Chapter 1

Introduction

The Philippines is a multilingual state with at least 175


living languages originating and spoken by various eth no-
linguistic groups. Filipino is defined by the Commission on the
Filipino Language (Komisyon sa Wikang Filipino in Filipino or
simply KWF) as the native dialect, spoken and written. This
language is the standardized form of Tagalog dialect.

Filipino subject is part of the school curriculum in the


Philippines. This is where the students would learn all about the
Filipino language (the Philippines national language). In this
subject, they will study about how to speak and write the
Filipino language well.

Good grammar, correct sentence formation, correct


pronunciation, vocabulary words, etc. would be part of their
lessons.

Commission on Higher Education (CHED) is authorized to


determine the minimum unit requirements for specific academic
programs; general education distribution requirements as may be
determined by the Commission; and specific professional subjects
as may be stipulated by the various licensing entities.

It also noted that the study of Filipino, Panitikan and the


Constitution is already found in the basic education curriculum,
recognizing that the changes in the college curriculum were
implemented to ensure that there would be no duplication of
subjects.

The Supreme Court also ruled that nothing in stated laws


require that Filipino and Panitikan must be included as required
subjects in the tertiary level.
Higher Education is governed by the Commission on Higher
Education (CHED) that was created on May 18, 1994 through the
passage of Republic Act No. 7722, or the Higher Education Act of
1994. The creation of CHED was part of a broad agenda of reforms
on the country’s education system outlined by the Congressional
Commission on Education (EDCOM) in 1992. Part of the reforms was
the trifocalization of the education sector into three governing
bodies: the CHED for tertiary and graduate education, the
Department of Education (DepEd) for basic education and the
Technical Education and Skills Development Authority (TESDA) for
technical-vocational and middle-level education.

Most institutions of higher learning are regulated by the


commission for higher education. Colleges typically offer 1 or
more specialized programs while universities must offer at least
8 different undergraduate degree programs in a wide array of
subjects and at least 2 graduate programs.

On the other hand, The K to 12 Program covers Kindergarten


and 12 years of basic education (six years of primary education,
four years of Junior High School, and two years of Senior High
School [SHS]) to provide sufficient time for mastery of concepts
and skills, develop lifelong learners, and prepare graduates for
tertiary education, middle-level skills development, employment,
and entrepreneurship.

Senior High School is two years of specialized upper


secondary education; students may choose a specialization based
on aptitude, interests, and school capacity. The choice of career
track will define the content of the subjects a student will take
in Grades 11 and 12. Each student in Senior High School can
choose among three tracks: Academic; Technical-Vocational-
Livelihood; and Sports and Arts. The Academic track includes
three strands: Business, Accountancy, Management (BAM);
Humanities, Education, Social Sciences (HESS); and Science,
Technology, Engineering, Mathematics (STEM).
In 2015, the Supreme Court issued a Temporary Restraining
Order (TRO) a week after the implementation of CMO No. 20 in a
(Tanggol Wika) members, advocates of Filipino language and one
response to a petition filed by groups of professors, students,
and legislators who opposed the said memo. Alyansa ng mga
Tagapagtanggol ng Wika the groups that petitioned before the high
tribunal, argued that the removal of Filipino subjects is an act
of violation against the 1987 Constitution. They deemed
unconstitutional Section 3 of the said memo, which makes the
teaching of Filipino discretionary for colleges and universities.
Furthermore, the petitioners asserted that the new curriculum
proposed by the memo undermines the State policies which mandate
the preservation of teaching literature as part of cultural
heritage and the instillation of nationalism and patriotism in
all levels of education.

One of the major impacts of these revisions is the change


it will inflict to the members of the Filipino Department. Not
only will it cause possible change in their assignments but will
also possibly get them out of their jobs as Filipino teachers,
affecting their lives as educators.

