CONSTITUTION AND BY-LAWS

GENERAL PROVISIONS
ARTICLE 1

SECTION 1. NAME OF ORGANIZATION

The name of the organization shall be PHILIPPINE INSTITUTE OF CIVIL ENGINEERS,


USANT Student Chapter and acronym, PICE USANT SC herein after referred to as the
association.

SECTION 2. DOMICLE

The association shall maintain a main office at the University of Saint Anthony, Iriga
City.

SECTION 3. OBJECTIVES

The objectives of the association shall be:

a. To encourage Civil Engineering Students to work together in fellowship and


dedication to science and technology;
b. To provide guidance and leadership training among the officers and members
of the organization;
c. To promote the association of Civil Engineering Students as a member of the
Civil Engineering profession; and
d. To affiliate to the National Organization of the PICE as Student Chapter.

SECTION 4. ASSOCIATION SEAL AND BANNER

The corporate seal of the association shall be adopted.

The banner of the association shall be of the standard design with the association seal
as the central motif. Above the seal shall be inscribed the PRC Accreditation No. 007.

MEMBERSHIP
ARTICLE II

SECTION 1

Any student enrolled in any institution in the Philippines offering the prescribed courses
to the degree of Bachelor of Science in Civil Engineering or its equivalent and who shall conform
to all the requirements for membership shall be eligible for membership. Students who
transferred to another school during their course of the study shall thereof take steps to
likewise transfer their membership to the student chapter in his new school after obtaining
clearance from his former chapter. The chapter concerned shall properly communicate to the

chapter where the transferee member came and also the PICE National Office for the purpose
of strengthening the records or roster member.

SECTION 2. RESPONSIBILITIES OF THE MEMBERS

a. Actively participate in the affairs of the chapter to which he belongs.


b. Regularly pay all dues and other assessment imposed upon him by the chapter.

ADMINISTRATION
ARTICLE III

SECTION 1

The general administration and direction of the affairs of the organization shall be in
hands of the council consisting of the officers: President, Internal Vice-President, External Vice-
President, Secretary, Treasurer, Auditor, Business Managers, Sergeant at Arms, Public
Information Officers (PIO), Muse, Escort and Representatives from each year level.

SECTION 2

The officers referred to in the preceding section shall tell this respective office for a term
of one (1) academic year and until there successor shall have been elected through popular
election process.

SECTION 3

In case of vacancy brought about by resignation or removal or cause of any officers, the
council shall appoint the prospective officer who shall serve for remaining term of the resigned
or removed officer.

SECTION 4

The President with the concurrence of the council may organize committee, as may
deem necessary for the proper administration of the organization.

SECTION 5

The faculty adviser shall be a member of the PICE National Chapter.

DUTIES OF THE EXECUTIVE OFFICERS

ARTICLE IV

SECTION 1. THE PRESIDENT

a. The President shall be the Chief Executive of the association.


b. He shall preside all the meetings of the association, and
c. It shall be his duty to implement the decisions of the Board of Advisers and shall have
general supervisions over all the association.

SECTION 2. THE VICE PRESIDENTs

In case of death, absence or disability of the President, the Vice-Presidents shall assume
and discharge all the duties and functions of the President. In addition hereof, the Vice-
Presidents shall perform such other duties and functions of the President.

SECTION 3. THE SECRETARY

a. The Secretary shall properly keep files and record all the minutes of the meeting of the
association and shall have all custody of all other papers of the association,
b. He shall keep a complete roster and directory of members and a file of the objectives of
the association,
c. He shall send help in the preparation of the agenda of the meetings of the association
as well as Board of Advisers,
d. He shall send the required notices information either oral or written of meetings of the
association as well as its board of advisers, and
e. He shall perform such other duties as the president or the board may assign functions to
him.

SECTION 4. THE TREASURER

a. He shall be responsible for the collection of fees, dues, and such funds of the
association,
b. He shall be custody of all funds and properties of the association,
c. He shall keep true, proper, and accurate accounts of funds, property, assets and
liabilities of the association and have such account open for examination at all
reasonable hours by any members, and
d. Render report as to financial status of the association as to every regular/special
meeting and perform such other duties as the president or the board may order.

SECTION 5. THE AUDITOR

The Auditor shall see to it that all accounts and books of the organization are properly
keep and for that purpose he shall make a full, detailed and periodic audit of all the funds and
accounts of the organization and shall certify this to the President in a report which shall be
written. If the funds and the accounts are not properly keep and there are irregularities, which
had been committed, he shall advise the President and the latter shall call the special meeting
of the board of advisers to deliberate such commission as circumstances may warrant. He shall
perform such other duties as the president or the board may order.

