1.0 LEADERSHIP & COMMITMENT

The management of Bharat Heavy Electrical Limited is firmly committed to maintain the health
and safety of its own employees, employees of the sub-contractors, and other personnel who may
be affected by its activities. It is also committed to protect the environment and preventing
pollution as a result of its activities. The management will fully comply with the statutory
requirements with respect to Health, Safety & Environment Management. In order to ensure that
this commitment is maintained, the following essential duties are envisaged for the management:

 Taking decision that is consistent with the stated HSE policy and HSE objectives.
 Allocating adequate resources for effective HSE management.
 Promoting HSE issues in management communications
 Senior personnel’s visible participation in inspections and audits of work areas , HSE
meetings, HSE promotions and incident investigations; thereby encouraging employees’
feedback to them on HSE issues
 Setting a high standards with regard to HSE

POLICY & STRATEGIC OBJECTIVES

1.1 HSE POLICY STATEMENT :

A copy of Gammon HSE Policy is enclosed herewith as Annexture-1.

2.1.1 DISTRIBUTION & AVAILABILITY


Gammon management shall ensure that all concerned, including sub-contractors, are
provided with a copy of the HSE Policy. The Policy will be prominently displayed on relevant notice
boards, and will be made available in the local language understood by majority of the workforce.

2.1.2 HSE POLICY DISCUSSION

The line management explains the HSE policy to all employees. It has been also included
within the HSE induction training program.

2.2 HSE OBJECTIVES FOR THE CONTRACT


The company has the following objectives concerning HSE for the contract:

 To aim for a continual control of hazards and reduction of risk exposure to the workers and
those of our sub-contractors including other interested parties of the construction activity.
 To have ZERO accident within the contract
 To ensure that all personnel are qualified to do their job and have undergone HSE Induction
training
 To implement a scheduled program for HSE promotion activities
 To implement a scheduled program for inspections and audits
 To comply with the HSE requirements specified by the client during their progress of work

The target of “ZERO Accident” will be achieved by implementing HSE procedures and systems such
as Method Statements of the job, Job Safety analysis, Hazard Identification and Risk Analysis,
Hazard control through implementing LIPL ‘permit to work’ system for all hazardous activities.

2.0 ORGANISATION, RESPONSIBILITY, RESOURCES, STANDARDS & DOCUMENTATION

3.1 HSE ORGANISATION

3.2 KEY PERSONNEL

HSE is a line management responsibility, hence the Project Controller being overall in
charge, is responsible for the maintenance of HSE in contract. However, the team of the Project
Manager {Site engineers and Supervisors} holds functional responsibilities for their respective areas
and is individually responsible for the execution of the HSE plan.

The services of the General Manager (HSE) from corporate office are available. However, Safety
Officer / Safety Supervisor and male nurses are available for consultation, guidance and monitoring
of the implementation of the HSE Plan at the site.

3.3 ORGANISATION CHART

The organization chart for the areas of the NTPC contract at Sipat is attached as annexure- 2.

3.4 HSE RESPONSIBILITIES

3.4.1 SITE SAFETY COMMITTEE

A safety committee will be formed to review the implementation of safety issues and
safety requirement. The frequency of committee meeting will be once a month or as per
the project requirement. The agenda of meeting will be circulated to all committee
members mentioning the schedule of the meeting. Every meeting will be minuted and
signed by all members present.

ROLE AND RESPONSIBILITY OF SITE SAFETY COMMITTEE


 Evaluate a suitable course of action for the effective implementation of safety system &
procedures.
 Meet at regular intervals to discuss ways and means to eliminate unsafe acts/ conditions.
 To monitor the performance of the safety programs and suggest improvements as required.
 Exception points relating to safety Audits, sub-contractors’ safety practice, incident/accident
reports, near miss reports etc.
 Analyze activities to be undertaken in the near future to identify hazards and precautions to
be taken.
 Inspecting the site on regular intervals to locate unsafe conditions with reference to the self-
inspection checklist.
 Investigation of all accidents and strengthening the safety program by additional
precautions, if any based on the accident investigation.

