LETTER OF AUTHORITY

To Whom It May Concern:

I, MELISSA DELGADO, legal age, married, with residential address at

447 Alegria St., Sampaloc, Manila, do hereby appoint, name, constitute and
authorize ROFUS RODRIGO, likewise of legal age, single, with residence at
1167 P.Noval St, Sampaloc, Manila, who is related to me and is not a lawyer, as
my true and legal representative to act for and in my name and stead and to
apply, process, and received any documents or any similar matters therein, in
relation to my letter of request, herein attached, in the City Legal Office of
Government of Manila, without further consultation from me.

I hereby grant my representative full power and authority to execute and

perform every act necessary to render effective the power to compromise as
though we have so performed it and hereby approving all that he may do by
virtue of these presents.
