PROBLEM

Management in a broad sense is a system that covers all operations of a company or an

organization. Several departments are created to deliver quality output that will suffice the

demand of the company’s clients.

In order to meet the complex demands of the clients, business organizations make sure

that all products that they will be yielding are all of good quality; this explains the role of the

Total quality management. In order to produce a quality output, all elements of the company

must work altogether (Warcholinski,n.d.).

An educational institution has systems installed in its various departments that works

simultaneously to produce a quality graduates. These graduates are the institution’s considered

output. Several perspectives may be employed as to how the students should be seen, still the

end point of the institution’s goal is to have graduates that meet the diversified and complex

demands of the industry. The utilization of total quality management poses an assumption that

all higher education institution produces graduates that can stand on the demands of the

industry. However, the story changes when tqm is being used in the level of basic education.

This paper ought to investigate through published online journals the success stories of

basic educational institutions in employing total quality management to produce quality

graduates. Also, this paper will try to link various evidences from the published journals to see

the gaps that emerges as tqm was used in the basic education system both local and

international perspectives.

LITERATURE

This paper focused on the utilization of total quality management in basic education

education institution on local and international setting. This filter set by the researcher gave a

great opportunity to the vast sources of literature and studies concerning the focus of this paper.

Vehacharta (2010) ought to have establish a media that would supervise the total quality

management on the three educational isntitutions located on the southern borders of Thailand.

Vehacharta (2010) had the result that the vision and mission, policy, and plans/projects are the

three (3) factors that ranked high for the supervision performance of the educational institution.

For the operation of internal tqm, Vehacharta (2010) found that supervision planning,

recommendations for solutions, and clarity of problems and obstacles ranked the highest among

other factors arranged arranged in descending order respectively.
