dated 14th August 2018
● PFMS stands for Public Fund Managemet System
and
● NPAE is for Non-Public Agencies/Entities.
● Operating of a special purpose account namely
GeM pool account for purpose of ensuring promt
payment.
● Organizations not covered under PFMS are covered under NPAE
instructions.
● These organizations will open GeM pool Account by the buyer
entity.
● Withdrawal of fund will be subject to certain restrictions.
● Mandatory for all procurement above 10 lakhs and optional up to
the value of 10 lakhs.
● With any scheduled Bank having already integrated the pool
account with GeM.
● NPAEs will credit 100% or procurement amount in the GeM Pool
Account.
● On successful supply & acceptance, the NPAE shall
issue and advise without delay to the Bank to release
actual amount payable to the seller.
● Even after 10 days of issue of CRAC, the buyer has not
initiated the payment,auto payment of 80% amount will
be credited to the seller.
● The remaining 20% is to be processed by the buyer
within 35 days after adjusting any statutory deductions.
● If no action is taken by the buyer, the remaining payment
will be made to the seller automatically.

Level-1 – Up to 3 days - Consignee
Level-2- 4 th and 5th Day- Consignee and
Buyer
Level-3 6th to 10th Day- Consignee, Buyer,
Payment/Paying Authority and NPAE Nodal
