INTRODUCTION
The European directive 2000/53/CE, related to the treatment of the vehicles at the end of their life :
• defines the homologation of the vehicles on their aptitude for recovery and recycling,
• prohibits since the 1er July 2003, the presence of lead, cadmium, mercury and chromium VI in the vehicles
apart from the applications which are in exemption, whose validity can be limited in time, and whose list is
revised periodically,
• requires the use in an increasing rate of recycled materials.

• Requirement 1 “Type approval of the vehicles on their Recyclability and recoverability” :


The objective is to reach a rate of recoverability and recyclability of the vehicles respectively of 95 % and 85 % in
mass. The calculation of these rates is based on an exhaustive mass and material assessment of the vehicles.
The directive 2005/64/CE (Directive RRR Recoverability, Recyclability, Reusability) specifies the methods of this
type approval, in particular its perimeter and the entry into force :
• the type approval of the vehicles M1 (VP), N1 (VUL), as well as the bases of N1 vehicles being used for
construction of vehicles multi-stages,
• coming into effect starting from December 15th, 2008 for every new type of vehicle put on the market, and
extension to all the types of vehicles still in production at July 15th, 2010.
To prepare this type approval, the collection of the mass/material balance of each part of the vehicles concerned
must be obtained in a structured way and in an information system to be able to make the complete mass and
material composition of the complete vehicles. It is imperatively asked to declare the use or not, of organic recycled
material or renewable material and the respective rate for each material declared.
Furthermore, the setting up of the process by the automotive maker to ensure its conformity is subjected to an audit.

• In addition, since the 10th of October 2008 (date of publication of the 1st “Candidate list” of REACH), the
manufacturers/importers of substances/preparations or articles have the obligation to transmit to their customers
information on the presence of substances resulting from the “Candidate list” if the percentage of the substance
is higher than 0,1% W/W.

• To anticipate furthers regulations being able to have an impact on the automobile field and to meet the
consumerist requirements (context of the Quality of the interior Air Cabin), we ask for the declaration of the
presence of a list of substances (cf “Substances List of PSA”).

 At the size of the whole of these requirements, implying an important management of information, PSA
PEUGEOT CITROËN put in output in April 2004, MACSI, the Information system on the Material Composition of the
vehicle systems, in order to collect on each part constituting the vehicle system, information
masses/material/substance.
Moreover, since the 4/12/2010 from a point of view of exhaustiveness and traceability of information, the creation of
cards :
• was automated starting from the references officialization articles at the stage OCM in SAP (DiL Process),
• and from now on the whole of the parts as well as the bought materials constituting concerns the
vehicle system.
This required information is part of the clause of management of the supplier relationship by referring to the present
standard and the PSA standard B20 0250.

1.OBJECT AND FIELD OF APPLICATION


The object of this norm is to specify the process defined to provide information on the data needed by PSA Peugeot
Citroën :
• to comply with the European directive 2000/53/CE relating to the End-of-Life Vehicles (ELV),
• to comply with the requirement of the declaration of the substances of the “Candidate list” relating to the
regulation on chemicals named REACH (1907/2006/CE),
• to answer PSA technical specification relating to environmental or consumerist voluntary PSA targets.
This standard applies to any creation or engineering change of part of initial fill parts, intended for vehicles
put on the market. For part/material « second hand » the use of MACSI is not obligatory.

3.TERMINOLOGY
A dictionary (glossary) of the main terms and their definitions used within the activities of the Department "Amont
Technico-Industriel" can be consulted in-house via the glossary Nectar (http://nectar.inetpsa.com). This glossary is
constantly up-dated.

3.1.DEFINITIONS
For the requirements of this norm, the following terms are defined :

Terms Definitions
Recycled contents Proportion in material mass recycled in a product. Only the materials “pre consumption” and
(1) & (2) “post consumption” must be regarded as recycled contents, in accordance with the
definitions below of recycled pre-consumption and recycled materials post consumption.
• Recycled material pre consumption (= post industrial) : Material diverted of the flow of
waste during the production cycle.

