PD 1006

- January 01, 1977- Presidential Decree 1006 “Decree Professionalizing


Teaching” was proclaimed
- Teachers are those who have passed the examination given by the CSC or
Department of Education Commission
- Despite the professionalization of teaching EDCOM found out that:
- Teachers are poorly trained
- Low quality of students enrolled in teacher training; and
- Teaching is perceived as a poorly esteemed profession
- For those who wants to teach who are not a graduate of Education 18 units of
Prof. Ed is needed

R.A 7836

- 1994 – Philippine Teachers Professionalization Act


- For those who wants to teach who are not a graduate of Education 10 units of
Prof. Ed is needed

R.A 9293

- An act amending certain sections of R.A 7836


- Must be a graduate of a school, college or university
- Those who have not practiced their profession for the past 5 years shall take at
least 12 units of education course (6 units of pedagogy and 6 units for content
courses or the equivalent training and number of hours
- DECS was amended and was changed to DEPED

Power and duties of Board for Professional Teachers/ National Board for
Teachers

a) Appoint a set of examiners for every examination


b) Determine and fix the places and dates of examination
c) Administer and enforces rules and regulations necessary for carrying out the
provisions of this act in accordance with the charter of the PRC
d) Issue, suspend or revoke the certificate of registration for the practice of proper

Registration and Exception

- Holder of certificate of eligibility as a teacher issued by the CSC and DECS


- Registered professional teacher the National Board for Teachers under DECS
pursuant of PD 1006
- Special Permits are given to those who practice their own profession or vocation
but not a graduate Education. (example: Manny can teach boxing and only
boxing)

Definition of Terms

Teaching – refers to the profession concerned primarily with classroom instruction.

Teachers – refers to all persons engaged in teaching.

Board – refers to the Board of Professional Teachers duty.

Para Teachers – those who failed the LET and with a rating of not lower than 5
percentage points from the passing general average shall be eligible to teach

Commission – refers to PRC

LET – Licensure Examination for Teachers
