Resolution Steps

1, TMSADM user is locked or not

2, TMSADM user password maintain same in dev qas and PRD

3,

can you make sure that the "hosts" file in OS Level is implemented correctly according to your
OS

if your OS is Linux, find that file in the following Directory

/etc/hostss

Need to maintain DEV QAS and PRD

if windows
Vi\etc/hosts

modify the hosts file in all your system
