Introduction
Save The Second is a 501(c)4 non-profit dedicated to the preservation, promotion, and
expansion of the Second Amendment. Save the Second was founded by two NRA
members – Anthony Garcia (President) and Ron Carter (Vice-President) who were tired
of watching the NRA fall apart, and decided to do something to save it.

Save the Second is a coalition of gun owners, Second Amendment supporters, and
firearms instructors working to strengthen the National Rifle Association from the
inside. We are NRA members, prospective members, and former members all sharing
grave concerns about the recent scandals, investigations and negative media coverage
that now plague the organization and the lack of response from current NRA Board
leadership. We support the NRA’s mission and we want the NRA leadership to do the
same.

In order for the NRA to be strong, relevant, and effective, we must reform the
leadership and bylaws, remove wasteful expenditures, refocus the NRA on the primary
tasks of providing firearms education and training, protecting the Second Amendment,
and hold the leadership accountable. That is our mission.

Our vision is to save the Second Amendment by strengthening the National Rifle
Association. Once our mission is accomplished we hope to then grow the NRA’s
membership, help improve its public image, and secure the NRA’s long-term ability to
carry out its stated purpose of protecting our “individual rights of self-preservation and
defense of family, person, and property,” as provided in Article II, Section 1 of the NRA
Bylaws.

The reports of the NRA Elections Committee have consistently revealed abysmal voter
turnout among the membership. In 2019, the Committee mailed 2,452,813 ballots to
voting-eligible members, and only 145,920 ballots were returned. That’s a voter turnout
rate of less than 6%. In order for the NRA to properly represent its five million
members, those members must be active, informed, and vocal. A strong NRA depends
not merely on the leadership but on the rank-and-file members. That’s why Save the
Second has identified member engagement as one of its top priorities. In order to
increase member engagement and voter turnout we must make sure members are
well-informed. Through our website, blog, social media, and this voters’ guide we hope
to serve as a central location where members can catch up on the latest news about
the NRA and decide for themselves how they think the organization is doing. Our NRA
must be accountable to its members.

Problems in the NRA
The National Rifle Association is in terrible condition going into 2020. The NRA has
multiple multi-million dollar lawsuits against the former advertising agency, Ackerman
McQueen, a lawsuit against former NRA President Oliver North, an investigation by the
New York Attorney General, an investigation by the D.C. Attorney General, charges
from the New York DFS and more financial and political problems.

These legal battles require incredible amounts of money (the members’ dues and
donations), yet egregious wastes of money by and for the executives (NRA’s 2018 990
Tax filing) has been rampant and unchecked. The NRA BoD has gone so far as to
retroactively approve transactions. The unchecked spending and continued
solicitations are even the basis for a class-action lawsuit against the NRA from current
and former members.

There are those inside the NRA that have sought to address these transgressions and
malfeasance but most who have been fired or forced to leave. In a New York Times
interview NRA CEO/EVP Wayne LaPierre said that “If I lose every friend, I am prepared
to do it.” Eight NRA BoD resigned in 2019. Six employees (likely more) were fired or
resigned, including the prior head of NRA-ILA, Chris Cox. Four directors that called for
an independent audit were stonewalled causing three of those four to simultaneously
resign.

For many NRA members, the hope that the NRA would improve has been lost. After
the NRA backed bump-stock ban went into effect and the NRA’s support of Red Flag
Laws, many who had previously believed the NRA’s “Not one single inch" mantra to be
true have been deeply hurt by the hypocrisy and have left the organization as a result.

For any other organization, these issues would cause an immediate change in
leadership. Wounded Warrior Project had a very similar case of corruption that sparked
an overhaul. Recently, CEO of Smith and Wesson’s parent company was fired days
before Shot Show. Yet, in a May 23rd letter to the membership from “NRA leadership
and past Presidents” they doubled down and vehemently defended the NRA
leadership with several since exposed contradictions.

It is the hope of Save the Second that these issues will not be swept under the rug and
that the candidates for the Board will confront these issues with courage and integrity.
The failure to address these issues is unacceptable.

Candidates
Each year the NRA holds an election for 25 candidates to the Board of Directors (BoD).
One additional director is elected (as the “76th” director) at the NRA Annual Meeting.
There are a total of 76 seats on the NRA BoD.

2019 saw an unprecedented number of resignations from the NRA BoD. Eight directors
since May. While many of those vacancies on the board were filled per the bylaws from
last year’s runners-up for BoD election, that pool was depleted. This year will see a total
of 32 directors placed on the board, 25 elected to three year terms, 4 to two year
terms, 2 to two year terms, and 1 to a one year team (subject to change).

The list of candidates for the NRA BoD was originally sent out with 40 candidates on
the ballot. Two candidates withdrew their names (John Thodos and Jeffrey Hague).
There are 38 candidates running for the NRA BoD this year. Currently, 84% (32 of the
38) of the candidates running will be gain a seat on the NRA BoD regardless of the
voting tallies.

26 of the 38 are running for re-election. That’s 66% incumbents on the ballot. 5 of the
13 candidates who are not currently on the NRA BoD have been before! That makes
82% of the candidates on the ballot who have been there and done that before. 36 of
38 have been nominated by the NRA’s Nominating Committee. That is 95% of the
candidates on the ballot made possible exclusively thanks to the Nominating
Committee. Only two candidates are on the ballot solely by petition of the members.
John Cushman and Frank Tait (though Ted Carter also ran by petition of the members
he was also nominated by the Nominating Committee). Three directors with their terms
expiring are not on the ballot: Lance Olson, Heidi Washington and Melanie Pepper.

The information on the BoD Candidates in the following pages is made possible by
internet research. Where pictures of the candidates could be found, we have included
links from where they are from. Any social media, contact information and relevant
news articles have been included. Though, with many candidates, there is much more
information to be had, this guide is not meant to be an exhaustive database, but rather
a starting point for you to begin your own research. It is your NRA, after all.

Finally, there are candidates running for election that Save the Second would
recommend you do not vote for as they have no interested in addressing the problems
and/or have otherwise been unaccountable to the membership of the NRA. Save the
Second will leave it to the voters’ discretion who those might be.

• Jeffrey W. Hague has withdrawn his name, as the February issue of American
Rifleman indicates. Candidates page has updated to 38 candidates and 84% of
those 38 being elected to the NRA BoD.

• * Patrica Clark - at one point had been the Chair of the Nominating Committee. She
was not serving on the Committee when she was nominated by the Nominating
Committee for the 2020 by that committee last year.

• ** Discrepancy in the February American Rifleman pg.72, “two people were


nominated by petition.” Ted Carter, John Cushman and Frank Tait all ran by
petition of the members for the 2020 election ballot. Neither John Cushman nor
Frank Tait received nomination via Nominating Committee. They are on the ballot
by petition of the members only. Ted Carter (not John Cushman as erroneously
mentioned on the Ep. 18 podcast) received nominations from both.
