IMPLEMENTING RULES

IRR 1.0 BACKGROUND

IRR 1.1 The 13th Annual Regional Convention Academic League is an


annual event of the National Federation of Junior Philippine Institute
of Accountants Region XII, which exists to complement the
academic curriculum and to uphold academic excellence through
creative and exciting competitions. Best representatives from each
Local Chapter are gathered to showcase their wits and abilities to
solve different problems that are based on CPA board subjects. This
is in line with the accomplishment of a component of the four-point
goal of the Federation, which is to promote academic excellence.

IRR 2.0 OBJECTIVES

IRR 2.1 To promote academic excellence among the students that will help
them deepen their knowledge in the field of Accounting;

IRR 2.2 To choose among the participants of the Local Chapters of NFJPIA
XII, the students that will represent the region to the National Mid-Year
Convention;

IRR 2.3 To allow students to test their knowledge against one another in a
friendly, fun and competitive atmosphere;

IRR 2.4 To help the participants discover their strengths and be aware of their
weaknesses in the different board-related subjects through different
academic competitions;

IRR 2.5 To promote camaraderie and sportsmanship among the participants


from the different Local Chapters; and,
IRR 2.6 To increase the involvement and participation of the local chapters
in NFJPIA XII activities.

IRR 3.0 ACADEMIC COMPETITIONS, COVERAGE AND ELIGIBILITY

IRR 3.1 The 13th ARC Academic League shall be composed of the following
competitions:

- Intermediate Accounting 1 (ARC Cup 8)

- War of the Wits (ARC Cup 9)

- Mock Board Exam

IRR 3.2 The table below shows the topics covered for each Academic event
and the requirements for eligibility in order to join each academic
competition

IRR 4.0 QUALIFICATIONS

IRR 4.1 The competitions in the 13th Annual Regional Convention Academic
League are open to students enrolled in any accounting-related
courses, acknowledged by JPIA (e.g. BS Accounting Technology,
Management Accounting) for the Academic Year 2019-2020.

IRR 4.2 S/he must also be a bona fide member of the National Federation FY
2019-2020, and a registered delegate of the convention except for
the Mock Board Exam.
IRR 4.3 Top 25 on each Mock Board Exam Subjects shall proceed to
participate for the ARC CUPS 1 to 6 except in the case of Basic
Accounting, Intermediate Accounting 1 and War of the Wits (team
quiz composed of 3 JPIAn per LC) and the Mock Board Examination.

IRR 5.0 REQUIREMENTS

IRR 5.1 Local chapters must submit the following requirements to the
Regional Vice President for Academics (in softcopy):

IRR 5.1.1 Master list of Academic Participants of the Local Chapter;


IRR 5.1.2 A scanned copy of the official school ID of the participant,
front and back parts should be readable and easily seen so as to
support the identity of each participant.

IRR 5.2 The requirements of each contestant shall be gathered by their


respective Local Chapter Vice President for Academics, compressed
into a .zip file and shall be submitted to the Regional Vice President
for Academics on or before January 24, 2019 to
r12vpacademics.nfjpia1920@gmail.com The file name format to be
used shall be NFJPIAXII1920_ARC_Name of School.zip

IRR 5.3 Change of contestants for any of the Academic Events shall be
allowed provided that it shall be communicated to the Regional Vice
President for Academics or Officer in Charge at least seven (7) days
before the convention proper and updated Academic Competition
Preregistration Form for the Academic Events containing the new or
changed participants of events shall be sent.

IRR 5.4 Failure to comply with the given requirements, accompanied by its
deadlines would mean disqualification from the competition.

IRR 5.5 Executive Officers and walk in contestants shall not be allowed to
participate in the Academic Events during the 13th ARC except for
the Mock Board Exam.

IRR 6.0 GENERAL RULES – ARC CUPS AND MOCK BOARD EXAMINATIONS

IRR 6.1 Contestants and examinees are advised to be at the designated


places of their events at least thirty (30) minutes before the time
schedule.

IRR 6.2 Contestants and examinees must be properly registered and must
sign in the provided registration sheet before proceeding to the
competition proper.

IRR 6.3 During the registration, the contestants and examinees are to present
their official school ID. Certificates of participation shall also be
distributed upon registration.

IRR 6.4 Contestants are highly encouraged to wear their respective Local
Chapter Shirts during the academic competition for distinction. If
impractical due to unavailability, they must wear shirts with
dominantly the same color as to their respective color assignments.
Mock Board Examinees are required to wear their white collared shirt.
IRR 6.5 Late contestants and examinees are still allowed to join the
competition. However, he/she shall no longer be allowed to answer
the questions he/she might have missed or for the case of the Mock
Board Examination, shall request for a time extension to answer the
questions.

The following rules stated herein (IRR 6) are to apply only to the ARC CUPS

IRR 6.6 The Committee for Academics shall be composed of the Regional
Vice President for Academics (Committee Chairperson), and the
Committee Members, which shall serve as the monitoring personnel
and question distributors (QD).