As student, many individual must show concerned on Filipino


subject because that thing is the only thing that can be proud
of. The researcher’s aim is to know the reaction of the students
of senior high school of Aliaga National High School regarding
this matter, the researchers conducted an interview to students.
Significance of the study

The research was conducted in order to examine and to know


the School regarding this matter. Specifically, this study
highlights the important points that students must be aware on
the Filipino subject on college. On the other hand,the study
helps obtain a clearer understanding on the subject Filipino. It
will help students to realized the things we should consider
in respect of our country.

This research was investigated in order to understand the


perception of Senior High School at Aliaga National High School
in removal of Filipino subject in college. The result of this
study will benefit the following:

Researchers. For the next students who will take up our


research they will be benefited because they can use as a
reference data in conducting new research again and inspire them
to more initiative.

Students. This study could help the students to be more aware


about the system in college.

Teachers. This study could help the teachers to be more


aware about the system in college.

DepEd Personnel. This study could help the personnel to be


more mindful and apprehensive on discussion making.
Statement of the problem

The Supreme Court (SC) issued a stay order to indefinitely


suspend the implementation of the Commission on Higher Education
(CHED) memorandum which orders the removal of the Filipino
subject and Panitikan (Literature) from the college General
Education Curriculum (GEC), as core courses.

This study was carried out to investigate the perception of


Senior High School students about removal of Filipino subject in
college. Specifically it seeks to answer the following:

1. Do you think that the removal of Filipino subject is


helpful? Why?

Scope and delimitation

The study was conducted to determine the students’


perception within the vicinity of Aliaga National High School.
Senior High School students were used as respondents in the
survey conducted by the researchers. The study discussed the
reaction of the students on removal of Filipino subject in
college. The survey helped the researchers to provide the
statistical research needed.

Each of the respondent is given same questionnaires to


answer. This study starts at the first week of January and ended
after the whole school year. And this study focuses on the
current Senior High School students of the present school year,
2018-2019.
DEFINITION OF TERMS

Stipulated. To demand or require (something) as part of an


agreement.

Inflict. To cause someone to experience or be affected by


(something unpleasant or harmful).

Revisions. A change or a set of changes that corrects or improve


something.

Supreme Court. The highest court of lawn in a country.

Tertiary Level. Also referred to as third stage, third level,


and post-secondary education, is the educational level following
the compaction of a school providing a secondary education.

Multilingual Level . Able to speak and understand several


languages

EDCOM. (Education Committee) congressional commission on


education to review and assess Philippine Education.

CHED. (Commission on Higher Education) government agency attached


to the office of the President of the Philippines for
administrative purposes.

TESDA. (Technical Education and Skills Development Authority)


Provides direction, policies, programs and standards towards
quality technical education and skills development.

TRO. (Temporary Restraining Order) is issued only in exceptional


circumstances and lasts only until the hearing for a preliminary
or permanent injunction, or for determine appropriate relief, can
be held.
Chapter 2

Review of Related Literature

Filipino is rich with nuance and meaning. It is beautiful in


its depth and breadth, and powerful in its malleability. It would
be a shame if that merely left it at technical grammar lessons
and surface-level reading.

But that’s exactly where might break off if higher education


institutions no longer acknowledge the value of the language.
Past high school, there’s so much more to discover of Filipino-
its meandering etymologies, its rhetorical devices, its stories
beyond “Noli Me Tangre” and “El Filibusterismo” (themselves
translated from Spanish).

The Commission on Higher Education asserts that the Filipino


subject traditionally taught in the college curriculum is now
accommodated in the additional years of senior high school.
Here’s hoping that in this transition, our educational system
continues to cultivate Filipino beyond its absolute basics.

The Supreme Court (SC) issued a stay order to indefinitely


suspend the implementation of the Commission on Higher Education
(CHED) memorandum which orders the removal of the Filipino
subject and Panitikan (Literature)from the college General
Education Curriculum (GEC) as core courses.
The temporary restraining order (TRD) was issued in favor of
petition field by a group of college professors who argued
against the removal of Filipino subject from the GEC as it
violates Article XIV, Section 6, of the 1987 Constitution which
provides for the promotion of the Filipino language. The move
will cause some 10,000 full-time and 20,000 part time Filipino
professors to lose their jobs.

