POSITION SUMMARY

Responsible for conducting all inspections and non-destructive testing activities on process and
storage equipment in their area of responsibility. This role is responsible compliance and application of
codes, standards and procedures during all inspections.

EXPERIENCE REQUIREMENTS


5-10 year’s refinery inspection experience (Inspector 2)

MAJOR ACCOUNTABILITIES


Performs inspections on refinery process, non-process and storage equipment.

 Performs jurisdiction-required inspections and obtain operating permits as mandated.

 Analyzes inspection results to determine remaining life, inspection frequencies and identify
deficiencies.

 Recommends repairs, replacements, metallurgical and non-metallurgical improvements.

 Generates detailed reports, inspection plans and repair plans.

 Maintains detailed records of fabrications, inspections, alterations and repairs.

 Assigned areas of responsibility or specific pressure equipment to perform regulatory and/or


compliance inspections.

 Utilizes risk-based inspection approach to plan inspection work as part of normal maintenance
and turnaround

 Performs acting supervisory duties as required.

Primary Duties and Responsibilities (not limited to the following):

 Develop and manage On-Stream Ultrasonic Thickness and Profile Thickness Scopes.
 Perform inspections, non-destructive testing and assist in the fitness-for-service evaluations
on refinery equipment (such as, but not limited to tanks, heaters, pressure vessels, heat
exchangers, boilers, piping, etc.) to ensure mechanical integrity, safety and reliability.
 Ensure construction and repairs comply with codes, standards and industry practices.
 Analyze inspection findings, prepare reports, and work with engineering to generate repair,
upgrade, and modification recommendations based on inspection findings.
 Establish inspection intervals per applicable industry codes, standards and recommended
practices.
 Prepare inspection plan and intervals using electronic databases, and perform calculations of
remaining life and corrosion rates.
 Ensure compliance with refinery equipment laws and regulations and applicable industry
codes, standards and recommended practices.
 Train and develop junior level inspectors and data entry personnel.
 Oversee contractor quality control inspection reports to maintain proper formatting and
consistency.
 Assist in the development of outage and turnaround inspection plans and assist in the
execution of those plans.
 Work with Reliability Engineers to make recommendations for repairs when equipment defects
are found.

Secondary Duties and Responsibilities (not limited to the following):

 Generate turnaround work scope with collaboration from Engineering, Operations and
Maintenance, and coordinate services of contract inspectors..
 Maintain inspection databases, ensuring that documentation is current, accurate, complete,
and compliant.
 Maintain organized and current equipment filing systems.

PERSONNEL

 Coordinates inspection contractor services.


 Assists the efforts of the QA/QC inspector as applicable.
 Works with the Turnaround Planning Group in defining, detailing, and planning the execution
of inspection recommendations in a timely manner.

OTHER

 Assists in project reviews, repair procedures, equipment modifications, drawings and project
reviews to ensure they are prepared properly.
 Inspects equipment being manufactured at outside facilities, as required.
 Trains in the required areas of responsibility as identified by the Inspection Supervisor.
NSPECTION SUPERVISOR
JOB SUMMARY
Under the direction of the Location Manager, performs inspection work in petroleum and
petrochemical terminals and refineries on board barges and ships following API standards and
instructions given by Saybolt from time to time including, without limitation, the Saybolt Global
Inspection Manual. Performs routine office duties including updating information, generating reports
from field documents, coordinating activities between Inspectors and operations staff, interacting with
terminals, refineries and clients, and assisting with all inspection department work available in the
location of the office. Performs API voyage analysis techniques and cargo discrepancy investigations.
Under the direction of the Location Manager, trains and supervises lower level Inspectors in the
performance of these job duties and responsibilities. Must be well trained in job safety requirements
and supervises the safety training of other inspection staff.

DUTIES AND RESPONSIBILITIES

 Must demonstrate an understanding of the chapters of the API Manual of Petroleum Measurement
standards that apply to petroleum measurement, sampling, and inspection work. Verifies the accuracy
of measurement equipment according to API standards.
 Performs visual cleanliness inspections of tanks including entering confined spaces
 Works safely in the presence of hazardous materials as defined in the appropriate Material Safety
Data Sheets and in the presence of the normal hazardous conditions of inspection work sites.
 Supervises and perform field, documentation and safety training functions for new Inspector trainees
and current Inspectors as directed by the Manager.
 Supervises the inspection team on jobs requiring more than one Inspector.
 Performs and interprets voyage analysis based on API procedures.
 Performs audits of Inspectors, safety equipment, and safety and inspection procedures as directed by
the Manager.
 Assists the Manager with performance evaluations of all Inspectors at the location based on actual
observance of their field performance capabilities.
 Performs other inspection department duties as assigned by the Manager or Scheduler. Must be
willing to travel to other locations for brief periods to assist as necessary and as qualified.

LEADERSHIP SKILLS

Ability to guide less experienced personnel in the functions of inspection work at the location. Ability to
teach and demonstrate the importance of following correct safety, equipment calibration, inspection
field work and documentation, and ethical behavior to Inspectors and Senior Inspectors. Ability to
interface with job site personnel and less skilled Inspectors in a professional manner. Ability to control
emotions and focus on the job requirements.

