Effectiveness and Efficiency in Implementing Oplan Double Barrel in

Quezon City

Introduction
Oplan Double Barrel was first implemented in Davao City where President
Rodrigo Duterte served as mayor for several years. With this program, Davao City
ranked number 4th safest city in the whole world. And now, it is implemented all
over the Philippines through the leadership of PNP Chief Ronald Dela Rosa. The
PNP’s campaign plan “Double Barrel” aims to address these pressing concerns
through project “Tokhang” (Lower-Barel Approach) and project High Value Target
(Upper Barrel Approach). OplanTokhang is a Visayan word which means Tok-
Tokhangyo, where police officer knocks at the door of an alleged drug user or
pusher, asking him/her that he/she will have to surrender to the police in order that
he/she will be monitored for further assessment.
Despite the objective of Double Barrel, the PNP has once again become
the subject of public scrutiny by human rights advocates, academe, congress, as
long as local and international media due to allegations of the relatives of drug
personalities who claimed that those died during armed confrontations are victims
of police abuses. The simultaneous conduct of police operations nationwide were
appreciated by the public in general. However some sectors alleged that the
operating units have violated the rights of the accused. When such incidents,
through mere allegations, become apparent, all anti-illegal drug efforts of the PNP
and the whole administration would be considered ineffective and will not gain the
peoples support because of allegations that the police have resorted shortcuts and
unlawful operations.
This study found in depth investigation as how police officer respond to the
cases of violence, abuses and extra-judicial killing so as to design a program for
an effective response based on the findings of the study.
 The study involve risk since the PNP officer exposed their actual services
in responding to the cases of violence, abuses, extra-judicial killing and assessed
the actual services given to them.
In view of the above situation, the researcher is aims to study the task of
police officer in implementing Oplan Double Barrel in Quezon City in serving the
community without fear, doubt and inhibition.

Statement of the Problem

1. How do the three (3) groups of respondents assess the implementation
of Oplan Double Barrel in Quezon City in terms of:
1.1 Human Resources;
1.2 Systems and Procedures;
1.3 Funds and Logistics;
1.4 Inter-agency cooperation; and
1.5 Values Formation?

2. What are the problems encountered in the Implementation of Oplan

Double Barrel in Quezon City as assessed by (3) groups of respondents
in regard to the afore-cited variables?

3. What measures may be proposed to address the encountered problems

encountered in order to enhance the Implementation of Oplan Double
Barrel in Quezon City?

4. Is there any significant difference on the assessment of the three (3)

groups of respondents as to the organization and management
evaluation, along with the problems encountered, and the proposed
measures of the Implementation of Oplan Double Barrel in Quezon City?

5. Based from the findings of the study, what Criminal Justice Development
Program may be formulated to enhance the organization and
 management evaluation of the Implementation of Oplan Double Barrel
in Quezon City?

Statement of Hypotheses
a.There is no significant difference on the assessment of the three (3)
groups of respondents as to the (“status”) …?
b. There is no significant difference on the assessment of the three (3)
groups of respondents as regard the problems encountered.
c. There is no significant difference on the assessment of the three (3)
groups of respondents as to the proposed measures.

Scope and Limitation of the Study

1. The Setting
This study will be conducted in Quezon City, Philippines.
2. The Subjects
This study will assess the organization and management evaluation of the
Implementation of Oplan Double Barrel as well as the problems encountered and the
proposed measures that may significantly contribute in creating an efficient system that
will provide high quality services to the people.
3. The Respondents
The selected respondents in this study will be composed of three (3) groups of
respondents:
3.1 Police Officer
3.2 Citizenry
3.3 LGU’s