IRR 6.7 Aside the Regional Executive Officers, members of the standing
committee and assigned work force members for the different
events may also serve to act as QDs.

IRR 6.8 Any member of the Board of Judges and NFJPIA XII Council shall be
vested with the power to give sanction to any contestant he/she has
witnessed violating any of the said provision in this IRR.

IRR 6.9 After reading the contest rules and mechanics, contestants are given
the chance to raise questions/clarifications regarding the said rules
and mechanics.

IRR 6.10 In case of any concern, clarification, or protest which is not governed
by the Implementing Rules and Regulations (IRR) of the said provision,
the Regional Vice-President for Academics, shall have the absolute
power to objectively decide, upon consultation to NFJPIA XII and/or
Regional Adviser, on matters which are deemed necessary to
preserve and protect the integrity of the event. His/her decision is
final and irrevocable.
IRR 7.0 BOARD OF JUDGES

IRR 7.1 For the purpose of presenting an independent and intelligent


decision, members of the Board of Judges shall consist of Certified
Public Accountants.

IRR 7.2 The Judge or the Board of Judges shall have the sole and exclusive
authority to clear or answer any protest/clarification made by the
contestant or the respective adviser. Any question raised shall be
limited to a 5-minute discussion only. This is to protect the
proceedings of the time of the contest.

IRR 7.3 In case of non-settlement within the 5-minutes time allotted, the
contest will continue to proceed while further discussion is made by
the board of judges. Decision/s will be announced as soon as the
verdict is available. The contest should strictly proceed to the next
question.

IRR 7.4 Judge/s’ decision is final and irrevocable.

IRR 8.0 ADVISERS

IRR 8.1 Each school is only allowed to have one adviser. The adviser must
register and sign in the registration sheet, to be provided by the
Academics Committee, before the start of the competition

IRR 8.2 Once all the quizmasters start reading the 1st question for the easy
round, the registration for advisers shall be closed. Therefore, the
Board of Judges will no
longer entertain any concern, protest, or clarification made by
unregistered advisers.

IRR 9.0 CONTESTANTS AND THE CONTEST MECHANICS – ARC CUPS

IRR 9.1 Contestants shall be provided with a copy of the question for every
item. The QDs shall distribute copies of the question upside-down,
and the contestants are strictly not allowed to flip the copies
provided subject to the condition of IRR 9.2.

IRR 9.2 Only upon the announcement of the quizmaster of the question
number may the contestants may flip their own copies, & start to
read and answer the questions provided. Penalties for violation are
as follows:

Warning shall be given for the 1st offense. On the 2nd offense, the
contestants’ answer for that specific question/number will not be
recognized and counted. 3rd offense entails disqualification from the
competition in general.

IRR 9.3 All questions, whether in theory or in problems requiring


computations, shall only be read once, subject to the provisions of
IRR 9.11. Request to repeat a question shall not be entertained, unless
there is an approval from the Regional Vice President for Academics.

IRR 9.4 Contestants are only allowed to manipulate their calculators after
the quiz master says “GO”. “GO” shall be declared by the quizmaster
after reading of the question. Penalties for violation are as follows:

competition in general.

IRR 9.5 The ARC Cups shall be comprised of three rounds, namely: Easy,
Average and Difficult Rounds. In case of a tie after the difficult round,
clincher questions shall be given to the contestants until the
deadlock is broken. Time allotment, number of items and
corresponding points are as follows:

IRR 9.6 The Board of Judges or the Regional Vice President for Academics
may extend time prescribed depending on the complexity of the
question.

IRR 9.7 The contestants should have written their answer before the time
allotted has elapsed. The contestants must raise their answer sheet
once the quizmaster declares so. Any contestant who fails to comply
will receive a warning and his answer may be forfeited depending
upon the decision of the Board of Judges.

IRR 9.8 Contestants should write their answers clearly and legibly on the
provided answer sheets.
IRR 9.9 Abbreviations are highly discouraged to be used unless specifically
allowed by the quiz master in a particular question.

IRR 9.10 Contestants who shall insist in writing the answers ambiguously, in
abbreviation or illegibly may still claim points for correct answers only
upon the discretion of the Board of Judges or the Regional Vice
President for Academics.

IRR 9.11 Before proceeding to the next question, contestants shall be given
an allotted time of ten (10) seconds to raise a protest/clarification, to
request for new marker or scratch paper, to change their calculator
if it encounters a technical problem, or other concerns. After the
allotted time has elapsed, the quizmaster shall proceed by reading
the next question. Hence, protests, clarifications, or any concerns
shall no longer be entertained. Contestants should not erase their
answers during the ten (10)-second time allotment, this is to allow
validation of their answers when protests/clarifications have been
raised for that particular question.

IRR 9.12 The contestant and the registered adviser are the only persons who
have vested rights to raise concern, protest, and/or clarification.

