➢ University Education Committee in 1948 .(Chairman Dr.S.Radhakrishanan).
➢ UGC was formally inaugurated by late Abul Kalam Azad, the then
Minister ofEducation, Natural Resources and Scientific Research on 28
December 1953.
➢ UGC was formally established in November 1956, by an Act of Parliament in
1956.

Hyderabad,Pune, Bhopal, Ghaziabad, Calcutta, Guwahati and Bangalore.

Objectives :

● To co-ordinate,determine and maintain the standards of


higher education.
● To asses the financial needs of the universities and
formulate and implement proper plans and program.
● To help the universities in human resource development.
● To organise and motivate the universities to act as agents of
change by creating new frontiers of knowledge.
● To foster national, regional & international linkages and
collaboration in the field of teaching and learning.
Functions:
● To enquire into financial needs of universities.
● Allocate and disburse grants to universities and colleges for their
developments and maintenance.
● Advising the central and state government on the measures for the
improvement of university education.
● Promote and co-ordinate university education.
● Determine and maintains standards of teaching, examination and
research in universities.
● Make rules and regulation for the appointment and service of
teachers and other staff in the universities and colleges.

Librarian, Teachers and other staffs of Universities and colleges.
● Institute Fellowship and Scholarships to the students.
Function and role of ugc in
development of libraries.
● UGC and library committee(1957)- Uder the chairmanship of Dr. S. R.
Ranganathan it was setup for the development of the higher education in
the country, whose work was to gives suggesation regarding the
development of library.
● UGC and academic libraries- UGC had started to allot more and more
funds for the development of academic libraries in the five year plans of the
country.
● UGC and library science training – UGC treated that the only well
educated and trained library staff may serve the readers in better ways. So it
constituted some committees in this regard, these committees suggested
the rules for admission, qualifications, syllabuses,subjects etc. for B.Lib.Sc
and M.Lib.Sc..
● Reprographic service – In the VI five year plan of the country,
UGC brought the provision of providing reprographic service to
save the time of research scientist engaged in their research in
acadmic libraries.
● UGC and Computers – UGC provided at least one computer and
created one post of Information Scientist for handling it, in each
University library of the country.
● UGC and scales of library staff – UGC determined the pay
scales of trained library personals according to their posts and
cadre like teachers of the colleges and universities.

● Financial Assistance to University and College Libraries

Financial assistance is given to universities and colleges including Central


Universities, State Universities, Deemed Universities, Government and
affiliated colleges, which receive grants for building up libraries so as to meet
the demands of the students, teachers and research scholars.

For other infrastructural facilities like library buildings, furniture and


equipment grants are given in every five-year plan period.

It also introduced a scheme of “Book Bank” in colleges and universities by


providing grants to acquire multiple copies of costly text books recommended
in all the disciplines. This Scheme is no longer in operation by UGC support.


● Curriculum Development Committee (CDC) on Library & Information Science.

The UGC constituted CDC on Library and Information Science in 1990 to restructure the courses of
studies. The committee in its recommendations framed, guidelines for LIS schools, covering admission
policy, students and faculty strength, application of information technology etc.

It also constituted a committee called UGC Panel in Library and Information Science to suggest the
changes to be brought in the education and training of LIS courses.
● Establishment of INFLIBNET

The UGC established an Information and Library Network (INFLIBNET) Programme with
headquarters at Ahemedabad as a project of the Inter University Centre for Astronomy and
Astrophysics (IUCA) Pune in April 1991.

The INFLIBNET Programme aims at the establishment of a national network of libraries and
information centers in institutions of higher learning including universities, colleges, R&D institutions
and national organizations like CSIR, ICSSR, etc.

● Modernization of university libraries

The UGC provided special financial assistance to central university libraries (2 crore rupees) and
University libraries established before independence (50 lakh rupees) during the 1994-95 and 1995-96

1) Purchase of computer system, monitor, printer, terminals, software etc.

2) Furniture and electrical fittings and air-conditioning.

4) Appointment of Information Scientist.

5) Support for Data Entry work.

6) Purchase of books, journals.

7) Data entry conversion (modernisation).

8) Staff training etc.


● National Review Committee on University and College
Libraries.

The purpose of constituting such a committee is to review the


utilisation of grants to central universities and some state
university libraries of Rs. 2 crores and Rs.50 lakhs respectively,
secondly, to prepare a status report of university and college
libraries in India, and, thirdly to prepare a strategy plan/guideline
for the future for smooth functioning of these university and
college libraries.
● Establishment of National Information Centres

The objective of establishing National Information Centres in specialized areas is


to provide improved access to information and to provide bibliographic support
to teachers and research scholars in their respective fields. Three such centers
have been established and they have developed computer databases to render
reference and information services, documentation services and current
awareness services. These three centres are:

1. National Centre for Science Information, Indian Institute of Science, Bangalore

2. Maharaja Sayajirao University, Baroda

3. SNDT Women's University, Bombay
