MINUTES of SPECIAL MEETING No.2 - S UMMO & NO BIA PROJECTS

The meeting was called to order at exactly 09:17 AM
1. Review, discussion, and confirmation of previous meeting
minutes.
 For the items on the previous minutes that would not be
mentioned here, those items were deemed correct based on
the confirmation of all concerned.
1.1. Contract Particulars
 ABDM advised that there will be a review of the status by the ABDM Info
end of August, to track progress both projects.
1.2. No Bia Project
1.2.1. Roofing
 ABDM advised SBR that he, FOD, and Architect Leni ABDM Info
scheduled a meeting with the boss of DN Steel on FOD
Wednesday to discuss the delays on roofing work.
 ABDM tasked SBR to come up with two items, first is the SBR 27Aug
schedule DN Steel submitted and second is the updated
report which includes PO, payments made, schedule,
roofing report progress, and the projected date of
completion based on the current progress rate. All
documents should be submitted to FCC on Tuesday
afternoon.
 SBR updated ABDM that if there’s no rain today, PMT would
be done with roll forming. SBR added that the main roofing is
done and the remaining areas for roll forming are the
canopies located at front and back.
 SBR advised that the current critical item for roofing is the
installation and its installers. SBR added that the current
count of DN Steel’s manpower is 40 out of 60.
ABDM 28Aug
 ABDM told SBR that they would talk to the Chairman of
DN Steel to request for the provision of additional
manpower.
 SBR mentioned the issue on the gutter. Currently, FODC is
waiting for the final specifications and location of the SBR Info
downspout sleeves to be used that will come from the

designer.
 Regarding the discussed future purchase orders: BOS Info
 LPA advised that the “limit terms” should be changed into
“payment terms”.
1.2.2. Exterior Insulated Panels
 SBR reported that the delivery of panels on site is on August SBR 29Aug
29, 2019.
 ABDM tasked FCC to come up with the Trade Sub-contract SBR Asap
Agreement for I-Steel within next week.
 ABDM advised SBR that I-Steel already issued a PO to FCC Info
FODC for the supply and the installation of the ceiling
grid, and they can proceed with the installation work PMT Info
 ABDM added that after the delivery of the panels, PMT
should issue a receiving report and I-Steel will use it to bill
the supply for materials. On the same manner, FODC can
bill that item to No Bia. SBR Asap
 ABDM instructed SBR to tie up the schedule submitted by I-
Steel for exterior insulated panel. ABDM reminded that
PMT should be the one who dictates the schedule, and
tasked the PMT to submit the schedule to I-Steel and have it
acknowledged by them.
 SBR mentioned that according to the PO, FODC will provide ABDM Info
the scaffoldings for I-Steel.
 ABDM advised that next time, subcontractors should CO Info
provide their own scaffoldings. PMTs
1.2.3. Site Development Works – Fire Pro & Waterline
 PIR advised that the pipes would be delivered today. LPA Asap
Regarding the grooving machine, PIR advised that it is not
yet included on the schedule of payments.
 ABDM noted that the grooving machine is needed along FCC Asap
with the delivery of the materials.
1.2.4. Waterproofing for Tanks
 CKG informed the body that it is scheduled to proceed with PMT Info
the waterproofing and CO doesn’t need to settle any amount
for now.
1.2.5. CHB Works
 SBR informed CO that they need the ordered Batch 2 of FCC/PIR Asap
rebars.
 Regarding the exterior wall coating finish, SBR reported
that they received an email from Architect Leni informing PMT Info
PMT that ECOBLOCKS would be used instead of Hydrocryl;
PMT is set to produce a RFI for this item.
 ABDM instructed to have this finalized with Architect Leni. PMT Asap
 ABDM advised to tie up roofing and concreting of upper
grade slab to accommodate the Owner’s process
Equipment to be delivered. SBR mentioned that the
equipment would be delivered by October yet.
 Regarding secondary ceiling grid, ABDM advised that PMT
can proceed. SBR mentioned that they are currently looking
for a team to handle installation. PIR Info

