1 Introduction

All Bachelor of Quantity Surveying (Honours) degree students in the Faculty of Built Environment are
reminded that Integrated Project : Contract Documentation is compulsory as part of the requirements for
graduation. Students who did not complete and pass the course will not be able to graduate from the
degree programme.

This course focuses on the documentation of Tender/Contract Documentation for a single project during
practical training in construction industry. Upon completion of the practical training, the Tender/Contract
Documentation accompanied by drawings and/or sketch plans shall be submitted for assessment.

This course emphasises on the integration of all the knowledge and skills gained in measurement of
construction works and prepare and compile the Tender/Contract Documents or such other documents
for the construction; all in accordance with Standard Method of Measurement of Building Works, Second
Edition (SMM2).

1.1 Course Objectives

Tender/Contract documents are prepared to seek tenders (offers). Tender documents may be prepared for
a range of contracts such as; equipment supply, the main construction contract or can be broken down
into a series of packages (even if there will only be one main contract) each with its own
design drawings and specifications suitable to be issued by the main contractor to potential sub-
contractors.

This makes the tender packages easier for the contractor and easier to compare with other tenderers for
the client. It is important when this is done to ensure that the interfaces between packages are properly
identified and clearly allocated to one package or another.

For the purpose of this course, it involves preparation of tender document for procurement of small
works (sub-contract works) whereby its content is differ and depending to nature of the sub-contract
and other project requirements

The inclusion of the course in the programme is:

The inclusion of the course in the programme is to equip the students with sound knowledge and skills in
preparing and compile the complete Tender Documents for construction projects.

1. To be well-versed with the principles of measurement based on Malaysian Standard Method of


Measurement of Building Works, Second Edition (SMM2).

2. To be skilful in writing description and specification, and compiling the complete Tender/Contract
Documents for construction projects.

1.2 Course Learning Outcomes

Upon completion of the course, students should be able to:

CLO1: Measure the quantities for construction works.

CLO2: Write comprehensive work description and specification for construction works.

CLO3: Produce the structured Bills of Quantities for construction works.

CLO4: Compile the Tender Documents or such other documents for the construction projects.

1.3 Purpose for Preparation of Tender /Contract Documentation:

The tender to be prepared using Bills of Quantities (With Quantities). Taking off should be done referring
to drawings that are provided by architect and engineer. All information would be important from the
drawings are important to extract into quantities.
In complying with this purpose, comprehensive Taking off should be done referring to drawings that are
provided by architect and engineer so that all information on the drawings are included in the tender
document.
In the process, proper statements of specification of work to be attached together with other parts of
documents all making into a complete set of tender document which will be a contract document.

2 Duration for Preparation of Tender /Contract Documentation:

Students must complete Integrated Project: Contract Documentation for a period as stipulated by the
Faculty during their course of study in the University College.

3 Pre-Requisite of Integrated Project: Contract Documentation

Students who registered for a Bachelor in Quantity Surveying (Honours) degree programme will undergo
their industrial training before the end of their studies for duration of 6 months. In connection thereto,
students are required to prepare this task during the course of their industrial training.

4 The Task: Preparation of Tender/Contract Documentation

The preparation of Tender/Contract documentation is for a single project during practical training in
construction industry.

Upon completion of the practical training, the Preparation of Tender/Contract Documentation


accompanied by drawings and/or sketch plans shall be submitted for assessment

Students who obtained less than 50% would be required to re-submit the Tender/Contract
Documentation within the stipulated time frame.

Students must obtain a minimum of 50% of the Tender/Contract Documentation to be eligible for a
pass in the course.

5 Guidelines to Prepare Tender/Contract Documentation

In preparing the Tender/Contract Documentation, all students must observe the following
requirements/guidelines to ensure that uniformity is maintained.

Students should prepare the Tender Documents that include but not limited to the following contents: -
a. Instructions to Tenderers;

b. Conditions of Tendering;

c. Form of Tender;

d. Articles of Agreement/Conditions of Contract

e. Specification;

f. Preambles;

g. General Conditions and Preliminaries:

h. Bills of Quantities;

i. Prime Cost and Provisional Sums; and

All the necessary Schedules and Information/Appendices required.

 The project will involve EACH student preparing taking-offs measurements for Bills of
Quantities and compilation of a Sub Contract Tender Document

 Each STUDENT will need to identify a single type of building or project. Some basic information
about the project location, site conditions and situation of surrounding area, safety and health
issues, site constraints including special working conditions, contingency plans for temporary
services, etc of the site are required to be described and explained in the Tender Document.

 The BILLS OF QUANTITIES AND TENDER DOCUMENTS are to be prepared for either
one of the Sub Contract Tender as mentioned below:

iv. SUB-CONTRACT FOR INTERNAL AND EXTERNAL BRICKWALLS, DOORS


AND WINDOWS

v. SUB-CONTRACT FOR INTERNAL AND EXTERNAL FLOORS, WALLS AND


CEILING FINISHES

The necessary Drawings and Sketches or Images related to the selected SUB-CONTRACT works for
the identified project must also be available and submitted with the Coursework.

