CHAPTER-1: BACKGROUND
1.1. Introduction
Public Works (Roads) Directorate (PWRD), Govt. of West Bengal, has built several
Bridges, Grade Separators and ROBs in the State of West Bengal. Some of these structures
are more than 50 years old and have almost lived their design capacity. With the increasing
traffic density in West Bengal since the starting of this decade, all these structures are
subjected to severe congestion and have started showing signs of distress. Although some
repair works have been carried out on the affected portion to keep these structures in running
condition, absence of regular monitoring and maintenance system have resulted in
deterioration of some of the key components which require immediate attention to prevent
any safety hazards to the vehicular traffic plying on them.
RITES Ltd, Highway Division, Kolkata have been assigned to assess the present
condition of 32 numbers of bridges under Package 1B under the jurisdiction of PWD South
Zone and suggest remedial/suitable measures to maintain its existing serviceability. The
Letter of Acceptance (LoA) issued by the Superintending Engineer, Nabanna Circle, Public
Works Directorate bears Memo no 843/4E-165/CE/T&T/KMDA/W-385 dated 16.08.2016.
Salient Features
The bridge is at Km 17 Km of Chunakhali - Jalangi road State Highway SH-11 near
village Islampur . The bridge was built in year between 1970-1975 on river Jalangi. It has a
length of 224.5 m (as per PWD list) with span arrangement of 2 Spans X 20.75m + 5 Spans X
36.50m. The bridge has Reinforced concrete and pre-stressed concrete members with
superstructure type of PSC box girder & RCC suspended slab having structural system of
balanced cantilever with suspended slab. It has a carriageway width of 7.5 m having wearing
coat of Mastic asphalt type and expansion joint type of Strip seal with footpath of 0.9 m on
both sides and Standard RCC Railing & RCC crash barrier type of railing. Its foundation is
not visible. It has Tar paper, Steel plate & Rocker cum roller type of bearing.

Scope of Work
Both the objective and the detailed 'Scope of Work' of the Consultant has already been
outlined in the 'Request for Proposal'. A brief scope under both Stage 1 and Stage 2 is
presented below:
STAGE 1: 1st Stage Inspection report for collection of Bridge Inventory data by
Mobile Bridge Inspection Unit (MBIU) to be collected for those bridges which seem to be
critical as per visual observation and/or as per other reports of the Authority; The following
items are to be covered under this scope:
 Collection of available documents from the Authority;
 Conducting Topographic Survey;
 Visual inspection of the bridge;
STAGE 2: 2nd Stage of detailed Inspection to be adopted for other bridges under this
Package i.e. not inspected under STAGE 1. The following items are to be covered under this
scope:

CHAPTER-2: METHODOLOGY

2.1. General Approach--
A team of Engineers of RITES has inspected each component of the bridge/flyover
for the collection of Inventory data. Subsequently, visual inspection of the entire bridge has
been carried out in detail and recorded. Immediately upon completion of the above two
activities, the Survey team of RITES has completed NDT investigation and Topographic
Survey also using a high precision instrument like Total Station.
2.2. Format
As per RFP, the following three formats are to be filled up by the consultant at
different stages of the study.
1. Format A: Proforma for Condition Survey of Bridges
2. Format B: Inventory of Bridges on Roads under State PWD, Govt. of West Bengal;
3. Format C: Standard Proforma for Inspection report (for Passage of ODC/OWC).
All the above three formats are duly filled up and submitted as Appendix with the
report. However, the formats shall be updated after the detailed inspection using MBIU and
after completion of Non-destructive Tests.

CHAPTER-3: OBSERVATIONS AND DISCUSSION ON VISUAL


INSPECTION

3.1. General
RITES Ltd., Highway Division, Kolkata has carried out the inspection of Bhairab
Bridge falls on State Highway SH-11 (Chunkhali-Jalangi Road) at 17.0 km.
The structure is checked for visual deformation and any apparent signs of distress
which could impair the functioning of the vital components.
Preliminary assessment of the structural condition is carried out by visual inspection
which is done mainly focusing the followings:
1. Spalling, honeycombing, leaching, loss of material in members of superstructure and
sub-structure;
2. Corrosion of re-bars, exposure of re-bars;
3. All visible cracks;
4. Excessive vibrations;
5. Condition of bearings;

3.2. Observation & Discussion


As understood, the bridge was constructed in the early 1970-75s as locally informed
and as-built drawings and detailed design documents of the bridge could not be tracked from
PWD. In the absence of drawings and details, information related to sectional details,
connection details, re-bars, and pre-stressing system embedded into the concrete (if any)
could not be ascertained.
The bridge was visited by RITES ltd. team on 07-09-2019 for preliminary site visit and from
03-12-2019 to 07-12-2019 for 1st stage inspection report.