Job Summary:

The refinery coordinator leads and supervises the shift team of 7 Inside General Operators (IGOs) to
deliver safe, responsible, and reliable operation of the refinery. The refinery coordinator is responsible
for understanding and executing the operating plan developed by the commercial team and is further
accountable for taking decisive action when events occur that require deviation from the operating
plan. He/she ensures appropriate plant-wide response to change and emergencies in coordination
with the shift team leader.

Key Responsibilities:

 Lead a team that works towards a common goal of safe, responsible, and reliable operations by
setting clear expectations and adhering to plans and policies. Responsible for health, safety, and
environmental performance and awareness of their team to achieve our goals of no accidents, no
harm to people and no harm to the environment.
 Team leader responsibilities for IGO's. This includes performance management, coaching and
development.
 Primary accountability for on-shift scheduling of IGOs, and other unit personnel issues for team.
 Responsible for creating and nurturing a culture of teamwork, learning, two way communication, and
integrity.
 Responsible to meet sitewide operating plan, work with IGO's to continuously optimise production
aligned with operating plan and explain deviations to the plan. Ensures that the operating plan and
associated targets are communicated to and understood by each IGO. Consult with production
coordinator, process engineer, and the commercial team for direction in case of major deviations.
Responsible for on shift product quality management. Formally authorises product routing to tankage
in unit startups.
 Drives the 24/7 team to deliver targets on energy usage, product quality and refinery optimization.
 Ensure the elements of operating excellence within the control room, such as operating limits,
operating procedure usage, operator rounds, and shift documentation and handover are fully
implemented. Responsible for inside operators full compliance with procedures, and ensuring
deviations are managed when they arise.
 Promotes maintenance of a clean, safe work site and ensures adequate housekeeping.
 Analyzing problems/troubleshooting & problem solving: Is able to systematically determine the root
cause(s) of problems through questioning and inspecting, and then identify the best course of action to
take.
 Provide back-fill for the shift team leader role as required.
Required Education & Experience:

 High School Diploma or equivalent required


 7 years experience in refinery operations or an engineering degree with operations experience in a
refinery setting required.
DUTIES AND RESPONSIBILITIES

Saybolt Safety Manual Revision 2, and company policies. Demonstrates an in-depth knowledge of the
Saybolt safety program for Inspectors including, without limitation, Saybolt Safety Manual Revision 2
as promulgated from time to time by Saybolt; must maintain an exemplary safety record; must be
conscientious about attending, participating and exercising a leadership role in safety meetings; takes
a leadership role in observing and training other Inspectors in good safety practices.
 Works safely in the presence of hazardous materials as defined in the appropriate Material Safety
Data Sheets and in the presence of the normal hazardous conditions of inspection work sites.
 Attends Saybolt Ethics training and maintains a record of conscientious adherence to Saybolt's ethics
policy and standards.
 Attends training and passes appropriate examinations in petroleum, chemical and gas inspection,
including Right-to-Know training, hazardous materials transportation, and other safety training required
by applicable regulations.
 Supervises and perform field, documentation and safety training functions for new Inspector trainees
and current Inspectors as directed by the Manager.
 Supervises the inspection team on jobs requiring more than one Inspector.
 Performs and interprets voyage analysis based on API procedures.
 Performs appropriate investigations of cargo discrepancies of vessels, terminals and inspector
procedures, equipment and data.
 Performs audits of Inspectors, safety equipment, and safety and inspection procedures as directed by
the Manager.
 Periodically audits the condition and calibration of all inspection equipment used in the location,
including entry of calibration results in the calibration records; trains Inspectors in correct equipment
calibration procedures and record keeping.
 Must be able to assume the role of Operations staff during vacations and/or temporary absences of
these personnel.
 Assists the Manager and Operations personnel with auditing of field documents when the workload
demands.
 Assists the Manager with performance evaluations of all Inspectors at the location based on actual
observance of their field performance capabilities.
 Performs other inspection department duties as assigned by the Manager or Scheduler. Must be
willing to travel to other locations for brief periods to assist as necessary and as qualified.

EDUCATION REQUIREMENTS

Degree in engineering or equivalent field required with minimum 2 years experience as Senior
Inspector (or an equivalent position).

LANGUAGE SKILLS

Must be able to read and understand all job and safety requirements in English. Ability to read,
analyze and interpret instructional and technical materials relating to procedures and safety; and
applicable government regulations. Must be able to write reports and correspondence clearly. Must be
able to effectively present information and respond to questions from clients, vessels, terminals,
managers, schedulers and other Inspectors.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common
fractions, and decimals. Ability to compute rate, ratio, percent, and quantities (linear, volumetric, or
weight) and to read and interpolate applicable data and tables.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only
limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral,
diagram or schedule formats. Demonstrates an understanding of the legal and customer relations
aspects of performing error-free inspection work. Ability to comprehend and use voyage analysis
techniques.