In the CHED memorandum, Filipino will be removed from the GEC


beginning 2016, and shall only be available to Filipino majors
and Education in Filipino majors. The order stated that move was
due to the inclusion of the subject in the senior high school
(SHS) or Grade 11 and 12 under the controversial K-12 curriculum.

To provisions under article XIV (education,science,and


technology ,arts, culture and sports),section 6(language) of the
1987 constitutions stipulates that “the national language of the
Philippines is Filipino.As it evolves,it shall be further
developed and enriched the basis of existing Philippine and other
languages.Subject to provisions of law and as the congress may
deem appropriate, the government shall take steps to initiate and
sustain the use of Filipino as a medium of officials
communication and as language of instruction in the educational
system.”

In 1996, CHED issued a memorandum regarding new GEC as part


of all baccalaureate degree programs in all higher education
institutions (HEIs)in the Philippines.The minimum requirements
for this mandatory GEC Shall be 63 units composed of 24 units in
language and literature(9 units English,9 units Filipino and 6
units literature);15 units in mathematics and natural sciences (6
units mathematics,6 units natural sciences and 3 units science
elective); 18 units in humanities and social sciences (6 units of
humanities and 12 units social sciences); and 6 units mandated
subjects(3 units life and works of Rizal and 3 units Philippine.

In 2013, in pursuit of educational reforms,republic act 10533


(RA 10533) otherwise known as the “Enhanced basic education act
of 2013 (CMO 20-2013), otherwise known as “General Education
Curriculum: Holistic Understanding, Intellectual and Civic
Competencies.” Section 3 of the said CMO (Revised Core Courses)
reduced the GEC minimum requirements from 63 units to 36 units
composed of 24 units core courses, 9 units of elective courses,
and 3 units on the life and works of Rizal (as mandated by law).

Since Filipino and Literature subject were not retained in


college as they will be offered in the SHS, the TRO was issued
against the implementation of CMO 20-2013 in 2016.If the TRO
remains to be enforced in 2016, then we will go back to the old
63 units GEC requirements in college.And since this will affect
the programmed implementation of K-12 in 2016 many said that a
TRO for K-12 implementation is expected.

A. Local Studies

Filipino Language in the Curriculum by CLEMENCIA ESPIRITU,


PH.D.

As mandated in the 1935 Philippine Constitution, a national


language was to be adopted and developed based on one of the
existing native languages. In 1937, the Institute of National
Language (INL) which was created to direct the selection,
propagation and development of the national language, recommended
that Tagalog be the basis for the adoption of the national
language of the country. In the same year, then President Manuel
Quezon signed Executive Order No. 134 declaring Tagalog as basis
of the national language. On April 12, 1940, Executive Order No.
263 was issued ordering among others, the teaching of the
national language in all public and private schools in the
country. A Department Order was subsequently issued by the
Secretary of Public Instruction on April 8,1940 to implement the
aforementioned Executive Order .Bureau Education Circular No. 26,
s.1940 provides that “... effective June 19,1940, the national
language shall be taught forty minutes a day as a regular,
required two-semester subject “... The national language shall
replace an elective in each semester of the second year in normal
schools and shall be an additional subject of all secondary
schools …” The national language, more popularly known as
Tagalog, was therefore, first introduced in the fourth year of
all public and private high schools and in the second year of all
public and private teacher-training institutions. The inclusion
of Tagalog in the curriculum was viewed as a positive direction
towards more effective teaching and learning since, compared with
English, Tagalog would be an easier language to use as tool of
learning. This significant move also marked the beginning of the
critical process of developing the national language and
disseminating it nationwide mainly through the schools.
Meanwhile, Tagalog was popularized more widely when the Japanese
forces invaded the country in 1942. The Commander-in-Chief of the
Japanese Imperial Forces ordered the prohibition of the use of
English and the Filipino people’s reliance upon Western nations
particularly the United States and Great Britain. Besides being
declared as the official language, Tagalog was to become the
medium of instruction in schools during the Japanese regime.
Teachers who were used to using English, however, were reportedly
teaching secure.