ROLE AND RESPONSIBILITY PROJECT MANAGER / SITE-IN-CHARGE


The project manager shall be the leading force in progressively promoting and improving
safety and health in all areas. He shall:
 Comply with Client’s requirements, HSE-Policy of the company and relevant statutory
requirements that are applicable to the relevant work.
 Ensure HSE Action Plan and other operating instructions are available at site and copies /
abstracts are issued to all concerned including sub-contractors and that special instructions
issued by clients are passed on to all concerned.
 Ensures the competency of project personnel and to provide training where applicable.

 Ascertain that all plants and machinery utilized at the project site meets the safety standard
and are safe for use.
 Pre-plan and prepare work procedures layouts in accordance with Health, Safety &
Environment Management Plan.
 Ascertain potential hazards or processes before commencement of work and inform all site
staff accordingly.
 Ensure that all sub-contractors meet their obligations under current legislation, codes of
practice, and condition of contract in accordance with HSEMP, and complied with the same.
 Ensure that safe system of work are implemented and maintained by the project Engineers /
Supervisors / Foreman and employees at the worksite.
 Coordinate with HSE - Officer on Health, Safety & Environment related issues.
 Hold HSE meeting at least once a month to discuss various aspects on Health, Safety &
Environment with sub-contractors and clients and minute the meetings.

ROLE AND RESPONSIBILITY OF SITE SAFETY-IN-CHARGE


 Carry out safety inspection of Work Area, Work Method, Men, Machine & Material, P&M and
other tools and tackles.
 Facilitate inclusion of safety elements into work Method Statement.
 Highlight the requirement of safety through Tool-Box / other meetings.
 Help concerned HOS to prepare Job Specific instructions for critical jobs.
 Conduct investigation of all accident/dangerous occurrences and recommend appropriate
safety measures.
 Advice & co-ordinate for implementation of operational control procedures etc.
 Convene safety meeting & minute the proceeding for circulation & follow-up action.
 Plan procurement of PPEs and safety devices and inspect their healthiness.
 Report to PM/RO on all matters pertaining to status of safety and promotional program at
site level.
 Facilitate administration of FIRST – AID.
 Facilitate screening of workman and safety induction.
 Conduct fire dill and facilitate emergency preparedness.
 Design campaigns, competitions and other special emphasis programs to promote safety in
the work place.
 Notify site personnel non-conformance to safety norms observed during site visits / site
inspections.
 Recommended to Site In-charge, immediate discontinuance of work until rectification, of
such situations warranting immediate action in view of imminent danger to life or property
or environment.
 To decline acceptance of such PPE / safety equipment that do not conform to specified
requirements.
 Encourage raising Near Miss Report, along with improvement initiatives on safety.

ROLE AND RESPONSIBILITY OF SITE SUPERVISORS


 All supervisory staffs are responsible to the line management for the safety of personnel
under their control.
 The Supervisor is responsible for the employees under his supervision and accountable for
the effective enforcement for protection of Health, Safety & Environment related issues
within his area of responsibility. This includes:
1) Maintain safe working conditions and good housekeeping in all areas under his
supervision.
2) Enforce use of PPE as requested by Project Specific Rules and regulations.
3) Take action on any safety violations that are observed and liaise with the HSE
Department on area of concerned.

4) Immediately Inform & report to the HSE-Officer while any accident, near misses,
dangerous occurrence, occupational poisoning or diseases shall be noticed within the
project sites.
5) Continuously monitoring the work area for conditions, which are likely to cause
personal injury or property damage. When any unsafe condition is found to correct
them immediately.
6) Plan safety in accordance with the approved work methodology for daily work
activities.
7) Ensure that job hazards and safety procedures are explained to each employee before
begins work.
8) Work in close cooperation with the HSE-Officer to eliminate and correct all unsafe
practices and hazardous conditions found.
9) Establish procedures for first aid, ambulance availability, hospitals / doctors and
notification to relatives, wherever necessary.

