VISION

A premier polytechnic university in an era that transforms holistic academic learning,

knowledge generation and service to humanity for national growth and development.

MISSION

Camarines Sur Polytechnic Colleges (soon to be Polytechnic State University of Bicol)

shall provide higher education and quality support services upheld by strong research

culture, meaningful extension and cost-effective production towards sustainable

development in partnership with the Rinconada community as well as local, national and

international stakeholders.

DEVELOPMENT GOALS

Knowledge Generation. As an institution of higher learning, CSPC (soon, PSUB) shall

prioritize knowledge generation. To address abundant knowledge generation, it shall

adopt four strategic priorities:

1. Enhance academic staff qualification. To enhance quality teaching and

achieve international quality standing and recognition, CSPC must raise


the level of its academic staff profile. Qualification of faculty members and

research staff are the key performance indicators of this strategic initiative.

This needs:

- Intensified recruitment of highly qualified PhD faculty

- Strengthening of professional, foreign and local PhD/MS fellowship

program

- Strengthening of policies and programs to increase the number of

PhDs in the faculty

2. Strengthen academic programs. Strengthened academic programs

shall allow the College to further build its expertise in various disciplines.

Programs and projects toward this end include:

- Curricular review and alignment with K+12, revised general

education, learning outcomes-based paradigm and the Philippine

Qualification Framework;

- Institutionalization of CSPC’s Internal Quality Assurance System

(internal system of assuring academic excellence)

- Comprehensive review of graduate programs and enrichment of

graduate program offerings

3. Institute innovative programs. The objective of this strategy is to

advance the development and implementation of relevant and in demand

courses and teaching approaches. The measure of success would be

how innovative these programs are in terms of teaching, learning, and

assessment, and the collaboration involved. It entails:


- Development of cutting edge programs to respond to current

national concerns such as food security, climate change, disaster

preparedness and health care

- Promotion of interdisciplinary/transdisciplinary programs that foster

collaboration among faculty from different colleges and diverse

fields

4. Enhance research, publication and creative work. To achieve its

dream of becoming a university, CSPC shall become a hub of innovation

and creative work. Key performance indicators are research quality,

productivity, influence, income, as well as creative work quality and

productivity. Its programs shall include:

- Strengthening and expansion of the Emerging Interdisciplinary

Research program

- Establishment of funds for seeding new ideas

- Enhancement of the Creative Work and Research Grant

- Enhancement of the College research dissemination program

- Intensification of intellectual property and commercialization

Public Service. It is incumbent upon State Universities and Colleges to provide public

service, and CSPC (soon, PSUB) is no exception. Public service therefore forms part of

its identity and function in the country. To address this vision, the following strategic

goals shall be adopted:


5. Enduring Commitment to equity and social justice. Merit and fitness

determines admission. Hence, it should provide greater access to

qualified students by striking a balance between excellence and equity in

the admission of students. It therefore considers the following programs:

- Comprehensive review of the College Admission Policy

- Capacity building programs to address needs and concerns of a

more diverse student population

6. A shared future with our communities through research-based

extension programs. The College shall pursue programs what will

ensure the development of partner communities. This shall be achieved

through:

- Strengthened research-based and demand driven extension

programs

- Establishment of Sustainable community linkages and partnerships

- Regular stakeholders’ fora with partners

- Development of procedures and other mechanisms for chanelling

public services to stakeholders

7. Strengthen employee development programs. The objective of this

initiative is to upgrade the technical, managerial, and leadership skills of

academic and non-academic personnel of the College. It shall entail the

following activities:
- Institution of targeted career development courses and mentoring

programs on academic and administrative leadership and

management competency

- Establishment of College-based professional development centers

- Coordination with national and institutional agencies for

partnerships focused on skills enhancement for faculty and staff

administrators.

8. Passion for Excellence and Discovery through invigorated support to

students. The College shall provide opportunities where students can

discover their best potential as an integral component of the community

for nation building. It shall improve student services for effective delivery

of quality education through:

- Fully implement the Student Development Program based on CMO

No 9, s. 2013 designed for the enhancement and deepening of

leadership skills and social responsibility, which include Student

Organizations and Activities, Professional organization and

societies, special interests, Leadership Training Programs, and

others

- Invigorate support to Cultural and Arts Program and establish the

College as Rinconada Hub for Cultural Program

- Strengthen holistic development of students through intra and

extracurricular activities
Institutional Resilience and International Recognition

9. International Recognition and Global Impact. To be truly competitive,

the College shall undertake the following programs:

- Identification of opportunities for institutional-level international

collaborative projects to address issues of global importance

- Intensification of international research collaboration programs

- Strengthening student and faculty exchange programs

- Establishment of International Affairs Office, policies and programs

10. Financial and Institutional Resilience and Building a Sustainable

Future through Optimize Use of Resources. Toward this end, the

following are essential:

- Secure adequate budgetary and policy support through integrated

planning

- Mobilize alumni support through intensification of campaigns for

donations from alumni in monetary and other forms

- Explore new models of resource generation. As SUCs pushes for

adequate government funding, it must also find ways to supplement

government appropriations so that it can carry out its duties

mandated by law. The College shall accelerate income generating

projects based from research outputs and colleges’ niche.

- Streamline system and processes. The optimized use of resources

also means prompt, accurate, and efficient delivery of services to its


constituents and other stakeholders. Streamlining of processes

require: rationalization, harmonization and strengthening of support

offices and organizational structure; rationalization of capital

spending of new buildings in accord with the Palafox Development

Plan dreamt by our previous President to meet

academic/research and academic support needs; investment in ICT

for faster delivery of service and improvement of utilities and waste

management by optimizing the conservation of resources and

implementation of sustainable systems.
