REORGANIZATION OF THE LOCAL POVERTY REDUCTION ACTION TEAM


(LPRAT) FOR GRASSROOTS PARTICIPATORY – BUDGETING PROCESS
(GPBP) FOR 2016 OF SARANGANI, DAVAO DEL SUR.

WHEREAS, the DBM-DILG-DSWD-NAPC Joint Memorandum Circular


No. 3, series of 2012 dated December 20, 2012 provides guidelines for the
organization of the Local Poverty Reduction Action Team (LPRAT) for the
regional, provincial and municipal level Bottom Up Budgeting (BUB) FY 2013;

WHEREAS, same agencies forged another version of approach the Joint


Memorandum Circular No. 5, series of 2014, dated October 1, 2014 otherwise
known as the Policy Guidelines and Procedures in the Implementation of the
Grassroots Participatory Budgeting Process (formerly called Bottom-up
Budgeting) for the FY 2016 Budget Preparation;

WHEREAS, this Joint Memorandum Circular again modifies the


membership of the Local Poverty Reduction Action Team (LPRAT) in the local
government units giving emphasis and importance of the participation of the
various civil society organizations;

NOW, THEREFORE, I, VIRGINIA T. CAWA, Municipal Mayor of


Sarangani, Davao del Sur, by virtue of the power vested in me by law, do hereby
order:

Section 1. The Local Poverty Reduction Action Team (LPRAT) of


Sarangani, Davao del Sur is hereby reorganized in accordance with DBM-DILG-
DSWD-NAPC Joint Memorandum Circular No. 5, Series of 2014, to be
composed of the following members:

Section 2. The Functions of Local Poverty Reduction Action Team


(LPRAT) shall be the following:

a. Organize and facilitate the conduct of a workshop for the formulation of


the LPRAP and the identification of priority poverty reduction projects;
b. Prepare list of priority poverty reduction projects for FY 2016 based on
the LPRAP and using the simplified proposal form.

Section 3. Repealing Clause. Other orders and issuances inconsistent


herewith are deemed repealed or modified accordingly.

Section 4. Effectivity. This Order shall take effect immediately.

Done in the Municipality of Sarangani, Davao del Sur, Philippines this 2 nd


day of December 2014.

TRAINING CENTER” BUB 2013 PROJECT OF THE DSWD TO “SKILLS
TRAINING CENTER”.

WHEREAS, one of the priority projects under the BUB 2013


implementation is the Construction of Rehabilitation and Skills Training Center;

WHEREAS, under the DSWD KALAHI-CIDSS program, constructing of a


rehabilitation center shall be built-in with a management structure or set of
personnel to manage the affairs, operation and maintenance;

WHEREAS, since the LGU of Sarangani cannot provide the necessary


personnel needed for a rehabilitation center, the physical structure of the project
shall be redesigned to a mere training center so that the recipient community
could now start implementation of the project;

NOW, THEREFORE, RESOLVED as it is hereby resolved and upon
motion of Engr. Reynaldo D. Camillo and duly seconded by all present, the title
“Rehabilitation and Skills Training Center” of BUB 2013 project under the DSWD
shall be renamed to “Skills Training Center”.

RESOLVED FINALLY that copies of this Resolution be furnished to all


agency concerned for information and guidance.

MINUTES OF THE WORKSHOPS CONDUCTED FEBRUARY 5, 2013 AT THE


CONFERENCE ROOM, OFFICE OF THE MAYOR.

Datu Tiawin rendered a short prayer asking guidance for the group to come up
the required output of the purpose called for.

- Rationale of the BUB
- 2013 approved projects
- 2014 guidelines

Crafting proposal for 2014;

OIC-Municipal Agriculturist Oplas presented and discussed his project proposals,
to wit:

1. Opening and construction of farm to market road from barangay Lipol to


Tagen with an estimate of 3.0 kms with a corresponding of Php 5.5 million project
cost to cater the need of more or less 3,759 population in term of access to
transportation improving economic activities in the target areas. Opening of road
is a top priority program in support to economic study of the LGU which resulted
to the realization of establishing a commercial port in Mabila. Farm to market
roads specifically circumferential road of Balut Island are embodied in the
medium and long-term plans of the municipality.

2. Proposed Integrated Upland Agriculture and Forestry for upland barangays of


Balut Island for forest and water-shed rehabilitation significance and of course to
develop socio-economic situation of upland farmers. The proposal will include
capability building in organizing and sustainability, provision of post harvest
support, and livelihood opportunities alike. Mr. Oplas suggested for 2.0 million
project cost.

3. Proposed Fishery Productivity and Resource Conservation Program which


aims to preserve the productivity level of marine and terrestrial resources of the
11 coastal barangays of the municipality. Coastal resource are degrading and
fish catch is decreasing. To prevent further deterioration, there is a need for
establishing marine protected areas, mangrove rehabilitation and provision of
alternative livelihood for fisher folks. Project cost estimate is 2.0 million.

DepEd representative, Dr. Eric G. Tubat emotionally expressed sentiment that


their 2013 proposals for educational improvement were not included especially
the very need of having a Science and Laboratory building and facilities. Though
said proposal is not within the menu, said facilities are supposed the true and
priority need of the municipality in response to improve the quality of education.
Dr. Tubat’s proposals for 2014 BUB are as follows:

1. Still fight that a Science and Laboratory Building will be built in the
municipality with a project cost estimate of 2.0 million to improve access to basic
education targeting 3,906 pupils, science school coordinators and teachers and
school heads. Sarangani district schools have a very low science learning area
compared to other schools due to the absence of laboratory equipment and
apparatus.

2. Alternative Learning System (ALS) which provide access to literacy and


increase literacy rate of 15 years old and above especially out-of-school youth
population. Dr. Tubat requested project cost of 1.2 million for the proposal.