ROLE AND RESPONSIBILITY OF WORKERS


 Comply with requirements of company’s HSE Policy as relate to him and co-operate with
others in carrying out the requirements.
 Report defects in lifting appliances, lifting gears, transport equipments and any other
equipments or tools & tackles to your immediate superior.
 Not to remove or interfere with any fencing, gangway, ladder, covering, life saving
appliances, lighting and other things whatsoever required by site safety rules &
regulations.
 Take care of personal protective equipment.
 Don’t let your work put another worker in danger.
 Use only means of access provided for specific work at site.
 Avoid horseplay, practical jokes or other activities to create a hazard.
 Don’t use drugs or alcohol on the job.
 Keep the latrines, urinals, wash points, canteen and other facilities provided in a clean
and hygienic condition.
 Present in the tool Box Meeting every day and obey all the instructions & information
given by the site engineers / supervisors.
 Report any unsafe work practice and any injury or accident to your supervisor.

ROLE AND RESPONSIBILITY OF SUB-CONTRACTORS


 The subcontractors / his site-in-charges shall adhere to the rules and regulations mentioned
in this code practice very strictly in his area of work in consultation with his concerned
engineer and the Safety In-Charge.
 All workmen shall be screened before engaging for the JOB.
 No employee below 18 years shall be engaged for work.
 All necessary PPE like Safety helmet, Belts, Shoes, Face shield, Hand Gloves etc shall be
arranged before starting the job.
 Ensure that all T & Ps engaged are tested for fitness and have valid certificates from
competent authorities.
 Instructions laid down in operation control procedures (OCPs) shall be adhered to.
 Person working above 2 meters should use Safety Belt tied to a stable structure.
 Material should not be thrown from the height. Cautions to be exercised to prevent fall of
material from height.
 All accidents, Major / Minor, shall be reported to the Project Manager of Gammon.
 After completion of the Hot Work, the supervisor has to ensure that there is no burning hot
object, which can cause burn injury.

 Adequate valid Fire Extinguishers shall be kept near the place of work while carrying out Hot
Work.
 No unwanted materials should be left out.
 Good Housekeeping should be maintained.
 No personnel should travel on Tractor/ Trailer.
 Horse-play should be strictly forbidden.
 Adequate illumination shall be arranged during night work.

4.0 CONTRACT HSE OBJECTIVES /ACCOUNTABILITY

4.1 HSE OBJECTIVE FOR THE CONTRACT:

These are described as item 2.2 above.

4.2 HSE TARGETS FOR THE CONTRACT

Our HSE target is to have the accident frequency and injury severity rate to the lowest possible
level zero. We shall also strive continuously to improve on previous and existing performance by the
use of the safety practices, techniques, technology and equipment available. However, as a
guideline, we have set the following targets for the year2007 in this contract.

Weekly safety report will be submitted to the client in the prescribed format. The report will include
the information about the accident/incident (if any) including all the near misses, safety induction
training program imparted to the employees /sub-contractors, details of tool-box talks’ safe man-
hours, employee exposed-hours.
The HSE performance against these targets will be monitored monthly by the location based
Safety Officers and reported to the CMS, Corporate safety Manager through the Project Manager.
The same data will be reported to our clients for their review and monitering.The records will
separately reveal the performance of the site.