OTHER SKILLS AND ABILITIES

Familiarity with basic computer skills in word processing and spreadsheet programs is helpful but not
required; however Field Supervisors must possess the capability to learn these applications through
instruction provided by Saybolt.

TRANSPORTATION TO JOB SITES

Supervisors must have a vehicle in good, safe operating condition that can be used on the job for both
personal and sample transportation in all ambient weather conditions. Supervisors are required to
maintain the proper levels of automobile liability insurance on vehicles used for Saybolt assignments.
Supervisors must also maintain a valid driver's license. Local travel and occasional out-of-town
assignments are required.

JOB ASSIGNMENTS

Inspection Supervisors must be ready to accept job assignments at any time, including scheduled
days off. Attendance and active participation at monthly safety meetings is required.

 Pass the drug and alcohol test specified by Saybolt for safety-sensitive employees.

 Qualify annually, based on the results of an OSHA-designated blood test, for work in areas
containing certain levels of hydrocarbon vapors.
 Be able to safely perform inspection work while wearing required safety equipment,
regardless of ambient weather conditions.
 While performing the duties of this job, the employee is regularly required to stand for
extended periods; use hands to handle, or feel objects, tools, or controls; talk or hear; and to
smell. The employee frequently is required to walk, sit, and reach with hands and arms; and to
stoop, kneel, crouch, or crawl.
 Be able to climb storage tank ladders and stairs, typically 25 to 80 feet high, as required for
any job assignment, while carrying 30 lb. of samples and/or inspection-related gear or
equipment.
 Be able to climb vessel gangways, ladders, Jacob's ladders and stairs, as required for any
job assignment.
 Be able to work in the presence of odors typical of petroleum or petrochemicals without
allergic reactions or nausea, when such odors are within OSHA-designated TWAs.
 Be able to work in confined spaces (as defined by OSHA), wearing appropriate respiratory
and skin protection equipment.
 Pass a physical examination by a physician designated by Saybolt, both before employment
and at any time during employment upon request of Saybolt to confirm the Supervisor's
ability to perform the essential job functions of the position.

he Operations Supervisor is responsible for carrying on the day-to-day activities on an assigned asset
or group of assets, keeping it in good, safe operating condition and in compliance with government
regulations. This position requires pipeline knowledge, experience, and capability to deal with a variety
of pipeline related issues. This person must be a self-motivator and willing to take on a wide range of
Operations and Maintenance responsibilities. Must be able to accommodate business travel and
extended hours as needed.

Responsibilities:

 Effectively manages field operators and technicians.


 Ensures that all regulated maintenance for area is performed safely and on schedule.
 Ensures that volumetric measurements are performed per the Plains measurement manual and
reported correctly.
 Will ensure that operating area works within a defined budget and manages costs within set budgetary
guidelines and will also generate operating and project budgets for operating area.
 Models and promotes a culture of safety and environmental compliance at all times throughout the
Division.
 Demonstrates sound judgment in relationships with employees, contractors, landowners and
customers, and ensures that all work is done timely and in compliance with Plains Company and
Safety Policies and relevant regulatory guidelines.

Requirements:

 High school diploma or equivalent with 3-5 years of applicable experience in pipeline or terminal
operations.
 Good understanding of all aspects of operating a pipeline system, including but not limited to,
administrative, electrical, mechanical and measurement.
 Demonstrated leadership qualities, which include planning, coordinating and supervising others.
 Strong verbal and written communication skills and ability to speak, read and write English and be able
to lead and manage a work group effectively and in line with Plains Pipeline procedures.
 Intermediate computer skills including Microsoft Office Suite with strong emphasis in Excel.
 Must have and maintain valid driver's license to operate company vehicles.
 Ability to complete Haz-Mat training, safety programs, and meet minimum DOT qualifications and able
to obtain any other Operator Qualifications as deemed necessary by the District Manager.
 Ability to work outside with exposure to heat, cold and inclement weather.
 Job may require walking, stooping, bending, lifting and climbing.

Responsibilities

 Supervises the development, management, and completion of a wide range of engineering


and construction projects primarily involving pipeline and facilities; applies an advanced level
of project management knowledge to monitor and ensure projects are completed in a safe,

projects. Ensures that designs include current engineering and construction standards, and

Qualifications

 A Bachelor's degree in Engineering is required; major disciplines of Mechanical, Civil, or


similar are preferred.

Position Summary:
The Maintenance Supervisor will lead maintenance technicians in the completion of necessary
maintenance tasks, including reactive and preventative maintenance tasks. The supervisor will be a
hands-on leader, training and evaluating the performance of his staff, and looking for areas of
continuous improvement within the maintenance department. The rock star candidate will be highly

 1+ year of supervisory experience in Plant Maintenance and/or Production preferred
 MITS/SAP/ Excel skills and knowledge of lean sigma principles preferred
 Experience in PLC's, VFD's Foxboro, DCS and/or BMS is preferred
 Knowledge of lean sigma principles preferred