B. Foreign Studies

Philippine Linguistic Studies in Russia by NATALIA V.


ZABOLOTNAYA

The first descriptions of the Philippine languages were


made by Spanish friars by the late sixteenth century when they
arrived in the Philippine Archipelago after the Spanish conquest
of the Islands. However, the most important and impressive
Spanish works appeared in the 1700s and 1800s only. At the
beginning of the nineteenth century their materials were used by
the fathers of comparative and historical linguistics. As a
result, by the early twentieth century 500 works by European,
American and Filipino authors on Tagalog only, one of the most
widely spoken languages in the Philippines, were produced.
Various theoretical schools succeeding one another or existing
simultaneously have contributed a lot to the development of the
Philippine linguistics studies. The largest and the most
influential in force of historical circumstances remains the
American linguistics. The European schools exerted less
influence, probably, except for universalism presented in the
works by Spanish missionaries. The Philippine linguistics studies
in Russia trace its roots back to the 20th century when Peter S.
Pallas a member of the Saint Petersburg Academy of Sciences,
published in 1787 his famous work entitled Comparative
Dictionaries of all Languages and Dialects gathered by the right
hand of Her Majesty including the European and Asian languages.
This book has materials on Kapampangan, Tagalog and Maguindanao.
However, out of 130 words of the Russian glossary 19 words only
were translated into Tagalog. Although Peter Pallas did not
provide any references he used to compile the Dictionary, we may
assume that for the Filipino words he applied to Forster’s
glossary. At the beginning of the 19th century Peter Dobell, the
American who came over to the Russian service and who was
appointed to the position of Russian Consul General in Manila in
1820, got acquainted with Tagalog in practice. In his very
interesting book Voyages and Latest 6bservations in China, Manila
and Indo-Chinese Archipelago published in translation from
English 2 by N. Grech in 1833 in St. Petersburg, you can find not
only various observational data about the Philippine Archipelago,
its inhabitants, their capital but also very remarkable
information on Tagalog, its role and cultivation in Archipelago,
cognition of this language with Malay a good command of which
Dobell had and etc. As it said in the book, Dobell compiled the
pocket Tagalog dictionary and on his return to Russia donated it
to Count Nikolay Rumyantsev (17541826), Foreign Minister of
Russia in 18071814 as well as the famous collector of books and
manuscripts and founder of the Rumyantsev Museum and Library
(today 7 the - Russian State Library) the end of the 19th century
and at the beginning of the 20th century Sergey Bulich
(18591921), the famous Russian linguist and specialist in the
Slavic languages, comparability and historian of the national
linguistics concept as well as Professor of the Roscow State
University, repeatedly applied to the Philippine and Austronesian
languages. He wrote such articles as the Tagalog Language 92=;2:.
The Filipino or Tagalog Group of the Malay Languages and some
others for the popular Encyclopedia . The author used the works
of Spanish and Filipino authors as Sebastian de Hotanes, Hose de
Soceda and to write the mentioned articles, compiled to the great
extent by the terms of the edition. some information about the
Philippine languages, language and eth-no national situation,
language policy and culture of the Philippines in the 20th
century we can find in the articles of Russian navigator, captain
of circumnavigation and corresponding member of the St.
Petersburg Academy of Sciences. In the book of written in

Curriculum Theory

Curriculum theory is the theory of the development and


enactment of curriculum. Within the broad field of curriculum
studies, it is both a historical analysis of curriculum and a way
of viewing current educational curriculum and policy decisions.
There are many different views of curriculum theory including
those of Herbert Kliebard and Michael Stephen Schiro, among
others.

Kliebard takes a more historical approach to examining the


forces at work that shape the American curriculum, as he
describes those forces between 1893 and 1958. Schiro takes a more
philosophical approach as he examines the curriculum ideologies
(or philosophies) that have influenced American curriculum
thought and practice between ca 1890-2007. Kliebard discusses
four curriculum groups that he calls humanist (or mental
disciplinarians), social efficiency, develop mentalist (or child
study), and social meliorates. Schiro labels the philosophies of
these groups the scholar academic ideology, social efficiency
ideology, learner-centered ideology, and social reconstruction
ideology.