5.1 HSE Communication

The Project Manager will communicate the Client / CMS on all matters related to HSE. Safety
Officer will communicate with the clients and their representative on behalf of the Project Manager.
Safety officer will also communicate with the sub-contractors & their Safety Officers on all HSE

matters. Details of HSE communications are covered in section 3.4 of this document. Signboards,
Warning signboards, safety posters shall be posted at all site locations appropriate to the job
activity and the potential hazards with which the workers are exposed.
3.1.4 Corporate Structure / Responsibilities

The line management headed by the CMS is responsible for maintaining HSE within the contract.
The safety Officer is responsible for providing specialist HSE advice to the line management at the
site. The individual HSE responsibilities are detailed in “Organization & responsibilities” in the
document Safety Manual. *****

i. Empowerment to stop unsafe work

Safety is a line management responsibility, from the directors to the managers, to the supervisors
and ultimately to each and every person exposed at the work site.

Everybody has a responsibility to ensure that the job is done safe. It is not just the supervisors, but
each & every person exposed to potential hazards can stop work if it has become unsafe and get it
corrected.

b. HSE PROFESSIONALS

The Safety Officers have a direct reporting relationship with the Corporate Safety Personnel. The
Safety personnel shall monitor implementation of the advice, and any non-compliance shall be
brought to the notice of the Project Manager / CMS through the Corporate Safety Manager.

3.2.2 HSE Department

The HSE department shall be involved in all aspects of the contract HSE management including the
following:

 The assessment of sub-contractors with regard to HSE.


 HSE Inspections, Audits and conduct emergency exercise / mock drill.
 Carrying out Health, Safety and Environmental performance monitoring and surveillance
within the contract.
 Communicate incident/accident reporting system within the contract and assist in accident /
incident investigations and in the preparation of action plans.
 Drafting / updating & implementation of HSE rules, regulations and standards.
 Make standard for procurement, maintenance of minimum stock (at site stores) for
personnel protective equipments.
 The development and use of training courses and use of its literatures.
 Organizing and conducting HSE Induction program.
 The training of Fire-fighting teams, first-aiders, and rescue teams, as required.
 Emergency drills and exercises within the project.

SUB-CONTRACTORS

HSE Management of sub-contractors

All sub-contractors, vendors and suppliers employed in the execution of the contractual work
shall be required to adhere to the provisions of the HSE plan. The sub-contractors will be
required to comply with the specific additional requirements (laid down by the client) to carry
out such activities.

 Gammon will follow same standards for monitoring and auditing of the sub-contractors’ HSE
performance, and will take the necessary action/s pursuant to any non-compliance. The sub-
contractors shall be filly responsible for the compliance.
 The Project Manager will conduct HSE audit of the each sub-contractor once in a period of
three months. The Safety Officer will assist him as observer. In addition, the CMS /
Corporate safety manager (HSE) will conduct internal HSE audit on the full contract
(including sub-contractors) once in a period of six month or whenever required. The client’s
representative will be invited to participate in annual internal HSE audit.

3.1 HSE Communication

3.2.1 Coverage /Awareness

 All permanent workplaces shall have mobile phone/intercom/walky talky as a means


of communication with Gammon Site Office .
 Temporary worksite shall have mobile phone/walky talky to obtain assistance with the
site office.
 Emergency response contact phone numbers like Fire, Security, Medical,
Administration, Ambulance, will be displayed prominently at worksites. All workmen
would be made aware of this number during their safety induction and periodically during
the tool-box safety meets.
 Each & every near miss incidents / accidents /environmental aspects will be invariably
reported to the head office and the clients, as well in time.
 In case of a serious / major accident seek assistance of the client.
 Emergency response drill will be carried out during the contract.
 Gammon engineers / supervisors will communicate with all workers in the event of
emergency, in spite of the diversity of language.

3.1.5 Communication Links

The communication of HSE issues between the Gammon Site Office, H.O. and sub-contractors
involved within the project shall be carried out by the following means:

 HSE Notices /Messages and instructions (through Safety Officer).


 Management HSE briefings carried out as and when required and during management
review meets.
 Issue of HSE Inspection and Audit reports, to all concerned parties (to be arranged by the
Safety Officer).
 Conduct ‘Tool-box’ meets daily before the commencement of work.
 Conduct monthly safety meets with the representatives of Gammon, its sub-contractors and
the representatives of the client once a month.
 Safety Report for the client weekly and to the Project controller /H.O. monthly.