SECTION 6. THE BUSINESS MANAGERS

a. He shall attend all the business transactionsthat the association may engage,
b. He shall prepare the financial groundwork relative to social activities, programs and
seminars, and
c. He shall perform such other related duties and functions as the president orthe board
may assign to him.

SECTION 7. THE SERGEANT AT ARMS

a. He shall attend all the personal transactions that the association may engage,

b. He shall primarilyassist the president, vice- presidents and secretary, and


c. He shall perform such other related duties and functions as the president or the board
may assign to him.

SECTION 8. THE PUBLIC INFORMATION OFFICER (PIO)

a. He shall promote good relationship between the association, neighbouring chapters and
the general public, and
b. He shall perform related duties as the president or he board may assign to him.

SECTION 9. THE ESCORT

a. He shall be ready for any circumstances and be obliged to represent the school or the
organization relating to pageantry, and
b. He shall perform related duties as the president or the board may assign to him.

SECTION 10. THE MUSE

a. She shall be ready for any circumstances and be obliged to represent the school or the
organization relating to pageantry, and
b. She shall perform related duties as the president or the board may assign to her.

SECTION 11. THE YEAR LEVEL REPRESENTATIVES

a. Each year level should have only one representative,


b. They shall disseminate data and act as the speaker of every student to raise concerns,
suggestions, and the like which may affect the organization, and
c. They shall perform related duties as the president or the board may assign to him.

MEETING AND QUORUM

ARTICLE V

SECTION 1. MEETING

The council shall hold a regular meeting every secondMonday of the month at 1700-
1830 in ACG 107 or at any room available within the building.

SECTION 2. QUORUM

Quorum shall be necessary in the general assembly of the association.

SECTION 3. ATTENDANCE AND ABSENCES

If, a regular member was late at an assembly, he will be liable to the following offenses:
(1st) warning, and (2nd and so on) monetary fine of 20 pesos per assembly.

If, without valid reason, a regular member failed to attend an assembly, he will be liable
to the following offenses: (1) warning, (2) monetary fine of 40 pesos per assembly, (3)
janitorial services in the ACG building, (4) expulsion from the office if he fails to attend three
meetings.

If, an executive officer was late at an assembly, he will be liable to the following
offenses: (1st) monetary fine of 20 pesos, (2nd) monetary fine of 40 pesos, (3rd) will proceed to
sanctions on absentees, and (4th and so on) will repeat cycle one to three.

If, without valid reason, an executive officer failed to attend an assembly, he will be
liable to the following offenses: (1st) monetary fine of 50 pesos, (2nd) monetary fine of 75
pesos, (3rd) monetary fine of 100 pesos and warning for termination, and (4th) termination.

If, at any point, there’s an excuse with uncertain validity, the president, vice- presidents,
secretary, treasurer, and advisers shall decide on the legitimacy or degree ofsanctions.

If, at any point, there’s an urgent meeting and an executive officer failed to attend an
assembly, he must have an excuse letter or proof that he has urgent undertakings otherwise
sanctions on absentees will be applied.

ANTI-HAZING LAW

ARTICLE VI

SECTION 1 DEFINITION

Hazing, as used in this Act, is an initiation rite or practice as a prerequisite for


admission into membership in a fraternity, sorority or organization by placing the recruit,
neophyte or applicant in some embarrassing or humiliating situations such as forcing him to do
menial, silly, foolish and other similar tasks or activities or otherwise subjecting him to physical
or psychological suffering or injury.

SECTION 2 IMPLEMENTATION

No hazing or initiation rites in any form or manner by a fraternity, sorority or


organization shall be allowed without prior written notice to the school authorities or head of
organization.

SECTION 3 OFFENSES

If the person subjected to hazing or other forms of initiation rites suffers any physical
injury or dies as a result thereof, the officers and members of the fraternity, sorority or
organization who actually participated in the infliction of physical harm shall be liable as
principals. The person(s) who participated in the hazing shall suffer:

1st Offense: Termination from office as the acting leader or officer.

2nd offense: Expulsion from office as the acting leader or officer.

The maximum penalty herein provided shall be imposed in any of the following
instances:

(a) when the recruitment is accompanied by force, violence, threat, intimidation or


deceit on the person of the recruit who refuses to join;

(b) when the recruit, neophyte or applicant initially consents to join but upon learning
that hazing will be committed on his person, is prevented from quitting;

(c) when the recruit, neophyte or applicant having undergone hazing is prevented from
reporting the unlawful act to his parents or guardians, to the proper school authorities,
or to the police authorities, through force, violence, threat or intimidation;

(d) when the hazing is committed outside of the school or institution.