The observations of the RITES team on the visual inspection are summarized below:

3.2.1 Traffic condition


The structure was completed in 1970-75 over the Bhairab/Jalangi River on the state highway
SH-11, we observed congestion-free traffic flow but found disturbance of smooth traffic flow
due to settlement in approach road. The brideg approaches are rehabilitated in 2018 when a
large settlement was observed but the approach road still exhibit minor settlement on present-
day. (Refer figure no. 1)

3.2.2 Waterway
1. The Bhairab bridge is a high-level river bridge built over Bhairab river/Jalangi River.
Jalangi river is a branch of Padma river and a tributary river of Ganga river. The flow
pattern is straight to curve Jalangi is a modern stream, but its age is not known.

Apparently, it opened up long after the Bhairab River ran as a strong stream in a
southeasterly direction. Gradually the channel is shrinking and due to irregular flow
of water this part of Jalangi river has become palaeochannel and the discharge
through the Jalangi river is maintained by Bhairab river, even though the discharge of
Jalangi is satisfactory during monsoon.(Refer figure no. 2 & 3)

3.2.3 Carriage Way


i) approach slab & approach wearing course.
ii) Wearing course over the structure.
iii) Expansion Joint.
iv) Drainage spouts.
v) Footpath/ Sidewalk.
vi) Railing.
i) Approach slab & approach wearing course.
Observation:
1. Approach slab is rehabilitated & no defect is observed
2. Approach road wearing course at abutment A2 end shows minor settlement, cracking
& pothole. (Refer figure no. 4)
Discussion:
1. Bridge approaches typically experience two types of settlement, global and local. The
global settlement consists of a consolidation of the underlying natural foundation soils
and is evidence of possible long-term differential settlement between the bridge
structure and the bridge embankment. The local settlement consists of compression
of fill materials directly beneath the approach pavement and is evidence of possible
embankment consolidation within the upper 10 to 20 feet of the bridge embankment.
2. Damages to side slopes may also take place as a result of too steep slope gradients or
poorly compacted fills. Steep slopes can be adjusted to achieve a gentle slope with the
restoration of rain cut & proper slope stabilization.
3. Positive drainage must be ensured without erosion of fill material. bridge end
drainage provisions can include concrete spill slope protection, concrete slope aprons,
drain basins, curbs, and side slope drainage provisions which includes.
ii) Wearing course over the structure.
Observation:
1. Observed pothole and cracks in the wearing course. (Refer figure no. 5 )

Discussion:
1. The main function of the surface course is to provide skid-resistance surface, friction,
and drainage of the pavement. Since roads indirectly contribute to the economic
growth of the country, it is extremely essential that the roads are well laid out and
strong, watertight against surface water infiltration. Potholes are one of the public’s
main local concerns, as they are highly visible defects. Many perceive that the quality
of local roads may be deteriorating, with potholes being one of the main causes.
Therefore, it is a need to carry out timely inspection and maintenance of potholes or
any damage to avoid inconvenience to road users.

iii) Expansion Joint.


Observation:
1. Strip seal expansion joints are properly laid with some small crack in adjacent
concrete but ensure the smooth transfer of traffic. (Refer figure no. 6)
Discussion:
1. The expansion joint represents a discontinuity point in road pavement. Therefore, it
is extremely sensitive to errors of various natures. The bridge expansion joint is
designed to allow for continuous traffic movement between structure while
accommodating movement, shrinkage & temperature variation of the structure.
2. Cracks such as uncontrolled cracks; plastic shrinkage cracks, etc. Have been
observed in the adjacent concrete of the expansion part. All such cracks can be
prev1ented or minimized by taking care like curing measures, temperature control &
quality control while concreting placement, although these cracks may appear due to
heavy load/tensile strength & weather conditions.