In addition to the above means of HSE communication, the company shall also hold ad-hoc
meets as and when required to discuss the HSE issues.

HSE communication will be verbal /written /pictorial.

3.2 HSE MEETING PROGRAM

3.2.5 Schedule of Meetings

The following schedule of meetings shall be implemented within the project (The Safety
Officer shall maintain record of attendance).

 Client HSE Meetings


The client will hold an apex committee meeting once a month. The senior management, other site
members /Safety Officer (as directed by the client) will attend the meeting. The actions identified in
the meeting will be designated to the concerned department head.

 Tool Box Meetings


To be held daily at site by each work group supervisor in beginning of the shift or when new
activity / job commence. The safety officer issues guidelines for tool box talk. The supervisor
will use the safety hand-book for conducting daily “Tool Box Talks”. The attendance will be
recorded in the safety office.

 Other Meetings

In addition to the scheduled meetings, any other safety meetings will be conducted by the
Project Manager or directed by the client.

3.2.6 Management Participation

The meeting attended by the Senior Management shall be visible to all employees. They shall
set and monitor HSE objective and shall show support to the stated policies and objectives.

3.2.7 HSE Meeting Structure

The following items are expected to be included within the agenda of HSE Meetings:

 Review of the contract / overall HSE performance


 Review of accidents / incidents , near misses and identification of any actions that can be
taken
 Accidents / incidents statistics review and identification of any trends
 Discuss incidents / LTIs and learning points of others in the same field of activities.
 New procedures / Legislations / Codes of practice.
 HSE promotion and training.
 Discussion of potential work hazards / risks connected, with the contract.
 Any other business associated with HSE.

3.2.8 Follow-up actions


Minutes of meeting will be recorded by the Safety Officer for all meetings except the tool-box
talk for which standard format will be used. All follow-up actions shall be recorded within the
minutes of the meeting along with the proposed completion date along with the name who will
take action. The Project Manager will follow up the closeout actions and the same shall be
reviewed and reported in the subsequent meetings. The closeout actions will be monitored by
the Safety Officer to assist the project Manager.

3.2.9 Communication

All key HSE issues shall be communicated to the workforce through the tool-box meetings,
notice boards, HSE Memos, or training methods and in every important announcement by group
address. Health, safety and environment issues shall be segregated as much as practicable, so
as to maintain clarity and focus to communications.

3.3 HSE Promotions and Awards

Audiovisual /written (Notice boards, newsletters) /face to face / pictorial techniques will be used
to promote and increase awareness of HSE amongst the staff and workers. The following
promotion and awareness programmes shall be incorporated within the execution of the contract
work.
 HSE case study during weekly internal safety meetings by the safety department.
 HSE poster display
 Safety news letters /notices
 Occupational health talks by the male nurse
HSE promotion and awareness activities shall be in the language understood by the majority of the
workforce.

3.3.5 HSE performance

The HSE performance of the site will be displayed on general notice board, and the project HSE
performance notice board.

3.4 HSE Competence Requirements

Competence for the job

Competent personnel will be put on the job. Particularly, personnel put on the job / activity that is
hazardous like mobile crane, carry out welding and cutting activities, work at height, erection, use
& dismantle of scaffolding or the like activities where “permit to work” is required, only the skilled
workforce will be delegated.

3.4.5 Fitness of personnel


For all Gammon and sub-contractor employees a male nurse will be made available at the site
office. On the recommendation of the male nurse the site management will release the
personnel for medical check up by a specialist. The safety officer will audit the medical records
at least once in bimonthly.

3.5 Employee Orientation Program

All Gammon and sub-contractor employees shall undergo HSE Induction program. The records of
HSE Induction will be recorded in a separate HSE Induction register. New inexperienced
employees will be trained and coached by a supervisor before they are inducted to the work.

