1. What is PGS?

A - Performance Governance System

2. What is QSL and cite one objective of it?

A - Quality Service Lane- so that the public can readily access the services of
the PNP, The public is the most valuable client of the PNP thus providing quality
services is the primary objective.

3. What is the New Vision of the PNP?

A - "Imploring the aid of the Almighty, by 2030, we shall be a highly capable,


effective and credible police service, working in partnership with a responsive
community towards the attainment of a safer place to live, work and do business."

4. What does PICE stands for and give, at least one of its objectives?

A - Police Information and Continuing Education

a. Reinforce police effectiveness through constant reminders and


instructional processes;

OPERATION

1. What is the purpose of a dragnet operation?

A - A police operation purposely to seal off the probable exit points of fleeing
suspects from the crime scene to prevent their escape.

2. What is Patrolling, patrol or beat patrol?

A - The deployment of officers in a given community, area or locality to prevent


and deter criminal activity and to provide day-to-day services to the community, to
pass along a road, beat, etc., or around or through a specified area in order to
maintain order and security.

3. Give at least one (1) objective of Patrol?


A - To limit or eradicate criminal activity and maximize public order and safety
in a particular area protecting both people and property.

4. What is the other term for SOP LAMBAT-SIBAT?

A - SOP in Managing Police Operations.

5. What is LAMBAT-SIBAT?

A - OPLAN LAMBAT-SIBAT is a reinvigorated crime prevention effort using


“deliberate, programmatic, systematic and sustained” police operations such as
Checkpoint, OPLAN BAKAL-SITA, Mobile Patrol, Beat Patrol and OPLAN
BULABOG supported by scientific crime reporting from the Police Community
Precincts (PCPs), to the stations, to the districts up to the Regional Office and
solving them based on statistics.

6. What is the concept of Lambat?

A - Refers to police operations for the reduction of crimes.

7. What is the concept of Sibat?

A - Unified intelligence operations using intelligence resources from different


police units for the purpose of police operations or INTEL driven operations.

8. Give samples of Police operations under Lambat-Sibat?

A - Checkpoint, OPLAN BAKAL-SITA, Mobile Patrol, Beat Patrol, OPLAN


BULABOG, One Time Big Time Operation, OPLAN KATOK, and OPLAN GALUGAD.

9. What is the minimum number of personnel for a police checkpoint team and its
composition?

A - 8 man team
- TL, Spotter, Spokesperson, Investigating Sub Team, Search or arresting
sub team, security sub team and blocking or pursuing sub team.

10. What is the role of the PNP in Internal Security Operations?

A -The PNP is mandated to provide active support to the AFP in Internal


Security Operations for the suppression of the CTM or Communist Terrorist
Movement and other serious threats to national security.

11. Enumerate equipments used in checkpoint operations?

A - Marked Patrol vehicles, firearms with basic load, radio, flashlight,


megaphone, video camera and signage’s.

19. What is PROJECT: “DOUBLE BARREL”?

A - It is the PNP Anti-illegal Drugs Campaign Plan which is being conducted/


implemented in a two-pronged approach, namely;
- PROJECT TOKHANG and PROJECT HVT (High Value Target);
- The Lower Barrel is the PROJECT TOKHANG; while
- The Upper Barrel is the PROJECT HVT (High Value Target)

20. What is PROJECT TOKHANG?

A - It is the conduct of house to house visitation to persuade suspected illegal


drug personalities to stop their illegal drug activities.

21. What is PROJECT “HVT”?

A - It is a massive conduct of anti-illegal drug operations targeting illegal drug


personalities and drug syndicates.

22. What is OPLAN BAKAL/SITA?

A - It is the conduct of spot checks on persons at bar joints and/or areas


considered crime prone or hotspots in order to confiscate loose firearms and
deadly weapons and prevent them from being used in crimes.

23. What is the purpose of establishing checkpoint?

A - In order to enforce circulation control measure and the other laws, orders
and regulation; and when there is a need to arrest a criminal or fugitive from justice.