iv) Drainage spouts


Adequate numbers of drainage spout with adequate pipe length for carrying
rainwater down from a platform is observed in the structure. (Refer figure no. 7)
v) Footpath/Sidewalk
Pedestrian facilities are very significant for crossing an extra-long river bridge and a
bridge footpath system is provided for public safety & convenience along the length. A
sufficient width of the footpath is provided in Bhairab bridge but some minor obstruction like
OFC duct is passing over the footpath. (Refer figure no. 8)
vi) Railing
RCC standard railing and RCC crash barriers are provided over the bridge are in
satisfactory condition. The concrete railing is susceptible to cracking & spall because of
traffic vibration, moisture Leeds to corrosion of reinforcement, therefore minor damages are
detected & should be sealed as soon as possible. (Refer figure no. 9)

3.2.4 Superstructure:
Observation:
1. Exposed reinforcement observed in all over superstructure at multiple locations.
(Refer figure no. 10)
2. Spalling & exposed reinforcement observed in slab. (Refer figure no. 11)
3. Crack & deterioration of concrete observed at articulation point. (Refer figure no. 12)
4. Large amount of honeycombing observed at the soffit of slab. (Refer figure no. 13)
5. Major rehabilitation work is observed in in susepended span of Span 1 and Span 7.
(Refer figure no. 14)
6. Crack observed at cantilver portion of box girder in web portion. (Refer figure no. 15)
Discussion:
1. The prime reason for such a large extent of reinforcement exposure could be human
error involve during execution like inadequate cover and bad compaction of concrete.
The necessary remedial measure for detected surface required to be carried out to
extend the bridge's service life.
2. Spalling generally occurs with the transfer of excessive dynamic forces (in the
vicinity of bearings) or with uninhibited corrosion of reinforcement. Tendency to spall
can be identified by tapping the area with a small chipping hammer when hollow
sound is heard. Spalling causes reduction in cross sectional area of concrete and also
exposure of the reinforcing bars or prestressing tendons. Spalling may also occur
wherever there is honeycombing or bad compaction or bad quality of concrete
3. Cracking is inevitable in civil engineering structures, and if exceeded the limits, can
cause structural damage as well as adversely affect the serviceability and durability.
The presence of cracks in the structural components can have a significant influence
on the dynamic properties of a structure. Early identification of cracking in structural
members is essential in engineering practice and is achievable by identifying the
change in the dynamic properties of the members.
4. Any structure in the presence of crack is susceptible to failure depending on the mode
of vibration. Failure is due to the resonance formed by the superposition of frequency
of periodic force acting on the structure and the natural frequency of the structure.
5. Lack of maintenance generally results in reduced life and deterioration in the bridge
structure The deterioration can be on account of weathering due to over stress, severe
corrosion.
6. Honeycombs are hollow spaces and cavities left in concrete mass on the surface or
inside the mass where concrete could not reach. These look like honey bees nest.
Improper vibration and workability of concrete are main causes of honeycombs in
concrete; main reasons are:

 Improper vibration during concrete.


 Less cover to reinforcement bars

 Use of very stiff concrete (this can be avoided by controlling water as per slump test).
 Places like junction of beam to beam to column and to one or more beams are the
typical spots where honeycombs are observed. This is due to jumbling of
reinforcement of beams and column rods at one place; special attention is required at
such place during concreting and vibrating.
 Presence of more percentage of bigger size of aggregate in concrete also prevents
concrete to fill narrow spaces between the reinforcement rods.
7. Any structure in the presence of crack is susceptible to failure depending on the mode
of vibration. Failure is due to the resonance formed by the superposition of frequency
of periodic force acting on the structure and the natural frequency of the structure
8. Shear cracks in concrete occur in the hardened stage and it is usually caused by
structural (self-weight) loading or movement. These types of cracks are better
illustrates as diagonal tension cracks due to the combined effects of flexural (bending)
& shearing action.

Characteristics
 Originates nearer to supports.
 Maybe single or in groups.
 Maximum width at the neutral axis region or at bottom of the beam.