• Recyclated material post consumption : Material generated by the households or the


commercial, industrial or institutional installations in their role of end-user of the
product, and which cannot be used any more for the use for which it was designed.

This understands the material returns of the chain of delivery. Material generated by
the parts at the end of the lifetime which cannot be used any more for the use for
which they were designed.
Renewable Content Proportion natural material and biomass in a product :

Examples: Leather, Natural rubber, Wood,…
• Contents Biomaterial : Proportion of biomass in a product: The biomaterials are
polymers all or partially organic-sources; they come from resources known as
“renewable” and undergo a chemical operation of synthesis.
Examples : Polyamide 11 (castor oil), Biopolyols (vegetable oils : soya, castor bean,
colza…), PLA : acid PolyLactique (corn starch).

Recyclability (3) Means the potential for recycling of component parts or materials diverted from an end-of
life vehicle.
Recycling (3) Means the reprocessing in a production process of the waste materials for the original

Recoverability (3) Means the potential for recovery of component parts or materials diverted from an end-of-
life vehicle.
Recovery (3) The reprocessing in a production process of the waste materials for the original purpose or
for other purposes including energy recovery.

4.PROCESSUS & INFORMATIONS


From now, MACSI covers all the parts/materials constitutive of the vehicle (cf diagram below).
Four cases are defined :
• Purchased parts = parts manufactured or assembled by external suppliers (bumpers, seats, wires, …) ;
• Purchased Material = materials manufactured by external suppliers using to manufacture internal parts or
directly used on vehicles/parts during the manufacturing ( steel sheet, paint, …) ;
• Internal Parts = parts designed and manufactured in-house of PSA PEUGEOT CITROEN, with purchased
materials ;
• Internal Supplier Parts = parts manufactured and/or assembled in Vesoul plant with purchased components
or resulting from PSA foundries.

4.2.RULE OF FUNCTIONINGS

Rule of functioning n° 1 : Supplier responsibility


The supplier makes a commitment on the data delivered to PSA. He is responsible for the update of the data
(regulatory evolution, part evolution …) and makes a commitment to join a copy of the MACSI datasheet up to date
in the Initial sample datasheet, if necessary.
If a modification is needed, and from a point of view of traceability, the supplier gets in touch with the Correspondent
MACSI PSA of the part, via the function « evolution management/ Inform CD ». The CD will use the function
« update MACSI datasheet » to allow the update needed.
The Tier 1 supplier is responsible for the collection of necessary information to its suppliers tear 2. If
difficulties appear, please contact PSA.
A vehicle project or an organ project is responsible for obtaining the information for all the parts of the project (with
the evolutions) within MACSI.
The correspondent MACSI PSA is responsible for obtaining the information for all the parts of his perimeter, within
MACSI, within the delay defined (cf. rule n°5).

Rule of functioning n° 2 : Parts/materials concerne d by MACSI


Every reference of parts or materials present on the vehicle when it is sold is concerned :
• Purchased part = manufactured parts or assembled by external suppliers (bumpers, seats, electrical wires,
…)
• Purchased material = materials manufactured by external suppliers using to the manufacturing of internal
PSA parts or used directly on the vehicle/part during its manufacturing (Steel sheet, paint, …)
• Internal part = Parts designed and manufactured in PSA with purchased materials (door, casing, …)
• Internal Supplier part = parts manufactured and/or assembled at Vesoul Plant with purchased components or
manufactured in PSA foundries.