3.6 HSE Legislation

3.6.5 Coverage

The company and its sub-contractors will comply with the following:

 HSE legislation
 Government legislations, codes and standards
 Gammon management system & procedures

 Clients’ HSE regulations, codes and standards
 National codes

3.7 Availability

HSE documents will be available with the safety officer for reference to all employees. The Safety
officer controls the HSE documents. He reviews them according to the client’s requirements and
gets the revision approved by the CMS / the Corporate Safety Manager through the project
manager, as appropriate. Deviations to procedures are normally not accepted. It will be submitted
to the authorized representative of the client for approval for this contract.

Coverage: Gammon HSE documents are to be in line with statutory requirements and the
specifications of the client.

3.8 Permit to work

At NTPC Limited, Gammon will follow the clients procedure related to “permit to work” system.
This shall be used in all circumstances that warrant a permit to work.

3.0 Hazards identification & Job Safety Analysis

4.1Methods and procedures for Hazards identification

“Hazards identification & job safety analysis is applied within all activities of the project. The
activities that are declared hazardous by the client and where hazards are identified, job safety
analysis will be carried out. Such identified hazards and the JSA will be recorded in Hazard
identification and risk analysis register.
The process involves the following steps:
 Identify the task
 Breakdown the task into activates
 Identify the hazards and threats
 Eliminanate the hazards where possible
 Assess the consequences from the remaining hazards
 Specify controls i.e. actions and precautions that will prevent consequences
 Specify recovery measures

Supervisors and foremen will conduct Toolbox talks prior to taking up any new work based on
the hazard analysis of the respective task .Any new hazards, Which are identified during the
course of work ,will be discussed with the employees by the supervisor. The “Hazards
identification & job safety Analysis” register shall be updated once in a year.

4.2 ASSESSSMENT OF HAZARDS FOR JSA

The Safety Officer / Engineer will carry out assessment of the exposure the work force to
hazard and the job safety analysis as per 4.1 above .each steps then analyzed to determine the
exposure of work force in doing the task. This assessment will form part job safety plans. Risk
reduction measure shall include:

 The work method and associated procedures


 Exposure reduction method

 Emergency response measures
 Hazard and risk mitigation methods

3.3 Handling of Chemicals

Chemical management such as handling, transportation, storage, use and the waste disposal
management will be carried out in line with the client specification / existing norms of the land.

Assessment of pre-requisite for the hazardous activity

2.5.2 Assessment of PPE Requirement

The identification of the processes that require the use of specific PPP shall be made using the
following;
 Hazard Identification & Job safety analysis
 Codes of practice and standards
 Task observation and the job safety plans
 Chemical Hazard Data Sheet / Material Safety Data sheet
 Statutory Requirements
 Knowledge of Industrial hazards relevant to the work activity

At site the following are the basic PPEs’ to be worn by all personnel:

 Safety helmet with chin strip


 Safety shoe / Gum boot
PPE Instruction / Training

The basic PPE instruction / Training is provided as a part of the HSE induction course which is
mandatory to all employees. Use of PPE is monitored through periodic inspections by the Safety
officers / line Managers.

4.0 PLANNING & PROCEDURES

Basic HSE Rules

General HSE rules for all employees are in place within the project and are included in the HSE
Manual. The rules cover basic house keeping, hygine, safety signals & likely hazards. The HSE rules
are cascaded to all employees during the orientation and HSE induction program.

5.1 Emergency Response Procedures

Coverage: Simplex shall prepare ‘Emergency Response & Evacuation Procedure’ separately under
direction of the client. It will cover the following emergencies:

 Fire / Explosion
 Accident involving serious nature
 Storm and lightening with rain
 Man lost
 Civil unrest
The Emergency Response & Evacuation Procedure’ will be available with the Project Manager /
Safety Officer as it is gets approved by the client.