IRR 9.13 In case where a question was voided upon the recommendation of
the Board of Judges or by the Academics Committee, questions
coming from those reserved in anticipation of a clincher round shall
be arbitrarily taken to replace the voided question. The question shall
be read twice by the quiz master, as an exception to the general
rule.
IRR 9.14 Any contestant caught cheating shall be automatically disqualified
in the competition. He/she shall no longer be allowed to participate
in the other academic events.

IRR 9.15 In case of a tie at the end of the three rounds, tie breaker questions
shall be asked until the deadlock is broken. This round shall be called
the “Clincher Round”. Tie breaker question/s shall have NO bearing
on the cumulative score of the contestants.

IRR 9.16 In case of a Tie breaker round, contestants are only allowed to write
on their answer sheets after the Quiz Master reads the question and
says “GO”. Whoever gets the right answer and raises his answer
board first shall be declared the winner.

IRR 9.17 In the case of Basic Accounting, Intermediate Accounting 1 and


War of the Wits, each school should send a team composed of three
students in any year level.

IRR 9.18 The Top three contestants/teams accumulating the highest points
shall be declared the Champion, 1st Runner - Up and, the 2nd Runner
- Up, respectively.

IRR 10.0 MOCK BOARD EXAMINATION

IRR 10.1 The Mock Board Examination are open to students enrolled in any
accounting-related courses, acknowledged by JPIA (e.g. BS
Accounting Technology, Management Accounting) for the
Academic Year 2019-2020
IRR 10.2 The exam result has no effect on the overall ranking of the school.
However, only the Top 25 on each Board Subject Exam are given a
slot to participate in ARC Cups (1 to 6).

IRR 10.3 In case where the qualified participant fails to join the ARC Cups, the
slot shall be awarded next to the runner-up.

IRR 10.4 Each local chapter must submit the list of Mock Board takers of their
respective schools to be submitted together with the Academic
Competition Preregistration Form.

IRR 10.5 Each subject shall be in multiple choice. Time allotted for the exam is
six hours (Three hours in the morning, and three hours in the
afternoon).

No time extension shall be allowed for late comers.

IRR 10.6 A proctor will be assigned.

IRR 11.0 VIOLATION AND SANCTION GUIDELINES

IRR 11.1 The above-mentioned Regional Academic League Implementing


Rules and Regulations are for NFJPIA XII and related person
information exchange only. The council maintains the relevance and
reliability of this document through the strict implementation of its
rules and regulations.

IRR 11.2 Any questions raised by the contestants that are not included in the
IRR shall be subjected to the jurisdiction of the Regional Vice
President for Academics and
NFJPIA XII Executive Officers. The decision of the Regional Vice
President for Academics and the NFJPIA XII Executive Officers will be
final and irrevocable.

IRR 12.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

IRR 12.1 It shall be the primary duty of the Regional Vice President for
Academics and the Regional Executive Officers to effectively
enforce the provisions of this Implementing Rules and Regulations.
The Executive Officers also has the sole right to interpret the contents
of this Implementing Rules & Regulations and their decision will be
binding and irrevocable.

IRR 12.2 The Regional Adviser or his duly designated representative shall act
as legal adviser to the Regional Vice President for Academics and
the Regional Executive Officers and shall render legal assistance as
may be necessary in carrying out the provisions of this Implementing
Rules and Regulations.

IRR 13.0 AMENDMENTS OR REVISIONS

IRR 13.1 The Regional Executive Officers shall be vested with the exclusive
power to revise and amend the Implementing Rules and Regulations.

IRR 13.2 Any amendments to or revisions to this Implementing Rules and


Regulations may be proposed by any member of any local chapter
upon a written request of such member, stating the reasons thereto.
IRR 13.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice
President for Academics then to be forwarded to the Regional
Executive Officers for discussion, editing and final approval and to be
noted by the Regional Adviser.

IRR 13.4 The Regional Executive Officers shall have the right to debunk any
proposed revisions and amendments, submitted to them by the
Regional Vice President for Academics, which are deemed
unnecessary. The final decision on any inclusions and exclusions to
this Implementing Rules and Regulations must be determined by a
majority vote of all Regional Executive Officers in which the Regional
Vice President for Academics is included.

IRR 13.5 Amendments to particular provisions in this Implementing Rules and


Regulations shall be allowed provided that such amendments will be
communicated to stakeholders at least two weeks before it could
take effect.

IRR 14.0 SEPARABILITY CLAUSE

IRR 14.1 If any clause, provision, paragraph or part of this Implementing Rules
and Regulations shall be declared unconstitutional or invalid, such
judgment shall not affect, invalidate, or impair any other part hereof,
but shall be merely confined to the clause, provision, paragraph or
part directly involved in the controversy in which such judgment has
been rendered.
IRR 15.0 REPEALING CLAUSE

IRR 15.1 Any rule and regulation or resolution or part/s thereof inconsistent
with the provisions of this Implementing Rules and Regulations are
hereby repealed or modified accordingly.

IRR 16.0 EFFECTIVITY

IRR 16.1 This Implementing Rules and Regulations shall take effect
immediately after its presentation and approval from the Regional
Executive Board.