Rule of functioning n° 3 : Determination of the ref erences to be informed


The determination of the references to be informed is under the responsibility of the correspondent MACSI PSA
(technical responsible, designer) of the part.
• Case of the components and assembled parts :
The reference used must be this of the part delivered by the tear 1 supplier, generally the assembled part.
• Specific case :
The references of components can be used for assembled part when the assembled part is described with
its components in the BOM, and with the objective of :
• Reduction of the amount of MACSI datasheets : there are theses components references than assembled
parts references,
• Managements changes : only one update of a component MACSI datasheet when there is only one
change on one component, instead of update of all the MACSI datasheets of all the assembled parts
containing the component.
• One or several components are under the responsibility of tier 2 suppliers managed by PSA. The PSA
requirement of the information is directly sent to the tier 2 supplier then the information process is faster.

• Case of the references « functional » and « supplier » :


The reference that must be used in MACSI is those used for the ordered part and known by the supplier. It
is generally the « functional » reference.
Note : The tool MACSI recognizes only the « study » references, the « manufacturing » references (NFC)
are excluded.
• Calculators case :
The software modifications are frequent and lead some references changes. It is advised to create in the BOM
the reference for the physical part only (hardware). Part to be linked as a component in each case reference +
software, then regarded as a set partially decomposed.
• The following cases do not need to have a MACSI information, the MACSI datasheets should not be
created :
• Software reference, calibration, no hard geometric and others numeric values …
• Administrative references,
• Design context out of PSA/ DPCA part
• Purchased materials not used on vehicles or parts (ex for the materials that do not enter in the
composition of the vehicle or part  solvent, temporary protection …)
• Elements delivered in rollers/booklet with MACSI datasheet for the unit part.

Rule of functioning n° 4 Multi sourcing


In the case of a functional reference with several suppliers, it is necessary to obtain one MACSI datasheet per
supplier.
When the MACSI datasheet is initialized, it is asked if you want to initialize another MACSI datasheet for this
reference for another supplier ? :
In this case, there will be a creation of a new MACSI datasheet (new N° of MACSI datasheet) linked to the same
part reference (functional reference).
If the suppliers are not defined at the time of the first initialization of the MACSI datasheet, it will be necessary to
create manually (cf Rule N°9) the MACSI datasheets for the new suppliers.

Rule of functioning n° 5 : Time for the part inform ation


• Part creation (new reference or index change) in the case of new vehicle project or organ :
Since April 2010, for the parts (purchased or internal) whose development is linked to the vehicle project
planning or organ, the MACSI datasheet must be validated before expiry date defined in the MACSI datasheet. It
corresponds to information available 2 months before the JEL (first concerned vehicle A9).
• Part in life series in the case of new vehicle project or organ :
For the new parts (new reference index update), linked to a project life series, the MACSI datasheet must be
validated at the latest 120 days after the officialization date (as defined on the expiry date).
• Materials :
For the materials, the MACSI datasheet must be validated at the latest 120 days after the officialization date.

Rule of functioning n° 6 : Creation/Update of MACSI datasheets when a part evolutes


We have to distinguish two cases :
1. The update of a MACSI Datasheet, following for instance a regulatory evolution (candidate list REACH)
causing a new substance declaration, or heavy metals exemption, without evolution of the reference or the
index,  this causes an update of the version of the MACSI datasheet :
• This version update is obligatorily started by the Designer (function update datasheet for the
datasheets created after the 12/04/10, function create/datasheet for the previous datasheets). A
supplier can not update directly the data of a validated MACSI datasheet.
• However, the supplier can make an update demand via the function Inform CD in the menu
Evolutions Management.
2. Index Update : At the time of the officialization of an update by OCM of a part without reference
change, with an index update : a new MACSI datasheet is created and must be obligatorily
informed by the supplier.
Notice :
• Even if the index update does not imply a mass/material/substance modification, it is impossible for
PSA to validate the information of the MACSI datasheet without an commitment of the supplier
(responsibility commitment).
• For all the MACSI datasheets created from the 12/04/2010, each index update (N+1) entails the
creation of a MACSI datasheet in the status « in progress » (cf. rule index change explained bellow)
with automatic recovery of the information contained in the MACSI datasheet at the index n. This
MACSI datasheet takes the status « expired index » (cf. figure 2. § 4.1.) and is archived.
The supplier can then update the information needed and engage the MACSI datasheet.
Status MACSI datasheet & part index change :
• If the MACSI datasheet at the index N, is in the status DEMAND, the new MACSI datasheet at
the index N+1 will be at the status DEMAND ;
• If the MACSI datasheet at the index N, is in the status NOT RETAINED, the new MACSI
datasheet at the index N+1 will be at the status NOT RETAINED ;
• If the MACSI datasheet at the index N, is in the status INITIALIZED or IN PROGRESS, the new
MACSI datasheet at the index N+1 will be respectively at the status INITIALIZED or IN
PROGRESS ;
• If the MACSI datasheet at the index N, is in the status SUBMITTED or VALIDATED, the new
MACSI datasheet at the index N+1 will be at the status IN PROGRESS (The MACSI datasheet
recovers automatically the information of the MACSI datasheet of the index N).

