This pertains to the Notice of Violation dated November 21, 2019, re: Application for Location Clearance
Proposed Construction of Multi-Purpose Building located at Camp. Capt. Domingo Leonor, San Pedro St.,
Davao City.

With the recent predicament, on the befall lapses by not complying the above-mentioned
Standard Operating Procedure. The truth and in fact, this Office has no technical knowledge as
to the system of documentary compliance and it is in our belief and presumption that the
Project Engineers will be the one to process. We provided necessary documents such maps and
other location of the Camp, and the DPWH engineers cannot locate its GPS the exact map only
to find –out from the Bureau of Lands that this Camp has no Certificate of Title and its free-
patent is still pending as per advised by the CENRO.

This office and DPWH sought guidance with Engr. Grace Catubig, and she advised that the
existing Proclamation No. 52 dated November 18, 1922, still binding and enforceable.

In light of this development, this office appeals for understanding and consideration. Further,
we will coordinate the office of the DPWH for the submission of the construction logbook duly
signed by the licensed Civil Engineer or Architect in charge of the construction within three (3)
days from receipt hereof.

Other cause is just and equitable reliefs are also prayed for.