4.3 Emergency Drills

Emergency Drills shall be conducted every month at least one working site to test the proficiency of
the workforce to handle the specific emergency. Each drill will be agreed upon with the client site
representative prior to the drill. However, the drills will be carried out without warning, thereby
demonstrating preparedness for response. The safety officer will obtain reports of the emergency
drills. Any action
Points arising out of the drill will be discussed with the Project Manager and concerned employee
and then corrective actions shall be taken.

4.4 Plant & Equipment ( Other than PPE)

All plant and equipment (Hazardous machines) used shall undergo pre-mobilization inspection check
list. The findings for which corrective action are to be carried out shall be completed before putting
the equipment into operations.

Gammon shall implement its standard procedures designated to ensure that all such plant &
equipments mobilized at site are free from defect / has the necessary guards fitted properly, that all
statutory tests, examinations, and inspections, where appropriate, have been done and it is safe for
its intended use.

 The mechanical / electrical department will carry out initial checks for all company owned /
hired equipments
 All plant and equipment will be subject to a preventive maintenance program to ensure that
it is safe for use
 Only trained personnel will be allowed to operate the plant
 All mobile plant operators

4.4.1 HSE inspection schedules of plant

All lifting equipments /tools & tackles shall have load tested by a third party approved by the
statutory regulations.
The following items shall be subject to schedule inspections at specified intervals, by the

4.5 Occupational Health


The CMS / PM is responsible to adopt the occupational health program for employees within
the site operations / or as directed by the client.
5.4.1 Medical Facilities and staffing:
Male nurse will be available at the office. He will attend any emergency, & will provide
immediate first aid treatment at the first aid centre. Incase of need of any medical treatment,
his advice will be followed. Adequate number of first aid boxes will be kept at the working
areas at the industrial yards. At work site a male nurse on 24 hrs. basis shall be made
available. Gammon shall make agreement with a local hospital either at Bilaspur or at any
other specialized treatment centre for handling medical emergencies. The details of agreement
shall be intimated to client. If permitted, we can use clients’ hospital as a better choice.
A vehicle to serve the purpose of an ambulance will be made available at site office to handle
emergency situation on 24 hrs. basis.

5.4.2 Contingency Plans:

Serious cases beyond the capability of site facilities will be referred to the clients’ hospital or to
the Apollo Hospital,Bilaspur /CIMS,Bilaspur. He will inform PM / Safety officer. The Project
Manager shall keep the client’s representative fully informed.

5.4.3 Hygienic and House keeping:

Hygienic and good housekeeping will be given priority and will be treated as part of the job for
every supervisor. As incentive for good housekeeping, campaign will be conducted and awards
will be given during the HSE week celebration every month.

4.4.1 First Aid Training & First Aiders

The male nurse will impart the first aid training to some employees selected by the safety
officer / project Manager. He will select the workers in such a manner that at least one trained
worker is always available in each group of workers working at different locations of the site.
The male nurse will update the list of the trained first aiders & the same will be available with
the Project Manager and the safety officer and will be displayed in the site office.

4.5 ENVIRONMENT MANAGEMENT

5.2.1 Awareness & Policy

Gammon is committed to protect the environment during its project activities.


 Removal and disposal of waste materials and sewage from sites and camps in a manner
prescribed in the waste disposal procedure under the statutes and the client.
 Educating employees to conserve environment.
 Maintaining site office and work places in a clean manner
 Cleaning of any spills (chemicals / paints etc.)

5.2.2 Control

Safety Officer will conduct the survey of the chemicals being used during the construction activity
and shall make recommendations for removing / replacing any carcinogenic chemicals. The line
management at each site will be responsible for compliance with the statutory environmental
protection standards and those of the client.
Hazardous and non hazardous wastes will be stacked separately. Similarly the waste at the
camp will be segregated (dry / wet) and disposed off at an area in consultation with the client.

