INTRODUCTION

HISTORICAL BACKGROUND OF THE COMPANY

Joseph Rice Mill was founded by Mr. Eleuterio Violago in 1964 as a single proprietor. In
1974, rice buyers from Southern Tagalog went to Nueva Ecija due to rice shortages in Metro
Manila, hence, outlets were expanded to Batangas, Cavite, Laguna, Bulacan, in Luzon and also
Visayas and Mindanao excluding their existing outlets in Quezon City, Las Piñas and Caloocan
City. With the growing demand of milled rice from 1977 to 1980 they put up additional four milling
station. In 1995 all the milling machines were replaced by 3 imported modern machines to upgrade
the quality of milled rice. In 1996, Joseph Ricemill was converted from single proprietor to
corporation, being headed since June 16, 2013 by the eldest daughter of the late Mr. Eleuterio
Violago, Mrs. Evelyn V. Barandiaran.

II. NATURE OF THE BUSINESS

Joseph Rice Mill Corporation was established on 1964 with the primary objective of
assisting the San Jose City, Nueva Ecija farmers in marketing their farm produce. With an initial
milling capacity of 2,000 rice per day per rice mill and a warehousing capacity of 3,200 bags of
palay per day per rice mill, it has help uplift the lives of the farmers in San Jose, Nueva Ecija.

Twenty four years after its establishment, Joseph embarked in expanding its milling
capacity by adding four more milling lines on top of the existing line. This has increased its
monthly output capacity of 28,000 bags per month or a total of 336,000 bags.

Today, Joseph is currently operating a total of seven rice milling line bringing up to its total
capacity of 72,800 bags per month or 873,600 bags per year. To assure its client of consistent mill
dries quality, each milling line is equip with top of the line cleaning and grading facility.

With its huge palay requirement of at least 120,000 bags per month, Joseph procures palay
not just from the farmers in San Jose, Rizal and Munoz, Nueva Ecija but as far Isabela and
Cagayan. To secure continuous supply of palay Joseph Rice Mill has launch its farm financing
program for the San Jose City, Nueva Ecija farmers. Today, it is presently financing a total of
1,000 hectares of land that is producing a total of 100,000 bags per cropping season or 200,000
bags per year.

Complementing Joseph’s enormous rice production capacity is its distribution network


strategically in Metro Manila. The network is made up of three trading centers located in Caloocan
in North Manila, Quezon City in Central Manila, and Las Piñas in South Manila. Distribution of
rice to each trading centers is easily carried out by a total of 20 ten wheeler trucks with a daily
capacity of 8,000 bags or 200,000 bags per month.
Each trading centers are logistically equipped with a warehouse and small trucks to
complement its distribution of its client. At present, the trading centers are servicing the rice
requirement of retailers, wholesalers/dealers, institutional and corporate accounts, including
supermarkets and food chain clients.

Other than rice, Josephs’ minor lines include the sale and distribution of by products such
as rice bran and broken rice. These by products are being sold to feed millers and other food
processors using broken rice as raw material for their products.

Today, Joseph is working towards the upliftment of the rice industry and food security
program of the country be continuously providing technical, financial and marketing support to a
majority of individual farmers and cooperatives in Northern Luzon.

III. OBJECTIVES
• To determine the company’s encountered problems and their response.
• To know the effect of employee social responsibility.
• To identify the social responsibilities of JRMC.
• To know if the policies given are well implemented.

IV. PRESENTATION OF DATA

POLICIES
• Wearing of ID and proper uniform
Sanction: They can’t enter the workplace and will pay 50 pesos. Continuous violation of
the policy can cause termination.
• Time of work
Sanction: Deduction of salary according to the number of hours late.
• No under the table policy
• No using of laminated sacks for eating
Sanction: No meal allowance on the time of duty.
• Bringing of own plate and eating utensils
• Maintaining of clean surrounding
• Day-off every Sunday.
• Leaving of personal belongings to the guard house upon entering.
• Regular checking of machines and car.

PROBLEMS

A. Employees
1. Lack of manpower
There comes a time when the business faced a relatively high employee turnover rate
because of the fierce competition in the industry. Employee is transferring from one rice mill to
another, in search of the more better employment benefits and higher salary.
As the answer, the business provide benefits like free rice, that the other rice mill can’t give
to avoid the cost of repeated hiring.
2. Employee theft
This problem of the corporation was frequently happening during the time of Mr. Eleuterio
Violago. Some of the workers were getting a rice and putting it in their bags secretly, others were
throwing it over the wall and get it when they are about to leave the rice mill premises.
The management made a solution to this problem by leaving the personal belongings to the
guardhouse upon entering the rice mill. The wall was made higher to prevent this kind of problem.
And, Mr. Eleuterio who is the president of the corporation that time, also gave free rice to the
workers because he believed that the major cause of this problem is the hunger of his employees.