Example :
i) SUB-CONTRACT FOR SUB-STRUCTURE WORKS

a. Site plan of project.

b. Layout plans showing setting out of buildings.

c. Elevations and Sections.

d. Structural Drawings and Details (layout drawings for piling, footings, ground beams, column
stumps, ground floor slabs)

e. Any other drawings deemed necessary for completeness of Bills of Quantities which are
included as part of the Tender Document.

ii) SUB-CONTRACT FOR SUPERSTRUCTURE WORK

a. Site plan of project

b. Layout plans showing setting out of buildings

c. Elevations and Sections.

d. Super-structure Layout and Detail drawings (such as floor plan, roof plan, details for beams and
columns, upper floors, staircase, etc).

e. Any other drawings deemed necessary for completeness of Bills of Quantities which are
included as part of the Tender Document.

iii) SUB-CONTRACT FOR ROOF STRUCTURE, ROOF COVERING AND RAINWATER


DOWNPIPES SYSTEMS

a. Site plan of project

b. Layout plans showing setting out of buildings

c. Elevations and Sections.

d. Roof plan layout, Roof sections, Details for Rood Trusses, Details of Roof covering and
Rainwater downpipes systems, etc.

e. Any other drawings deemed necessary for completeness of Bills of Quantities which are
included as part of the Tender Document.

iv) SUB-CONTRACT FOR INTERNAL AND EXTERNAL BRICKWALLS, DOORS AND


WINDOWS

a. Site plan of project


b. Layout plans for each level/floor of building
c. Elevations and Sections
d. Details for Architectural items for brickwalls, doors and windows (either typical detail
drawings or schedules)
Example: windows schedule, doors schedule
e. Any other drawings deemed necessary for completeness of Bills of Quantities which are
included as part of the Tender Document.

v) SUB-CONTRACT FOR INTERNAL AND EXTERNAL FLOORS, WALLS AND
CEILING FINISHES

a. Site plan of project


b. Layout plans for each level/ floor of building
c. Elevations and Sections
d. Details for Architectural items for FINISHES (either typical detail drawings or schedules)
Example: Schedule of Finishes for Floors, Walls and Ceilings
e. Any other drawings deemed necessary for completeness of Bills of Quantities which are
included as part of the Tender Document

 The Tender/Contract Documentation should include drawings or sketches of which must clearly
annotate the brief name of project and its location.

 No duplication of selected project will be accepted.

 All students must submit Tender/Contract Documentation during Semester 3 of the industrial
training period.

 The Tender/Contract Documentation should be typed written single-sided on A4 size papers, font
size 12 and Times New Roman.

 The Tender/Contract Documentation must be properly bounded with comb or pin binding similar
to the standards and formats of Tender Documents as seen in the industrial practice. with a
suitable main front report cover indicating the name of student, programme of study and academic
year. The colour of front cover should be light blue.

 Apart from the main front report cover, a Sub-Contract Tender Document cover and the Taking
Off Cover shall be used according to the format and sample as attached in the Appendix.

 Students shall make additional copy for their own personal keeping.

 The whole coursework must be written in English.

(ii) All measurements for taking offs must be based on Malaysian Standard Method of
Measurement of Building Works, Second Edition (SMM2).

(iii) SUB-CONTRACT TENDER DOCUMENTS must be organized and arranged as content


below:-

b. Sub-Contract Tender Document cover

Sub-Contract Tender Document shall comprise of:

 Content page
 Instructions to Tenderers
 Conditions of Tendering
 Form of Tender
 Articles of Agreement/Conditions of Contract
 Specification;
 Preambles
 General Conditions and Preliminaries
 Bills of Quantities
 Prime Cost and Provisional Sums (if applicable); and
 All the necessary Schedules and Information/Appendices as required

c. Taking Off Cover


 List of Assumptions or Query List

 All Taking-off sheets

 One (1) complete sets of all necessary Drawings on the selected SUB-CONTRACT
WORKS which are used for the taking offs (students are to mark & to colour their
scope of measurement on the drawings)

6 Assessment of the Tender/Contract Documentation

Students are assessed individually on preparing taking-off measurements for Bills of Quantities and
compilation of a Sub Contract Tender Document for an identified construction projects. The documents
shall be prepared based on the specific requirements imposed.

Each student will need to identify a single type of building of a project. Some basic information about
the project location, site conditions and situation of surrounding area, safety and health issues, site
constraints including special working conditions, contingency plans for temporary services, etc. of the
site are required to be described and explained in the Preliminary section of the Sub Contract Tender
Document.

The Bills of Quantities and Tender Documents are to be prepared for either one of the Sub Contract
Tenders as mentioned below:
i. Sub-Contract for Substructure Works

ii. Sub-Contract for Superstructure Works

iii. Sub-Contract for Roof Structure, Roof Covering and Rainwater Downpipes Systems

iv. Sub-Contract for Internal And External Brickwalls, Doors and Windows

v. Sub-Contract for Internal And External Floors, Walls and Ceiling Finishes

The necessary related drawings for the selected Sub-Contract Works must be submitted with the task.
Due to the important extent and nature of the task in this module, if student fail, they must repeat
the module.

A minimum 50% of final marks must be attained in order to pass course. Students who failed to achieve
minimum final marks may be required to make-good Tender/Contract Documentation within the given
time frame for resubmission based on exceptional reasons.

However, the award of marks can only be given up to a maximum of 50% for any satisfied make-good
students.

No duplication of report will be accepted.

7 Problems Enquiry during preparation of Tender/Contract Documentation

Should students have any problem relating to the preparation of Tender/Contract Documentation
during their industrial training, they should consult or contact the Course Coordinator as per assigned by
the faculty.
