While Britain’s plodding progress
towards leaving the European Union has
dominated the domestic news agenda for
several years, a comparably seismic
disengagement from international
co-operation has crept up on us almost unnoticed.
The United States announced in October that it
intends to leave the Universal Postal Union a year
from now (see page 8).
This is an enormous blow for the UPU, which is
one of the oldest international organisations in the
world and enjoys a global reach. Currently, every
member of the United Nations is either directly a
member or indirectly affiliated through postal
arrangements with other nations. Losing the world’s
largest economy is almost unthinkable.
It is also a huge decision for the USA, which was
one of the founder members of the UPU in 1874.
Given President Donald Trump’s policy of ‘America
first’, however, it is not an altogether surprising one.
Trump’s administration has a point when it insists
that the existing postal treaties need reform. With
the development of internet commerce in recent
years, the US Postal Service is effectively subsidising
businesses not only in underdeveloped countries but
also in China, the world’s second-largest economy.
Bizarrely, the result is that a small parcel can be
shipped to New York from Beijing at a cheaper rate
than it can from Washington DC.
It is to be hoped that the bombshell announcement 38 Investigating the stamps and postal services of the Faroe Islands
by the White House will concentrate minds and allow
a solution to be found, reversing the decision and
preserving international postal cooperation.

A record price has been set for the sale of an ‘Inverted Jenny’, the
iconic 1918 24c airmail error of the United States.
A recently rediscovered example fetched US$1.59m (about
£1.24m), including 18% buyer’s premium, at Siegel’s auction in
November, beating the previous record of US$1.35m set in 2016.
The stamp is in superb condition, yet the price is remarkable for
the fact that 100 copies of the error, with its image of a Curtiss
Jenny biplane flying upside-down, are known to exist and have been
carefully recorded. This particular stamp is from position 49.

Phoenix’s latest auction of Australian stamps and postal history included this
exhibition piece of an error: an imperforate marginal block of four of the 2½d
scarlet from the 1946 set marking the centenary of Thomas Mitchell’s exploration
of Central Queensland.
Besides being imperforate, the block showed the inverted watermark variety and
boasted the full imprint ‘Printed by the authority of the Government of the
Commonwealth of Australia’ in the bottom margin. Only five such imprint blocks
are known.
The 2½d was the lowest value in a set of three, all of the same design.

Point of departure
The final definitive series of King George V introduced new printing technology but
had a brief time in use. For postal historians, what are the gems to watch out for?

A definitive stamps of
1934-1936 appear very
similar to the 1912-24 and 1924-26
turquoise-blue was
one of three
definitives in the King
issues. They used the same profile George V 1934-36
of King George V by the Australian series which were
artist Bertram Mackennal, retained issued after the death
the same five different frame of the monarch
designs by George Eve, and largely
came in the same values.
However, they marked a major
technological shift in the printing
of British stamps, from letterpress
(typography) to photogravure. It
was very much the dawn of a new
era, because gravure had never
previously been used for British
postage stamps, yet immediately
became the default process for
producing low-value definitives,
and remains so to this day.
The new process was very adept
at reproducing tones of colour, but
much less suitable for reproducing
sharp lines. This explains the
recognisable difference in the new
stamps: the solid colour introduced
behind the King’s head, instead of
the previous lined background.

Consistency of purpose
Postage rates did not change much
between 1934 and 1940. The odd
new service was added, such as an
Empire postcard rate of 1d in June
1935 and some other overseas rates
as airmail routes were opened up,
but that is about it. As a result, the
most common usage for each
stamp remained unaltered
during the period.
The ½d stamp paid the normal
printed paper rate, while the 1d
paid the inland postcard rate and
the 1½d paid the basic rate for an
inland letter.
The 2d stamp’s most common
usage was for fiscal purposes,
while the 2½d paid the basic rate
for foreign letters sent by surface
uprated postal
stationery, 1937
Uprated postal stationery can be hard to find, but this registered
envelope of January 1, 1937, addressed from Chelsea in London to
Malmö in Sweden, is a nice example.
It is correctly rated at 5½d, comprising 2½d for an overseas letter in
the lowest weight bracket and 3d for registration. Accordingly, the
circular 4½d imprinted stamp is joined by a 1d adhesive.
Airmail to
Australia, 1937
Multiples of low-value stamps can
sometimes be found paying higher postage
rates, and make an attractive addition to a
postal history display.
On this cover from the Greek Vice
Consulate in Bradford to Melbourne in
Australia, datestamped on December 9, 1937,
the correct airmail rate of 1s 3d is paid by
means of a block of five 3d stamps.
Extremely late
usage, 1947
Late usages of the lower values in the King
George V series are not uncommon, probably as a
consequence of stocks of stamps lying unused in
private hands while many people were away from
home during World War II, and then finally being
used up in peacetime.
Here, a strip of five of the ½d is postmarked more
than 10 years after the death of the King.
It is used to pay what was, by then, the inland
letter rate of 2½d, on a cover posted from Southport
to Cambridge on March 24, 1947.

had led to some of the most violent
protests in British political history.