1.2.6. Doors, Windows, and Louvers
 Regarding fire-rated doors, PIR mentioned that they are
waiting for the finalization of the fire rating from LEC Steel. PIR Info
1.2.7. Tiles
 PIR reported that they placed the order of tiles for walls and
floor.
 ABDM noted that installation of these items is not yet PMT Info
critical and just advised PMT to monitor delivery terms
with procurement.
1.2.8. Fit Outs & Construction Bulletins
 ABDM instructed SBR to directly coordinate with MIM SBR Info
regarding this issue as SLU will leave by the end of August. MIM
ABDM added to include MIM to the meeting with Architect
Leni.
1.3. S-Ummo Project
1.3.1. Roofing
 ABDM advised that according to the Director of BMB Steel, PMT Info
shipment & delivery of wall sheets rib-type, insulation,
trims, & flashing shall be on September 6 to 10.
 Regarding the stainless steel gutter, ABDM informed PMT PMT 29Aug
that they finalized with DN Steel the date of initial pick-up of FCC
Gutter 1 which is on August 29, Thursday.
 FCC advised RMR that Procurement will handle the
coordination and PMT will handle the pick-up from the
plant.
 CCP confirmed that manpower is available for the CCP Info
installation of the gutter, and the TIG welding machines
are already available as well including consumables.
 ABDM reminded PMT that they are responsible to PMT Info
coordinate priorities for delivery with DN Steel.
 Regarding downspout, ABDM clarified that it would be PMT Info
supplied and installed by 3JD.
 RMR reported that they are ready to start installation up
to second floor level and will coordinate with 3JD.
 RMR mentioned about the financial issue of 3JD.
 RMR added that this is because after awarding the
contract to 3JD, 3JD purchased the PPR pipes based on
the specifications right away but later on it was deemed
that as per actual they need to change the specifications.
FCC added that the client approved the purchase of the
pipes beforehand. ABDM mentioned that there is a
notation on the approval that the “pipe dimensions should
be inside diameter”.
 FOD advised that this issue is PMT’s responsibility and PMT Asap
tasked PMT to coordinate this with DCI and Unilab.
 Regardless of the issue, ABDM instructed PMT to settle PMT Asap
their pending billing of about P420 thousand as

assistance for them to purchase the urgent materials and
to proceed with their piping woks underneath the grade
slab
 RMR reported that fabrication and inst’n of gutter supports PMT Info
would be finished by mid next week.
 Regarding roofing schedule, RMR advised that they haven’t PMT Info
submitted the final roofing schedule to DCI yet as it is still for
review. RMR added that they have a meeting with DCI on
Tuesday.
 ACP advised that he would revise the schedule due to the
ACP 24Aug
adjusted schedule of s/s gutters pick up on August 29.
ABDM commented to remove color shades on the
Schedule for easier comprehension & remove the bar for
summary of main task. ACP committed to finish the
revision later and email it this afternoon.
 ABDM instructed ACP to include the schedule for the ACP 24Aug
stainless steel gutter fabrication by DN Steel (August 29
to September 15) in the final roofing schedule.
 ABDM advised RMR to wait for the finality of the delivery ABDM 28Aug
of gutter from DN Steel before they finalize the roofing
schedule. ABDM added that they would finalize this on
the meeting with DN Steel on Wednesday.
 ABDM then instructed RMR to advise DCI that they RMR Asap
cannot finalize the schedule as they are waiting for the
final delivery date from DN Steel.
 Regarding manpower for s/s gutter installation, ABDM PMT Info
advised that as per the eight (8) number of TIG welding
machines, minimum of 16 workers can work with the
installation of the s/s gutter. PIR advised that they will try to
provide a minimum of 12 workers and can adjust the number
based on the progress of welding work.
 Regarding mesh and insulation installation, ABDM stated
that based on the schedule, after installation of s/s gutter
PMT will proceed with the installation of the mesh and
insulation.
 RMR clarified that they don’t have available manpower for
this item as of now. PMT Info
 PIR advised that she has contact with Mega Pacific and
will coordinate it with the PMT.
 Regarding roll forming, RMR advised that there’s still no
progress with it.
 ABDM advised the body that on August 21 FODC ABDM Info
installed the platform and lifted the roll forming machine
so that from August 22 onwards, BMB can proceed with
the roll forming works but till now, BMB has not started
yet.
 FOD advised to reply to BMB’s email regarding the follow ABDM Asap
up for the payment of roof framing that they should
proceed first with roll forming as FODC will process the
payment for the roof framing.

 Regarding the priority lower roofing, FOD advised to look PMT Asap
for worker to handle the installation for this portion. CCP CCP
advised that he can let Ermac Group to handle the
installation for this portion of the roofing.
 ABDM mentioned the issue with curved roofing that it is set
for mock up by DN Steel.
 ABDM tasked FCC to ask if FODC can buy the sheets FCC Asap
already curved from DN Steel.
 RMR mentioned that they would discuss this issue on the RMR 28Aug
meeting by Wednesday with both DCI and DN Steel.
 Regarding the operation of the machine for the CCP Info
fabrication of roofing sheets, ABDM advised CCP to
wait for the go signal from corporate office before
operating the machine.
1.3.2. Catwalk
 RMR reported that fabrication is in progress, and advised
that they need the scissor leaf for installation by September
5.
 FOD advised that he will follow it up. FOD Asap
1.3.3. Doors, Windows, & Louvers
 RMR reported that the start of fabrication is August 19.
1.3.4. Insulated Panels
 RMR reported that nine 40-foot container was already
delivered to site. The installation of hangers and tracks is on-
going.
 ABDM advised that I-Steel already have a statement of ABDM Info
account and the delivered materials are included in the
billing.
 ABDM clarified that after PMT process the billing, RFP would RMR Info
be handled by Corporate Office.
 FOD advised that if payment is above 2 Million Head FOD Info
Office with take care of it and if it is 2 Million and below it
will be handled by PMT.
 ABDM advised that he instructed MFU to come up with
company policy regarding that for clarity.
1.3.5. MEPF
 LPA advised that the cheques for long lead items are for LPA 28Aug
issuing by Wednesday, 28 Aug
1.4. Other Matters
 ABDM instructed BOS that the draft for minutes of meeting BOS Info
should be submitted to ABDM not more than 48 hours.
2. Other Issues and discussion for NO BIA Project
2.1. Contract Issue
 ABDM reminded TCB that FODC sent to JACMI the draft of TCB Info
the Revocable Assignment of Contract but JACMI did not
accept it. JACMI’s reason to reject is that they don’t want to
change the signed format attached to the tender documents
as well as the attachments they added to the NTP during
signing.
 ABDM reminded that if FODC signs the Revocable