One of the common criticism of curriculum of broad field


curriculum is that it lays more emphasis on mental discipline and
education. "Mental disciplinarians" and Humanists believe in all
students' abilities to develop mental reasoning and that
education was not intended for social reform in itself but for
the systematic development of reasoning power. Good reasoning
power would lead to the betterment of society. Harris described
the subjects to be taught as the "five windows" into the soul of
the student: "grammar, literature and art, mathematics,
geography, and history" and prescribed it in that order to be
taught. Some critics view this group as having too much emphasis
on the "classics" as determined by the dominant groups in a
society (and particularly in history by the Committee of Five and
Committee of Ten in the late 19th century). In today's society
this group is may be seen as having a cultural bias toward the
upper class, as well as, the Caucasian majority in the United
States.

Trendsetters in Philippine society -newscasters (both in


radio and television), Filipino writers and some academicians,
showbiz personalities--it would appear that his theory is closest
to reality.

The Figure 2 shows that the study is all about the Removal
of Filipino subject in Tertiary level which the researchers’ aim
is to know the different perspective of the students order for
them to have an awareness on the system in college because
student should be fully equipped and be alert on what the society
really is. Students will be the beneficiary of the research
study.
CHAPTER 3

Methods of Research

This chapter is allotted to the sampling methods, instrument


and data gathering procedures which were applied throughout the
study.

Research Design

To be able to acquire the different perception of students of


Aliaga National High School to the Senior High School, the
researchers used qualitative approach to comply to the
acceptability of the study. This study used descriptive method.
Descriptive research is a process of data gathering, analyzing,
tabulating, and classifying data about a certain situation.

Respondents and Sampling

This study used the stratified sampling. Stratified sampling


refers to a type of sampling method. With stratified sampling,
the researcher divides the population into separate groups,
called strata. It may be possible to reduce the sample size
required to achieve a given precision. Or it may be possible to
increase the precision with the same sample size. The respondents
are the Senior High School students of Aliaga National High
School this SY: 2018-2019.
Research Instrument

The instrument used was a questionnaire that researchers


made. It will provide data which is made to answer by the
students of Senior High School at Aliaga National High School.
The questionnaire is made up of several question, it has essay
type part wherein the respondents can freely say what they wanted
to express, it will serve as a written document.

Procedure

The researcher harmonize with the student who are the


respondents of the study. The researchers went to the school
rooms of the Senior High School at Aliaga National High School
and personally distributed it to the students. The data that will
be collected will help the study. The researchers ensures the
confidentiality of the gathered data.
CHAPTER 4

Presentation, Analysis and Interpretation of Data

This chapter contains all gathered data from questionnaire


and interviews which are presented ,analyzed and interpreted to
identify the perception of Senior High School students.

School. A total number of 50 respondents, Sixty Eight percent
(68%) where females and the remaining Thirty Two percent (32%)
are the males.

Table 2 illustrates the responses of the student of Senior


High School in Aliaga National High School. Most of the answers
say No, because it stated that Filipino subject is part of our
identity as Pilipino. As a Pilipino, Filipino should be learned
deeply and it should enrich and enhance order for citizen to
foster culturally. The remaining answers are Yes and Maybe.
According to them, it is helpful because it may reduce expenses
and time. The person answered Maybe, he stated that we already
know the basics of Filipino but of course Filipino subject
reminds us that, it is important to love our own treasure.

that it is possible that they may not all firmly understand all
the lesson that they have tackled on high school. And most of the
respondents believe that there is no disadvantage at all because
not everyone can speak English fluently and there are a lot of
things that we can learn form Filipino subject. Few answered
maybe, because until not they still do not know because it both
has advantages and disadvantages.