Rule of functioning n° 7 : Initial Samples (EI)


• In case of presentation of EI, a copy of the MACSI datasheet validated and up to date for the part, must be
joined in the EI file by the supplier.
• The supplier makes the commitment that the MACSI datasheet is up to date towards modification rules defined
previously.
• The PSA Acceptation Technician checks the presence of the MACSI datasheet in the EI file.

Rule of functioning n° 8 : Information for « identi cal » parts

For identical parts (symmetric parts, seats with the same composition (same level of equipment) differing only by
the motive of the textile : each reference must have a MACSI datasheet Indeed, for reasons of traceability and
perpetuity of the information it is no more possible to connect several references under the same MACSI datasheet.
It is however possible, for the correspondent MACSI PSA, to initialize its MACI datasheets by batch (cf. appendix
14: Formalism of manual creation by batch and for the supplier to make copy / stick the content of MACSI
datasheet.

Rule of functioning n° 9 : Case of manual creation of datasheets


The creation of MACSI datasheets manually (menu « create » / « datasheet » or « batch datasheet » (cf. appendix
13)) is made in the following cases :
• Suppliers not defined at the time of the first initialization of the MACSI datasheet  manual creation of the
MACSI datasheet by the supplier ;
• Evolution of a MACSI datasheet created before the 12/04/2010 : (The function « update datasheet » applying
only for datasheets created from the12/04/2010).

Rule of functioning n° 10 : Checking of the content of a MACSI datasheet


In the case of MACSI datasheet Part/material
When the datasheet is submitted by the supplier (status submitted) the correspondent MACSI must validate the
MACSI datasheet.
The validation consists in checking the coherence of the content of the datasheet, the supplier guaranteeing the
detailed content.
The items to be checked :
• The coherence of the mass unit  example : declaration of a screw with 50kg (!)
• The coherence of the material declaration  example : lack of declaration of leather for seats « full leather »,
or presence of plastic in a part 100% metallic, etc…
• The heavy metals declaration  example : declaration of lead in an alloy of copper while no copper alloy is
declared in the field « material».

4.3.DESCRIPTION OF THE CONTENT OF THE DATASHEETS


4.3.1.INTERNAL PARTS

These parts are made in house by PSA Peugeot CITROËN, either at the level of terminal factories, as parts of the
structure stamped and assembled in the iron work, or at the factories of mechanics (crankcases cylinders,
breeches, brace, doors, etc.).

If the material is informed via REFMAT in the field material of the retro-noting of the plan, keeping the identification
number in 00000000XX given by REFMAT, then the material is automatically retranscribed in MACSI.

The total weight declared is the weight from GRIM, retranscribed in SAP (field « net weight »).