Assignment of Contract, then FODC will take full
responsibility of No Bia’s sub contracts and Owner Supplied
Materials that would be installed by others. ABDM added that
he doesn’t want to sign these due to this main reason. TCB Info
 ABDM also reminded TCB that FODC submitted the official
draft of the Construction Agreement to NO BIA way back
February, but has not received yet any feedback to date
 ABDM told TCB that the Revocable Assignment of Contract TCB Info
should consist of Owner’s rights and obligations, but the
contract consists only all obligations and liabilities to FODC.
 ABDM added that if we sign the contract, we would be held
accountable of all works done by their Nominated
Subcontractors to the Owner.
 ABDM stated that as per law, FODC is liable for the design
and construction of the CSA structure for 15 years.
 ABDM tasked TCB to go over the Construction Contract TCB Asap
Agreement and the Revocable Assignment of Contract
and to draft a new position paper regarding these two.
2.1.1. ABDM cited as example the issue with the perimeter
fence:
 JACMI is insisting to use vertical construction rather than TCB Asap
what FODC proposed. ABDM expressed that FODC is
‘design and build”, but JACMI doesn’t approve FODC’s
design. ABDM asked TCB to try to find a better course of
action regarding this predicament.
 As needed measure, ABDM asked PMT to prepare all
PMT 27Aug
necessary documents e.g. letters, etc for the probable
discussion meeting with CTG and JACMI.
 ABDM tasked CKG to compile all letters FODC sent to No
CKG 27Aug
Bia and their response letters regarding west perimeter
fence and have it photocopied including attachments.
 ABDM added to print a colored copy of the lot profile with
survey and contours into A1 size paper. PMT 27Aug
 All documents are due on Wednesday 27 Aug ’19.
SBR Info
 ABDM informed SBR that the vertical drawings they mention
were part of the tendering documents during the tendering
and the negotiation stage. Though at that point, there was no
agreement made. They then attached these documents to
the NTP, that’s why they used these documents as basis for
the perimeter fence issue.
2.2. West Perimeter Fence
 ABDM advised that there would be a meeting regarding this ABDM 28Aug
on Wednesday.
2.3. Sewer System at Site Development
 SBR reported that it is not on FODC’s scope of work but
recently Ian told SBR that FODC will handle the construction
of manhole.
 FOD instructed SBR to present offer as 100 thousand per SBR Asap
manhole.
2.4. CHB Partition

 SBR reported that there is a new instruction given last week,
instead of plastered and painted finish, it would be tool-joint
finish.
 ABDM advised to create a mock up and present it to PMT Asap
Architect Leni.
2.5. Other Matters
2.5.1. - (25 Tonner)
 SBR reported that this unit is still not working. FOD noted FOD Asap
this.
1.1.1. Tower Crane PMT Info
 SBR reported that it was already dismantled last Tuesday.
1.1.2. Site Overdue Payables LPA Asap
 SBR reported that they have overdue payables with FB
Rarisa on aggregates, and New Tristar on RMC and CHB.
2. Other Issues and discussion for S-UMMO Project
2.1. CHB Works
 RMR advised that they need the delivery of the 4” CHB for FCC Asap
interior partitions at mezzanine level. ACP added that New
Tristar doesn’t have stock as of now.
2.2. MEPF
 FCC inquired as to where the framing of the MEPF will hang PMT Info
from. ABDM advised that they can’t hang it on the purlins as
it is not a structural member. ABDM added that it should be
the sub contractor’s responsibility to find ways on how to
hang it from the main rafters.
2.3. RMC Supplier
 RMR mentioned that they only have Zircon as the RMC
Supplier because of issues with Abacus.
 RMR stated that Abacus demands PDC even though it is
not yet due. RMR added that what Abacus want is for
FODC to issue a PDC before they supply again.
 FOD advised RMR to use Zircon for the supply of RMC. PMT Asap
3. Other Matters
3.1. Corporate Policy
 ABDM mentioned that he tasked MFU to come up with a MFU Info
corporate policy regarding POs, RFPs, etc.
 ABDM suggested that during negotiations with
subcontractors, FODC should submit the LOA or NTP
together with the PO to get the subcontractors to sign
both documents at once, and after signing these
documents FODC will then follow up the issuance of the
Trade Sub-contract Agreement immediately.

As there are no other matters to discuss, the meeting was adjourned at 11:20 AM.