5.2.3 Monitoring & Restoration

The line management headed by the Project In charge will be responsible to ensure that site is
restored in its previous conditions after completion of the work.

5.0 PERSONAL PROTECTIVE EQUIPMENT

All employees working at the project will be provided with safety shoe & safety helmet. Additional
PPE like ear plugs, dust masks, rubber gloves, gum boots, safety harness, etc. will be used
wherever required. Safety officer will decide on the issue of such PPEs’ (depending upon the
potential hazards identified to which workers are exposed) in consultation with the Project in
charge.
The safety goggles will be issued to those exposed to the hazard of foreign particles / bodies
flying into the eye. Persons engaged in welding and gas cutting activities will be provided with
apron and shields with appropriate shades of glasses.
Safety net will be installed properly for height works around the unprotected areas. The persons
working at / near unprotected areas will invariably wear safety harness with double lanyard, proper
anchorage and requisite connectors. Each & every component of the fall arresting system will be
inspected by the safety officer at site before the work starts. Advice of the client will be fully
complied with.
The damaged /torn PPE will be replaced immediately. The adequate stock of PPEs’ will be
maintained in the store.

6.0 ROAD TRANSPORT

Only those vehicles complying with the provisions of healthiness will be put in work .Each driver will
undergo defensive driving training provided by the client. The trailers / other transport vehicles will
be inspected at regular intervals for its healthiness as per checklist by the maintenance department
in consultation with the safety officer. Safety officer will educate the drivers and their khalasis safe
driving and parking / loading and unloading techniques through tool-box / induction.

Statutory Requirements
* All trucks / vehicles deployed at site shall have the valid documents of:
 Registration certificate
 Up to date tax paid
 Insurance
 Pollution certificate
 Fitness certificate
*All drivers shall carry their driving license while on duty.
*The helpers deployed with them must be an adult male.
*Two drivers and two helpers for each shift shall be deployed.
* The vehicles deployed at site for the project work must meet the following:
*Transport vehicles shall be allowed only to transport loads as per allowed tonnage capacity
mentioned in the registration book.

 Head light / deeper light functioning
 Side Indicators –Front / rear /side
 Rear light, rear main light & reverse horn.

Safety Requirements:

 No passenger shall be allowed in the goods portion of the loaded truck.


 None except the driver shall be allowed on the engine of any tractor trolley.
 First aid kit shall be available with the vehicle.
 Drunk and driving will be strictly prohibited
 Helper shall not travel on the foot rest while in reverse
 Driver shall wait for the signal of their helper while reversing / turning.
 Any untoward incident en-route shall be immediately reported to the in-gate security / site
office.
 Restricted speed will be observed.

Incident Investigation

8.2.1 Coverage and Method

Any incident involving an employee or a sub-contractor or third party shall be reported


immediately to the Project In charge / Safety Officer and the representative of the client.

All accidents and near miss includes will be reported to client within 4 (four) hours, followed by a
written report. The report will be in the formats of the client.

9.0 INSPECTION / AUDIT AND REVIEW

HSE inspections will be carried out as the HSE inspection matrix of this plan. The CMS & Corporate
Manager- HSE will conduct an audit on HSE plan compliance. This will cover all locations of the
contract and the sub-contractors.
The reports of the inspections will be maintained at the site by Safety Officer.

9.1. SCOPE OF AUDIT / INSPECTION

The Audits mainly cover compliance with the HSE Plans, while the Inspections cover a wide range
of activities like HSE training, Fire fighting and fire protection, house keeping, Health, Vehicle
Safety, Subcontractor’s Compliance, Permit to Work, Waste Management etc.

9.2 EFFECTIVENESS & FOLLOW-UP

Corporate Management shall review all audit findings, including discussion in Review meetings. All
audits shall be reviewed for evidence of findings and statistical results. The Inspection and Audit
action items will be entered in a database maintained and monitored by the Safety Officer for
effective and timely closeouts.