If the correspondent MACSI wants to modify the material informed automatically, he can use the material catalog of
MACSI (with REFMAT materials) to up date the information according to the specifications of the chapter 4.4 (with
appendix 1),
In MACSI, a datasheet contains six independent parts, containing the following data :

1. Administrative data of the datasheet :

• Type of datasheet : internal part datasheet ;


• Upper banner :

4.3.2.INTERNAL PURCHASED PART

These parts are made and/or assembled in Vesoul plant from purchased components or from PSA foundries
(Chartheville, Sept Fons).
Note : For the parts from the Mulhouse plant, there is no need of MACSI datasheet. The materials used for these
parts will be informed in MACSI via materials MACSI datasheets.

In MACSI, a datasheet has five independent parts with the following data :

1. Administrative data of the datasheet :

• Type of datasheet : internal part datasheet ;


• Upper banner :
• N° datasheet ;
• N° version (if > 0 then it is an up date) ;

For the purchased parts, made or assemble by external suppliers, the information on mass/material balance, heavy
metals, marking plastic and elastomer parts and substances are given by the suppliers in MACSI, accessible via the
B2B internet portal of PSA PEUGEOT CITROËN (http://b2b.psa-peugeot-citroen.com).
Only tier one suppliers must inform MACSI on the reference of the part or sub-part delivered in PSA factory.
This information is a part of the MRF (Management of the Supplier Relation).
In MACSI, a datasheet has five independent parts with the following data :

1. Administrative data of the MACSI datasheet :

4.4.RULES ON THE DATA

Rules on the data n° 1 : information on total mass


• For purchased parts, the total weight declared must be a weighed mass.
• For internal parts, the total weight declared is this form GRIM, informed in SAP (field SAP « net weight »).
• For internal purchased parts, for the total weight declared it is recommended to use a weighed mass, if
possible.

Rules on the data n° 2 : Tolerances on the values o f the masses


• Tolerances on the value of the weighed total mass of the part are :

Rules on the data n° 3 : Minimal level of material decomposition


• A tolerance is accepted between the total mass declared and the sum of the masses of the materials delcared.
Here bellow in the table the tolerances :

• The coatings of the metals are now declared alone via the sub family « metallic coating » in the metals
family.
Example : Part in steel sheet electrozingue * de 24,5 grammes.

Rules on the data n° 5 : Declaration of substances related to the «PSA substances List»
• It is remained that only the substances in the composition of the vehicle have to be declared. The substances
present on the product delivered to PSA that disappear during the process (ex : Cooking rubber base paint …)
do not have to be declared.
• The «PSA substances List» (cf. standard B20 0250) is constituted with substances from the «Candidate List»
from the regulation REACH, of substances with a regulatory risk and substances from consumerist requirement.
We ask you to declare :
• the presence of these substances in the Materials of your parts if the mass % of the substance in the
Material is ≥ 0,1 %,
• the value of the mass % of the substance in the Material.

Rules on the data n° 6 : Declaration of electronic components


The electronic components have to be declared alone via the family « electronics» present in the Materials
catalog (cf. appendix 11). In complement, only the number of batteries has to be declared.

Rules on the data n° 7 : Declaration of recycled Ma terials


The declaration of recycled Materials is now required, and is imperative, on the metals, the polymers (excepted the
bitumen, glue, adhesive, wax, paint and, paint and surface treatment) the textiles, M.N.O.M (excepted the leather)
and the mineral materials (excepted ceramics). It is an attribute of the Material. The information wanted
corresponds to the presence of recycled materials :
• Contains recycled materials ? Yes / No ;
• % of recycled materials.
Note : For the definitions of the recycled materials refer to the standard A12 5200.

Rules on the data n° 8 : Declaration of the content of renewable Materials


The declaration renewable Materials is only required for (excepted the bitumen, glue, adhesive, wax, paint and,
paint and surface treatment) and the textiles and is imperative, it is an attribute of the Material related to the
polymer matrix (do not confuse with the fillers as natural fibers, hemp, linen, sisal,…). The information corresponds
to the presence of renewable material :
