1. PURPOSE:
This document details site specific organizational responsibilities, actions, reporting requirements
and the resources available to ensure an effective, consistent and timely management of
emergencies that may occur on the FTI operational Plants / Sites.
This includes:
Details of the procedures used to deal with emergencies affecting the Project / Plant
personnel.
Roles and responsibilities of FTI HSE Team and Project / Plant Supervisor(s) and Team
Members.
Details of the external resources available to the Project / Plant Team / Personnel in the
event of an emergency and how these resources will be coordinated.
2. RESPONSIBILITIES
Provide support to the project by maintaining / performing site visits to the entire
project at least on bi-monthly basis.
Regularly review and be familiar with all applicable directives of Projects / Plant owner
related to safety.
Develop a Site Safety Management Plan (SMP) for the project to ensure a safe work
environment for all company employees, contractors, visitors and community to ensure
compliance.
Ensure that all team members at Plant Site shall be trained for handling emergency
situations and / or fire in case of fire incidence.
Ensure that all incidents are reported immediately
Ensure injured workers are offered modified duties or transferred to FTI with alternate
worker arrangement.
Ensure that documentation has been completed.
Monitor and follow up workers having modified duties on Plant.
Ensure that all necessary safety boards are placed at Plant.
Ensure that all required Safety Personal Protective Equipment and Safety Equipment
shall be available at plant.
Communicate, supervisor and assist the field staff to ensure that all safety
expectations are understood and met.

OBJECTIVE
To ensure the best possible protection in health and safety matters of all
the employees of organization and those under its influence in the
neighbourhood and in community at large.
MEANS
To achieve this objective, we shall;
Provide and maintain safe and healthy working conditions, and
upkeep our installations, equipment, process and operations.
Enhance awareness, skill and competence of our employee and
contractors to effectively involve them in ensuring safety for
everyone.
Comply with all statutory and regulatory requirements.
Training provided by the HSE Head and HSE Engineer will cover following aspects/areas of safety.
1. Safety Training in which HSE Head & HSE Engineer (From FTI) emphasizes the usage of PPE’s at SITE
in a right way.
2. Safety Training regarding Chemical Handling at SITE.
3. Training regarding the Usage of Fire Extinguisher in case of Fire.
4. Training about working at height.
5. First Aid Training.
6. General Training comprising on work ethics at SITE.
5. EMERGENCY ESCAPE
In case of emergency, staff present at site will use emergency exit rout as shown in provided
Emergency Escape Route of specific project / plant site. The emergency exits shall be clear of all
obstructions at all times and shall be checked on a regular schedule. If an evacuation of the Plant
is required, all employees will report to the place of Safe Refuge / Assembly Point.
All employees those are not engaged in controlling the emergency will report to the Safe Refuge
Point / Assembly Point and wait for instructions. The supervisor(s) will take headcount to
account for all employees. Plants Layout diagrams of the project / plant site shall be posted to
show all emergency routes to evacuate the plant.
Supervisor or his designated replacement / alternative shall be identified to direct operations in
the event of an emergency. His duties include the following:
6. FIRE
Only trained employees are instructed to respond to incipient fires (fires that have just started).
At this stage you can sometimes extinguish these fires with the proper extinguishing agent and
Knowledge of how to use a fire extinguisher. Remember - ALWAYS GIVE THE ALARM FIRST.
6.1. ALARM
Smoke detectors / Fire alarm shall preferably be installed at each plant / project site at
appropriate distance. These detectors shall be periodically checked / inspected and maintained
in operational condition.
In case of fire occurrence if fire alarm is not available or fire incidence has occurred in any area
where alarm is not available, alarm shall be given orally by shouting Fire ….. Fire ….. Aag ……

If a fire emergency occurs, the first person that identifies the emergency will give the alarm and
respond as directed by their supervisor. In case of major fire, call on the provided Emergency
Telephone Numbers of project / Plant Site.
A List of emergency contact numbers shall be available with the Project Incharge / HSE Incharge
and shall be posted at all Plant / Project locations.
Generally no any Flammable materials are stored at SITE during process. The Plant area shall be
maintained in good house keeping condition in a manner to ensure that no potential fire hazard
shall be present.
Housekeeping in the Plant area is mandatory, and all employees shall be instructed to keep walk
ways and storage area clean. All flammable material shall be stored in the designated storage
area, any spill shall be cleaned as soon as possible to prevent a slip / fall or fire hazard.
9. TRAINING
Plant employees shall be trained for:
Project In charge / HSE In charge of site is / are responsible to assure that emergency situations
shall be handled as per the procedure given below accordingly.
1. Look first. Don’t touch. The person may still be in contact with the electrical source.
Touching the person may pass the current through you.
2. Call or have someone else call on Emergency Telephone Numbers of Project / Plant site.
3. Turn off the source of electricity if possible. If not, move the source away from you and
the affected person using a non-conducting object made of cardboard, plastic or wood.
4. Once the person is free of the source of electricity, check the person's breathing and
pulse. If either has stopped or seems dangerously slow or shallow, begin Cardiopulmonary
Resuscitation (CPR) immediately.
5. If the person is faint or pale or shows other signs of shock, lay the person down with the
head slightly lower than the trunk of his or her body and the legs elevated.
6. Don’t touch burns, break blisters, or remove burned clothing. Electrical shock may cause
burns inside the body, so be sure the person shall be taken to a medical facility / doctor.
Sound the fire alarm and call the fire department at the given number, if appropriate.
Identify a safe evacuation path before approaching the fire. Do not allow the fire, heat, or
smoke to come between you and your evacuation path.
Select the appropriate type of fire extinguisher.
Discharge the extinguisher within its effective range using the P.A.S.S. technique (Pull, Aim,
Squeeze, and Sweep).
Back away from an extinguished fire in case it flames up again.
Evacuate immediately if the extinguisher is empty and the fire is not out.
Evacuate immediately if the fire progresses beyond the incipient stage.
Most fire extinguishers operate using the following P.A.S.S. technique:
1. PULL... Pull the pin. This will also break the tamper seal.
2. AIM... Aim low, pointing the extinguisher
nozzle (or its horn or hose) at the base of the
fire.
3. SQUEEZE... Squeeze the handle to release
the extinguishing agent.
4. SWEEP... Sweep from side to side at the base
of the fire until it appears to be out. Watch the
area. If the fire re-ignites, repeat steps 2 - 4.
12. IMMEDIATE RESPONSE IN CASE OF SERIOUS INJURIES:
In case of serious injury immediate first aid will be provide to victim and in the meantime
call to the project / plant site emergency number for the their ambulance facility or call to
given ambulance contact number.
The ambulance will drop the victim to the nearest medical facility, where necessary medical
aid may be provided.