Table 4 illustrates the responses of the students of Aliaga


National High School. Some of the respondents believes that the
advantage of the Removal of the Filipino subject in College will
help the students to focus on other subjects because the
respondents think that the Removal of the Filipino subject can
lead the students to gain more knowledge about the other subjects
especially in English subject. And most respondents believes that
there is no advantage in the Removal of the Filipino subject
because the respondents credence that Filipino students should
patronized our own language.

Chapter V

Conclusion and Recommendations

This chapter presents the findings undertaken, the conclusion


drawn and recommendations made as an outgrowth of this study.

SUMMARY OF FINDINGS

This study was carried out to investigate the perception of


Senior High School students about removal of Filipino subject in
college.

A total number of 50 respondents, Sixty Eight percent (68%)


where females and the remaining Thirty Two percent (32%) are the
males.

The researchers used qualitative approach to comply to the


acceptability of the study.

Specifically, the study looked into the personal profile of


the student that includes age, gender, and section.

I. Demographic Profile of Senior High School students fifty (50)


Respondents

A total number of 50 respondents, Sixty Eight percent (68%)


where females, there are thirty four (34) of them and the
remaining Thirty Two percent (32%), there are Sixteen males (16).
Their ages ranging from 16-18 years old.
II. Usefulness of Removal of Filipino subject in tertiary level

It stated that Filipino subject is part of our identity as


Pilipino. As a Pilipino, Filipino should be learned deeply and it
should enrich and enhance order for citizen to foster culturally.
According to them, it is helpful because it may reduce expenses
and time. It also stated that it already know, the basics of
Filipino but of course Filipino subject reminds that, it is
important to love our own treasure, our language.

III. Disadvantages of Filipino subject

It has disadvantage. Respondents believe that the


disadvantages of Removal of Filipino subject in college are it
will be more difficult for them to understand the lessons because
not all of the students are good in English. They stated that
it is possible that they may not all firmly understand all the
lesson that they tackled on high school. And most of the
respondents believe that there is no disadvantage at all because
not everyone can speak English fluently and there are a lot of
things that we can learn form Filipino subject. Few answered
maybe, because until not they still do not know because it both
has advantages and disadvantages.

IV. Advantage of Filipino subject

Some of the respondents believes that the advantage of the


Removal of the Filipino subject in College will help the students
to focus on other subjects because the respondents think that the
Removal of the Filipino subject can lead the students to gain
more knowledge about the other subjects especially in English
subject. And most respondents believes that there is no advantage
in the Removal of the Filipino subject because the respondents
credence that Filipino students should patronized our own
language.

V. Students’ suggestion on removing Filipino subject in college

It suggested that do not remove Filipino subject because


Filipino subject does not need to be removed in college. It is a
lot better if the students have the freedom in the language that
they are going to use to share their knowledge, because almost
all subjects are required to use English. It might affect the
culture of the Filipinos. Some answered should not be remove but
rather make it more in-depth for that, culture is always there.

Conclusion

Though a deep understanding and analyzing researchers


discovered the different perceptions of students about the
Removal of Filipino subject in tertiary level. Based on the
answers, they stated that do not remove Filipino subject because
Filipino subject is absolutely helpful to us. They suggested that
is it better to change, a little bit not totally the whole
subject. This study could help the students to be more aware
about the system in college.

Recommendation

After analysis and interpretation, the researchers


constructed recommendations regarding the students’ perception on
the Removal of Filipino subject in tertiary level.
For the Students

The student should always aware on our society especially


in education aspect, they should ready and fully equipped on the
changes of the government.

For the Teachers

The teachers should enhance and enrich all the lesson that
their gain and share it to the students properly. Teachers should
teach students strongly especially in Filipino because it is our
identity as Pilifino.

For the DepEd Personnel

The administrator should deeply think about in their


objectives and face all the consequences that they might have
done. The personnel should balance all things, especially they
are the most essential Department of the country.

For the Future Researchers

1. Use teachers as a respondents to determine their perspective


about the topic.

2. Use more respondents order for the study more valid and firm.

3. Try to find other issues or law acquainted to the topic and


try to analyze and evaluate those things.
