QUESTION:

As a newly appointed safety officer in charge of a new building expansion, explain the steps
taken to ensure fire safety emergency management is implemented effectively and efficiently.
(Include your answer with an emergency plan with assembly point, relevant pictures and all
related sources to support your answer).
GUIDELINE ANSWER FOR CASE STUDY 2

In an organization, each division and unit has their own role to ensure the success of the fire
safety management strategy. This strategy can be divided into five sections:

Fire system maintenance—this division is in charge of statutory compliance. It will look into
the standard regulations and check if the fire system is compliant with the law. Uniform by Law
1984: Part VII: Fire Requirements Part VIII: Fire Alarm, Fire Detection, Fire Extinguishment
and Fire Fighting and Fire Services Act, 1988 are the two main laws in Malaysia in terms of
building fire safety. This division also assesses the fire system’s condition and conducts
corrective maintenance for any upgrade or repairs needed for the fault detected.

Fire warden management—this division acts as the coordinator for fire safety training, fire
extinguisher placement and validation for BOMBA, fire safety awareness programmes and fire
safety induction training for new workers.

Fire evacuation drill—this division conducts fire evacuation drills as trained by the fire warden
management. Each evacuation is observed and the effectiveness of the fire emergency response
plan is evaluated. Any weakness detected will be re-evaluated to ensure the emergency response
plan is effective and efficient. An annual fire drill is encouraged.

Fire safety inspection and audit—this division audits each premise every quarter to ensure all
emergency planning systems are functional at all times. A fire safety risk assessment is also
conducted by this division to ensure all fire hazards are identified. Hazard controls are also
discussed with the fire system maintenance division and fire warden management. This division
also keeps all maintenance records and fire safety housekeeping.

Building design and alterations—this division maintains the premises design documentation
and handover certification of the building (including expansion or renovation done). This is to
ensure any alteration of the building is known and all safety precautions are taken into
consideration.

Fire Safety Planning—once the fire safety management strategy is set up, the organization can
then work towards implementing it in the workplace. Training and fire drill of the emergency
plan should be implemented annually. Auditing and continual improvement should be conducted
based on feedback from staff.

Step 1: Develop a statement of intent


A statement of intent is a policy written to ensure commitment from the Chief Executive Officer
/ Managing Director of the company.

Step 2: Develop a fire safety task force committee


This task force is to create a sub-committee to run the emergency planning strategy.
Step 3: Assess all fire hazards such as material, procedures, building design
Conduct an assessment to determine if a fire prevention plan and control procedures are needed.
Most companies combine hazard identification with emergency preparedness and response plan
programmes. Depending on the hazards and type of work performed, additional fire prevention
and control practices may be required. Examples of premises include:
• Storage areas (general storage areas, warehouse, indoor and outdoor flammable and
combustible storage areas, indoor and outdoor storage tanks)
• Maintenance workshops
• Garage, vehicle, and equipment servicing or storage locations, forklift fueling and servicing
• Manufacturing, assembly areas, packaging areas and materials (including cardboard, foam
compositions, and paper)
• Egress routes, stairwells and fire doors, fire detection, fire suppression, and personal protection
equipment
• Heating, ventilating, and air conditioning systems (including the ductwork)
• Electrical equipment, including wiring and controls and extension cords, switches, wiring,
and boiler controls
• Hot work, smoking areas
• Waste storage and removals
Step 4: Identify fire hazard controls (procedure, active system, passive system)
Identify and list all major fire hazards by using the following:
• Determine type of fire class of the hazards.
• When using a fire extinguisher, be sure to use one only on fires for which that fire extinguisher
is designed. Using the wrong agent on a fire may increase the intensity of the fire.
• Identify potential ignition sources.
• Identify the existing and necessary types of fire protection (detection, alarm, and suppression)
equipment or systems to control the identified hazards.
In Malaysia, there are two main laws:
• Uniform Building By-Laws 1984 Part VII: Fire Requirements Part VIII: Fire Alarm, Fire
Detection, Fire Extinguishment and Fire Fighting.
• Fire Services Act, 1988
Step 5: Develop safety procedures for fire hazard control
All the assessed hazards will need proper procedures to avoid any unsafe act from happening.
The following are examples of such safety procedures:
• Develop proper control procedures (e.g. welding, cutting, brazing, smoking, portable heating
equipment, etc.)
• Develop proper handling and storage procedures for flammable/combustible materials.
• Develop procedures for the use, maintenance, and training required for fire protection
(detection, alarm, and suppression) equipment.
• Develop and establish housekeeping procedures as part of the fire prevention plan to control
accumulations of flammable and combustible waste material and residues so that they do not
contribute to a fire emergency.
• Develop fire prevention and inspection procedures for areas where the general safety inspection
procedures are inadequate to address or identify hazards.
• Develop procedures and define responsibilities to ensure compliance with applicable local
building and fire codes.
• Develop procedures to investigate all fires to determine causes, effects on
materials/equipment,persons involved, whether proper procedures were followed, and if
preventive/corrective actions were taken.
¤ Define the procedures, equipment, and training required for employees if necessary. List the
names of the fire brigade.
¤ Document training provided to the fire brigade.
¤ Describe equipment that will be used by the fire brigade and identify the location of the
equipment.

Step 6 :Develop a fire emergency exit and evacuation plan


A basic evacuation and the use of fire extinguishers are the two basic needs for a successful fire
emergency response plan. Identify the warning alarms and other communication methods that
will be used to notify employees in the event of a potential fire situation.

(a) Describe the alarm and communication systems, how the systems function, and how that
information is communicated to employees.
(b) Describe methods used to evaluate the alarm systems, including the capability of the alarm
being perceived above ambient noise levels.