24. How do you approach the motorist, traders and commuters, during the conduct
of checkpoint?

A - With due courtesy;


- Extend apology for the inconvenience; and
- Appeal for understanding and state the reasons of the operation.

25. What are the goals of SOP LAMBAT-SIBAT?

INVEST

1. What are the three (3) fold aims of investigation?

A - To identify the guilty party; to locate the guilty party; and to provide
evidence of his (suspect) guilt.

2. What is a Police Blotter?


A - A record or log where all types of operational and undercover dispatches
shall be recorded containing the five "W"s (WHO, WHAT, WHERE, WHEN AND
WHY) and one "H" (HOW) of an information.
- Police Blotter is an 18” x 12” logbook with hard-bound cover that contains
the daily register of all crime incident reports, official summary of arrests, and other
significant events reported in a police station. As a general rule, all crime incidents
must be recorded in the official police blotter.

3. What are the 7 priority crimes included in SOP LAMBAT-SIBAT?

A - Murder/homicide, Robbery/Theft, car-napping/motor-napping and


physical injuries.

4. What is a search warrant and its validity?

A - Search Warrant is an order in writing issued in the name of the Republic


of the Philippines signed by a judge and directed to a peace officer commanding
him to search for personal property therein and bring it before the court.
- Valid for 10 days from its date and there after shall be void.

5. What is warrantless arrest and when could it be made?

A - When a crime has been committed, is actually being committed in the


presence of an arresting officer or is attempting to commit a crime, hot pursuit, or
the officer has personal knowledge of the offense committed and arrest of escaped
prisoner.

6. What are the exemptions for a warrantless search and seizure?

A - Search incidental to a lawful arrest, plain view doctrine, search of a moving


vehicle, consented warrantless search, customs search, stop and frisk

7. What is arrest?

A - Is the taking of a person in custody so he may bound to answer for the


commission of an offense.

8. What is WCPD stands for and what are their functions?

A - Women and Children Protection Desk


- They conduct timely thorough and comprehensive investigation of all
cases involving violence against women and their children committed within their
AOR.

9. What is Custodial Investigation?

A - Investigation conducted by a law enforcement officer after a person has


been arrested or deprived of his freedom. Also includes invitation to a person who is
investigated in connection with an offense.

10. What is a theft?


A - Theft is committed by any person who, with intent to gain but without
violence against or intimidation of neither persons nor force upon things, shall take
personal property of another without the latter’s consent.

11. Methods of Crime Scene Search (explain one)

A - Strip Search;
- Double Strip Search;
- Spiral Search;
- Zone Search; and
- Wheel Search Method.

12. What is Miranda Doctrine; enumerate the rights of a person during custodial
investigation?

A - A warning given by any law enforcer against a person under his custody or under
custodial investigation. A principle on the rights of a suspect from forced self-incrimination
during police interrogation as enshrined in the 1987 Philippine Constitutions Bill of Rights
(Article III, Sec. 12).

2. What is target hardening?

A - The strengthening of the security of a building or installation in order to


protect it in the event of attack or reduce the risk of theft.

3. What is SSI (Security Survey and Inspection)?


A - A report detailing the vulnerabilities (strengths and weaknesses) of a
certain establishment, as such is a police station and recommending corrective measures
for the enhancement of that establishment

4. What is SOI (SUMMARY OF INFORMATION)?

A - An intelligence report rendered regarding any illegal activity or violation of


laws being observed by intelligence operatives within a given area of responsibility. This
is the usual basis of case operations hence information received should be cared,
validated, counter-checked, analyzed and evaluated.

5. What is Intelligence?

A - The end product resulting from the processing of information, or the art of
obtaining, evaluating, and dispensing vital information for future action.

6. What is surveillance?

A - Ongoing close observation and collection of data or evidence, for a


specified purpose or confined to a narrow sector. In comparison, environmental scanning
is broad and includes all associated external factors.
