Notice of Pending Road Closure: Lutheran Homes of South Carolina and


the Heritage at Lowman Support Senior Safety

Lutheran Homes of South Carolina, doing business as the Heritage at Lowman, is petitioning to request that the South Carolina
Department of Transportation (SCDOT) transfer ownership and maintenance responsibility of Lowman Home Barn Road and
Reformation Road to Lutheran Homes of South Carolina, doing business as the Heritage at Lowman.

Lowman Home Barn Road and Reformation Road run directly through its private continuing care retirement community campus.
Lutheran Homes of South Carolina, doing business as the Heritage at Lowman owns all property adjacent to both sides of Lowman
Home Barn Road and Reformation Road.

Since 1911, the Heritage at Lowman (formerly known as The Lowman Home) has served older adults in White Rock. The Heritage
at Lowman is a non-profit continuing care retirement community which operates 24 hours per day/night and is home to nearly
350 senior residents in skilled nursing and rehabilitation, assisted living, memory care and independent living accommodations.
Non-resident older adults participate in outpatient therapy and wellness center activities on campus. Two other Lutheran Homes
ministries, Lutheran Hospice and BeWell Home Services, a non-medical home care company are also on campus. Approximately
400 people are employed to serve senior residents, patients and clients.

While many of the Heritage at Lowman senior residents drive cars, many have given up their cars and use golf carts and/or walk
to destinations on campus by way of Lowman Home Barn Road and Reformation Road. Older residents and patients living on
campus and their visitors need to go to a variety of life-sustaining destinations on campus—dining, church services, exercise
class, physical and occupational therapy and other health appointments. They also want to go to any number of life-enriching
programs in the wellness center or chapel, at a volunteer job, beauty and barber services, or to visit a loved one in an alternate
care setting on campus. By safely reaching these destinations on campus they continue to live life fully and participate in the
community as volunteers, family members, and friends.

Nearby neighbors use the Lowman Home Barn Road and Reformation Road as a fast cut through to and from their homes. It is
not uncommon for motorists to drive at excessive speeds beyond the posted limits, despite signage and speed deterrent humps
in the road. It is often observed that drivers do not slow down when approaching the speed deterrents. Senior residents driving
cars and golf carts and walking report that they frequently having to move out of the way for fast approaching vehicles. It is also
noted that non-resident drivers ignore stop signs and roll through marked 4-way intersections.

The Heritage at Lowman senior residents and families continually report their fear and need for continued safety and mobility as
they drive cars and golf carts and walk along Lowman Home Barn Road and Reformation Road. Unfortunately, not everyone is able
to stay agile and mobile as they age. To help address the challenges of the need for independence with decreased mobility and
aging confronted by senior residents, the Heritage at Lowman community is looking at safety concerns to improve the Lowman
Home Barn Road and driving environment to better accommodate older car and golf cart drivers and pedestrians.

Upon approval by the South Carolina Department of Transportation (SCDOT) Commission for Lowman Home Barn Road and
Reformation Road to be owned and maintained by the Heritage at Lowman, the organization may eventually consider closing the
road to through traffic on its campus so that senior vehicle and golf cart drivers and pedestrians can more safely travel between
their homes, leisure activities, church services and health-care appointments without encountering busy road traffic.

Improved safety and accessibility to the Lowman Home Barn Road and Reformation Road will enable the Heritage at Lowman
seniors to live in their homes, to remain engaged in their community life as active and contributing members with a lesser risk
and fear of accidents and injury.
