THE PROBLEM AND ITS SCOPE

Background of the Study

The World Health Organization (WHO) labels a healthcare system as “well-

functioning” if it provides impartial access to quality healthcare regardless of pay

dimensions while protecting them from financial consequences of poor health.

Healthcare in the Philippines does not meet these set standards. Out of the 90 million

people living in the Philippines, many do not get access to basic care. Healthcare in

the Philippines especially public facilities suffer from inferior supplies and shortage

of human medical resources due to the fact that only 30 percent of health

professionals employed by the government address the health needs of the majority

and the remaining 70 percent of health professionals work in the more expensive

privately run sectors. Although advances have been made to improve healthcare in

the Philippines, there are still many issues that the country has yet to overcome to

achieve a high quality, cost efficient healthcare system (Kenworthy, 2017). And

Gregorio T. Lluch Memorial Hospital is one of those public government hospitals

that still in the process of completion of an infrastructure projects.

According to the Iligan City Government (2018), Gregorio T. Lluch

Memorial Hospital (GTLMH) recently wrapped up an extensive expansion and

renovation project. The said construction, alteration, expansion and renovation of

GTLMH is still in the way of upgrading the hospital facility to deliver quality health
services to the people of Iligan City and even to its neighboring communities. The

Hospital Facility Enhancement Program (HFEP addressed the deficiencies of the

LGU hospitals (e.g. Gregorio T. Lluch Memorial Hospital), stated that the hospital’s

transformation will mark the change towards better health outcome of all and

uplifting the morale of the health workers rendering 24/7 dedicated service to its

clientele and fully furnished infrastructure with the necessary equipment,

instruments, other supplies and materials making it fully functional to the public.

Maintain the sustainability of drugs and medicines to all admitted patients. It stated

that with the completion of these projects, GTLMH will increase the present bed

capacity, and will also increase the manpower compliment, thus, quality healthcare

delivery will be achieved.

Statement of the Problem

Giving attention to the basic issues involving the Post Anesthesia Care Unit

(PACU) raised here. The study focuses on the needs of nurses especially healthcare

workers on the mentioned public hospital in Iligan City about the issues and

determines basis information on where to improve and enhance their quality nursing

management. The study aims to improve the work environment for the staff and

improve the care received by the patients. Suggestions for equipments functional

system are intended to anticipate the needs of the patient in the Post Anesthesia Care

Unit (PACU) and help optimize the care delivered there.

Generally, this study is to evaluate the Post Anesthesia Care Unit (PACU):
For quantitative data:

1.) To learn of the participant’s profile.

2.) To evaluate patient safety in Surgical Post-Operative.

3.) To determine the needs assessment in terms of:

4.1) Physical Facilities

4.2) Duty Scheduling

4.3) Preferred Communication Tool

For qualitative data:

1.) To determine the adequacy of the physical facilities.

2.) To evaluate the Recovery Room lacking equipment.

3.) To verify preferred number of hours or preferred shift in nurses’ duty.

4.) To determine the type of communication tool preferred by the Post

Anesthesia Care Unit (PACU) in the Recovery Room.

Significance of the Study

This study can help us gain awareness of the need of help in our public

hospital in Iligan City. The result of this study can be used as a baseline to determine

the rate factors whether there is a need to strengthen the quality assurance ways to

improve the system within this health facility.

The following individuals/groups will benefit from this study in a ways as follows:
1.) Respondents – This study assesses and determines the needs of Post

Anesthesia Care Unit (PACU) nurses in terms of physical aspects such as

facilities, equipment, and devices. To increase their capability to

accommodate such patients that needed care and attention.

2.) Higher Office of the Hospital – The data obtained from this study can help

the researchers gather respondents in participating the study. It will be

used as a baseline for improvement for their services in Post Anesthesia

Care Unit (PACU).

3.) Future Researchers – The outcome of this study provides the future

researchers with baseline data of the Post Anesthesia Care Unit (PACU)’s

quality nursing service and can recommend future programs that can help

improve in terms of innovation.

4.) Patients - The outcome of this study would help the patient to enhance and

experience a more comfortable stay after the surgery in the Post

Anesthesia Care Unit (PACU).