B. Operations
1. Machine malfunctions
This problem exist only when the machine is not properly used or cleaned.
JRMC gave a solution to this by having someone who will maintain the cleanliness of the
machine and orienting the new employees on how to use it. When the machine had some sort of
small problems, the JRMC has its own technician and electrician who will immediately repair it.
But when the machine is already not functioning due to its age even after repairing it, they
immediately order a new machine.
2. Delay in delivery
One of the major cause of this problem is when the natural calamity like typhoon occurs.
Delivery trucks cannot deliver goods because it is too dangerous to travel on wet and slippery
ways.
And when the goods they have to deliver is not enough because of an unforeseeable circumstances.
As an answer, JRMC informed their customers ahead of time.

C. Management

1. No formal list of policies


2. Employee health and safety
The nature of the job itself is dangerous for the health of employees; first, because of the
rice dust that could lead to respiratory problem, second, the carrying of the heavy rice bags, when
not executed properly could be harmful to the body of the employee, some other activity that is
part of the job.
On the first problem the management didn’t take any actions, because of that the workers
themselves are making their own improvised mask by covering their face with cloth but it is not
enough because dust can still be absorb. And for the second problem, the employees are oriented
and trained on their job before starting to work, the management also made sure that the hired
employees are equips with the needed skill for the specific job.

PROBLEM RECOGNITION
The employees who recognised the problem would inform first his co-worker, then report
to his team leader or immediate supervisor and they will talk about that specific problem until they
will come up to a solution, if they can’t solve the problem by themselves, they will go to the
management and ask for help.

SOCIAL RESPONSIBILITiES

Philantrophic
• Eling Violago Foundation was establish on January 2014. It aims to help their own relatives and
the children of their employee who can’t afford to study in their chosen schools in Nueva Ecija
provided that they passed the given exam.
• Sponsorship- Joseph Ricemill Corporation is active in sponsoring Religious event, like Feast day
and such, medical mission, Barangay Fiesta, supporting schools like Don Bosco and other
projects in Nueva Ecija. The only requirement is giving a formal letter for approval.
• The corporation is also active in give relief goods for the people who affected by the typhoon
and other disasters.
• Death and health assistance for the relatives of the employee.

Ethical
• Recycling is one of the environmental-friendly activity of JRMC. They recycle the used rubber
rollers, old tires, used sack and other materials by selling them.
• Personal loans are given as long as the company can give that amount and the amount given to
them is depending on their ability to pay, applicable for middle management only.
• Giving of free 10 kilos of rice per month for each employees.
• Sales incentives for regular employees.
Legal
• Free SSS, Philhealth, PAG-IBIG for the regular employees.
• 13th month pay
• Salary
• Payment of taxes.

Economic
• Joseph Ricemill has an estimated 10,000 pesos of profit per day.

V. EVALUATION

Disagree
1. Joseph Ricemill Corporation has no complete list of policies that is why the policies we
gathered are the once that is newly amended and the once remembered by the HR Manager.
Because of that it is not clear on what the sanction would be given in every policies or if a certain
policy exist in a given situation. Although the employees are well informed in the newly amended
once because they have a bulletin board that carries the memo, it is still not enough for the
employees to know all of the policies.
2. No signed contract upon entering the work .
3. No proper protection gears given by the management.
4. Employee health and safety problems are not a concern of the company.
Agree
1. They provide benefits more than the expected by law.
2. They are quick in responding problems.
3. They have a Philantrophic, Ethical, Legal and Economic social responsibilities.
4. Supports employee retention.
5. The decision making is decentralise.

VI. RECOMMENDATION

1. Create a formal list of policies and post it in the bulletin boards or in places that is easily
seen by every employees. In that way, policies will be well implemented and understood. By that
the company can avoid future problems and also to aid in decision making.
2. Have a written contract for every employee that indicates the conditions for employment,
compensation and benefits, company policies and job description and specification.
3. Provide additional protection gear like gas mask and long sleeves uniform for the
manpower and be more concerned in the employee well being.

VII. CONCLUSION

The researchers have identified the six company problems, both current and past, and
categorised it into three, these are; the employee related problems, the lack of manpower and
employee theft, next is the operations related problems which are the machine malfunction and
delay in delivery and lastly the management related problems which are the lack of company
policies and employee health and safety. The first four problems are already settled and are
confirmed through employee survey, while the last two problems are waiting to be answered.
The effect of social responsibility to employees is thats they have stayed longer to the
company. According to the employee survey, 73% of employees stayed longer than 7 years.
The social responsibilities of Joseph Ricemill Corporation are also categorised into four:
the Philantrophic responsibilities are the Eling Violago Foundation, sponsorship, giving of relief
goods, death and health assistance, for the Ethical responsibilities it is the, recycling, personal
loans, free rice and sales incentives, for the Legal responsibilities it is the free SSS, Philhealth,
Pag-ibig, 13th month pay, salary and payment of taxes and lastly for the Economic responsibility
it is the profit of the company.
Newly amended policies are posted on the bulletin boards that is why the employees are
immediately informed about the changes. Although majority of policies provided (the policies
given are the ones remembered by the hr) are well implemented, the others were unaware that a
certain policy exist because the company has no complete list.