The owner of the place where hazing is conducted shall be liable as an accomplice,
when he has actual knowledge of the hazing conducted therein but failed to take any action to
prevent the same from occurring. If the hazing is held in the home of one of the officers or
members of the fraternity, group, or organization, the parents shall be held liable as principals
when they have actual knowledge of the hazing conducted therein but failed to take any action
to prevent the same from occurring.

The school authorities including faculty members who consent to the hazing or who
have actual knowledge thereof, but failed to take any action to prevent the same from
occurring shall be punished as accomplices for the acts of hazing committed by the
perpetrators.

The officers, former officers, or alumni of the organization, group, fraternity or sorority
who actually planned the hazing although not present when the acts constituting the hazing
were committed shall be liable as principals. A fraternity or sorority's adviser who is present
when the acts constituting the hazing were committed and failed to take action to prevent the
same from occurring shall be liable as principal.

SECTION 4 VALIDITY

If any provision or part of this Act is declared invalid or unconstitutional, the other parts
or provisions thereof shall remain valid and effective.

SECTION 5

All laws, orders, rules or regulations which are inconsistent with or contrary to the
provisions of this Act are hereby amended or repealed accordingly.

AMMENDMENTS

ARTICLE VII

SECTION 1

Proposal to amend these by-laws shall be considered by the board of advisers upon the
written petition of 50% plus one of the members of the association.

SECTION 2

The proposed amendments as approved by the council shall be endorsed to the local
chapter of the PICE for their approval.

EFFECTIVITY

ARTICLE VIII

SECTION 1

Amendments as adopted shall take effect immediately upon certification of the secretary
authorized by the council that the amendments shall be given thru the 50%plus one of the
members of the association.

These constitution and by-laws shall take effect immediately upon the approval of the
President of the University of Saint Anthony, Iriga City.

I - The newly elected officers and the members of the PICE-USANT Chapter had the
re-organizational meeting last February 24, 2017. One of the agenda during the meeting
was the selection of the advisers for the school year 2017-2018.

II - We having been unanimously chosen as the advisers of the Philippine Institute of


Civil Engineers, USANT Chapter, an organization for Civil Engineering Students, accepts
the position given to us such we shall extend our outmost service by guiding the officers
and members uphold the policies of the university and to act as adviser in matter
relevant to the improvement of the standard of the engineering education, encourage
cooperation and unity and maintain discipline and respect for the success of the
organization.

The Regional Civil Engineering Summit 2017 will be a three days and three nights’ event

BRIDGE BUILDING

PROCEEDINGS:

I. Timetable

1.) The Bridge Building Competition should take place on October 22, 2017 from
9:00 – 11:30 am. Load testing should start exactly at 1:30 pm or ahead of time.
2.) The names of the participants should be posted on the bulletin board on
October 1, 2017 approved by Engr. Edmund M. Salvadora, PICE Adviser.
3.) Awarding of Certificates, Medals, and Cash Prizes will be held right after the
bridge building competition from 5:00 – 6:00 pm or ahead of time.

II. Qualifications

The CE Quiz Finals is open to all PICE students who are currently enrolled in a BSCE
program until November 2017. Contestants must possess student ID and has been
able to pay the membership fee of the organization.

III. Necessary Requirements

All participants are required to register as per advised by the PICE Adviser on or
beforeSeptember 30, 2017 at USANT ACG Building, San Miguel, Iriga City before
they can be qualified to join the Bridge Building Competition.

IV. General Guidelines

1.) Each year level is entitled to send as many teams as possible with 5 members
each team at the Bridge Building Competition, approved by the PICE Adviser.

V. Conduct of the CE Bridge Building Competition

1. The PICE Student Chapter shall organize its own Panel of Spectators who shall
conduct the Bridge Building Competition. The PICE Student Chapter Bridge
Building Competition Committee will prepare the materials: barbecue sticks
and yarn which shall be announced on the competition day.
2. The Bridge should have a length limit of 400 mm with inner dimensions of 100
mm by 100 mm in which the cylinder used for load testingmust be fitted.
3. The overall ranking will be based on (Highest Load/ Weight of the Bridge)
ratio.
4. The decision of the Panel of Spectators is Final.

SEMINAR ON WRITING A FEASIBILITY STUDY

The seminar on Writing a Feasibility Study will be discussed thoroughly two weeks
before the event after the resource speaker has been finalized.

DRUG PREVENTION AWARENESS PROGRAM

The Drug Prevention Awareness Program will still be discussed in coordination with the
Department of Health and Philippine National Police.

UP NATIONAL CIVIL ENGINEERING SUMMIT

The National Engineering Summit will still be discussed after the UP ACES sent its
request.

PICE CAMP AND KICK- OFF PARTY

The PICE USANT Student Chapter will sponsor the said event. Further details will be
discussed around September as the second semester will be approaching.
