Subject: NEW APK, VALIDATION QUESTIONS, AND FEEDBACK

In view of the numerous submissions of comments about Vote Counting


Machines (VCMs) and the current situation on the national count, there is a need
for further validation of these remarks. As such, we are incorporating the following
questions in the DepEd Election Monitoring App:

• Was there an incident where the VCM in your area malfunctioned


at any given time from 6:00am to 6:00pm on May 13?
• Was there an incident where a voter reported that the printed voter
receipt did not match the votes in the ballot?
• Was there an incident where the Secure Digital (SD) card
malfunctioned, cannot be read or cannot save data?
• Was there an incident where the SD card was replaced?
• Was there an incident where the SD card needed reconfiguration?
• Was there an incident of a transmission malfunction or glitch?

We will also gather feedback and comments about the app for further
improvement. We will also be incorporating the following:

• The App is a better way to communicate

To enable these questions/items to be incorporated into the app, users and


all concerned should click UPDATE THE APP at the link
electionmonitoring.deped.gov.ph beginning at 2:00pm today, May 14, 2019,
to download and install the new Android Package Kernel (APK).

Current users do not need to uninstall or log-in again. Once downloaded


and installed, the new version of the APK will automatically do the incorporation.

Should you have concerns, kindly ask your regional and/or division ITOs to
assist in this undertaking, or take advantage of the Workplace groups we use.

We reiterate that the Office of the Undersecretary for Administration (OUA)


will conduct a Post-Election Assessment Conference to sum-up experiences,
identify best practices and lessons, and assess the use/relevance of the election
monitoring app and the role/functions of the ETFs. It is the intention of OUA to
undertake policy recommendations and meaningful reforms in preparation of the
Barangay and Sangguniang Kabataan (SK) Elections on May 2020. As such,
sending of the feedback reports is a necessity.