Possible Reasons
 Shear Capacity of the beam is inadequate.
 Cross section or torsional reinforcement insufficient.
 Both here happen due to loading more than the designed load.
3.2.5 Bearing & Pedestal:
Observation:
1. Bearing is not observed over pier due to the bearing support is fixed, we can assume
that an steel plate may be laid between PSC box girder and RCC pier. (Refer figure
no. 16)
2. Rocker cum Roller and steel plate is provided in opposite direction for suspended
span of cantilever box girder. (Refer figure no. 17)
3. The steel plate provided in suspended span is bend and exhibiting deformation in
thickness & rupture. (Refer figure no. 18)
4. Tar paper sheet is provided for suspended span abutment A1 and abutment A2.
Discussion:
1. A bridge bearing is an element of superstructure which provides an interface between
the superstructure and substructure.

2. If the movement between the superstructure and substructure are not allowed to take
place freely, large amount of forces may develop in the girder or the substructure. If
the ability to move is not built into the bridge (span), it will push the supports until it
achieves the freedom required and in the process causing damage to the supports. It is,
therefore, necessary to permit relative movement between the girders and the
substructure.
3. Due to negligible maintenance of structure malfunctioning is developed in the bearing
of suspended span, malfunctioning of bearing would result in distress like cracking
and spalling of concrete around the bed block and articulation.

3.2.6 Abutment/Pier
Observation:
1. Multiple repair observed in pier wall. (Refer figure no. 19)
2. Segregation of concrete observed in the pier wall. (Refer figure no. 20)
3. Abutment cap is rehabilitated in year 2018 due to major settlement observed in
suspended span and approach slab. (Refer figure no. 21)
4. Damage observed in brick slope protection around abutments. (Refer figure no. 22)
Discussion:
1. A bridge substructure is susceptible to distress can be caused by vehicle/vessel
impact, chemical reaction, and construction errors like inadequate covers, corrosion of
embedded reinforcement, foundation movement, shrinkage, and temperature changes.
2. Rehabilitation of sub-structure must appropriate specifications with strengthening to
meet the requirements for shear capacity, ductility, and confinement with respect to
the regional seismic requirements that should be considered in the design and retrofit
of bridges.
3. Segregation of the concrete affects strength and durability in structures. In good
concrete, all concrete aggregates are evenly coated with sand and cement paste and
form a homogeneous mass.
4. Slope erosion has always been an issue for bridge embankments. Especially during
the monsoons, these slopes pose a challenge. Since the Ujarpur bridge slopes were
steep & subjected to erosion by during rain, A permanent, erosion-resistant ground
cover of large, loose, angular stone (Riprap protection) is required instead of
conventional stone pitching.

3.2.7 Foundation.
Foundation is not visible for detailed observations.

CHAPTER-4: FUTURE ACTION PLAN

1. Till date Authority has supplied no drawings for this bridge.
2. No repair & rehabilitation history and details have been received by this office;
3. Hence, we had to carry out the detailed Topographic Survey;
4. The preparation of detailed dimensional drawings on the basis of the Topographic survey
is in progress and shall be completed within a month or so;
5. Based on the detailed dimensional drawings, in-house analysis model shall be prepared;
6. The NDT has been completed for the bridge;
7. Detailed condition Survey has been completed;
8. The in-house analysis model shall be updated based on the NDT test results and
condition survey to assess the load carrying capacity of the bridge;
9. The capacity of the bridge assessed from the in-house model shall be validated through
on-site bridge load testing in consultation with the authority;
10. BoQ shall be prepared subsequent to the rate analysis carried out following PwD SoR.

11. Final report shall be submitted thereafter

Intermediate Draft Recommendations


Since all the activities e.g. preparation of in-house model, non destructive tests, topographic
survey, condition survey etc. are not completed fully, final recommendation cannot be given.
However, based on the activity carried out till date, intermediate draft recommendation is
given below. The same shall be finalised after finalisation of all the activities mentioned
above.

a) The superstructure is of balanced cantilever type and integral with piers;


b) Suspended spans are resting on roller bearing on one side and steel plate on the other
side; the steel plates are found to be damaged;
c) Lot of potholes are observed in the wearing course surface;
d) Deck slab reinforcement at bottom (soffit) are found to be exposed due to spalling of
concrete;
e) Excessive honeycomb concrete is observed;
