MEMORANDUM

SUBJECT : Reminders on NPA/Threat Group Terrorist Attacks, Counter


Measures and Individual Safety and Security

DATE December 14, 2019

1. Reference: Memorandum from TDO dated December 14, 2019 with the
same subject stated above.

2. This pertains to the instruction of TDCO on the Strict Supervision on the


implementation of PNP Operational Strategy EMPO.

3. In this regard, all PNP units are again reminded and directed to sustain and
beef up LAW ENFORCEMENT SECURITY AND SAFETY ACTIVITIES. Expect
possible ambushes and attacks to be launched by the NPA/THREAT GROUPS:

a. Preventive and prophylactic combat patrols in coordination with AFP


should be launched in addition to TARGET HARDENING of all
camps and vital installations. "Offense is always better than
defense".
b. Ensure safety of all transport terminals especially airports, seaports
and bus terminals to prevent any terrorist/threat group atrocities.
Establish liaison desks in these terminals with increased police
visibility. Educate the public on signs of terrorism by distributions of
IEC materials and reporting of any unattended baggage.

4. Establish BORDER CONTROL. Check/Choke points and see to it that the


riding public is safe and secured from any threat. Install road and bus marshals and
assistance desk along MSRs. Emphasize alertness especially during administrative
transport of personnel and others. If possible, record and monitor all new passerby in
your AOR. All suspicious looking vehicles and persons shall be held for scrutiny with
Standard Operating Procedures (SOP) strictly being followed. Intelligence should
establish procedures and measures to immediately identify suspects and vehicles.

5. Conduct SOCIAL INVESTIGATION not only for intelligence networking


but to establish rapport. All personnel should know the community they are in.
Intelligence and PCR shall work hand in hand in monitoring and processing
information.
6. Establish COMMUNITY PARTNERSHIP. Get peoples support, organize
the communities and establish "Pasa Bilis" or alarm or alert systems. Install, if
possible, ASAP, maze and accordion steel gates at the main doors of police stations
to eliminate the element of surprise from raids. No surprise visits and inspection shall
be done. Patrolling and inspecting officer shall always be in proper uniform and in
authorized vehicles only. Likewise, all personnel should practice individual safety and
security by being aware of all personalities in their community. Be reminded that our
enemies know us and will strike at any opportune time. Install awareness in the minds
of the people while the law enforces are alert.

7. Evaluate the DEPLOYMENT OF TROOPS and EQUIPMENT and


coordinate with AFP on REINFORCEMENT AND ACTIONS TO BE TAKEN IN
CASES OF ATTACKS, HARASSMENT AND AMBUSCADES. Implement
immediately the additional PSFs as approved by the CPNP especially in critical
areas. STRENGTHEN ALL PATROL BASES IN COOPERATION and
COORDINATION WITH COPs and the AFP.

8. Develop INFORMATION OPERATIONS depending on the peculiarities of


your AOR (culture, tradition, area, etc.). Establish rapport with all stakeholders and
the community. Convey the importance of the system through constant contact with
community.

9. Conduct RED TEAMING operations with all security providers and


managers in vital installations, malls, hotels, and the likes to purposely determine
gaps and loopholes. All compliances should be immediately done and reported.

10.Review all CONTINGENCY PLANS in coordination with AFP, LCEs and


others stakeholders to ensure that potential response systems are in place and in
order to prevent and better respond to an emergency or critical situation such as
active shooting, road side bombing, terrorism, hostage taking, bomb threat and even
MOTORCYCLE RIDING SUPSECT.

11. Conduct regular SIMEX/ CEREX/ COMMEX/ MARLEX to ensure that all
PNP members will know what to DO in case of any violent enemy activities and to
identify our strength and weaknesses. Ensure further that all available resources are
within reach in any eventuality. SIMEX and unit trainings shall serve as a reminder.

12. Ensure that all FEEDBACK MECHANISMS such as JPSCC AND FOC
Meetings are conducted and issues and concerns are resolved.

13. Further, IDENTIFY PRIORTY AREAS and go on OFFENSIVE (tactical,


legal - IACOLA) STANCE by conducting ALL OUT OPERATIONS IN
COORDINATION WITH THE AFP with the use of modem technology like the drone
and e-SMS. For this matter, you are directed to CLOSELY COORDINATE with ALL
AFP UNITS in your area of responsibility IMMDETIATELY thru the CONDUCT of
REGULAR JPSCC MEETINGS.

14. Lastly, exercise regularly your CRISIS MANAGEMENT TEAMS (with all
stakeholders - LGUs and LEAs) and CRITICAL INCIDENT MANAGEMENT TEAMS
(PNP PROs and PPOs) to practice and evaluate contingency plans.
15. Remind regularly all units of this directive especially on individual safety
and security.
