The proprietor of a startup business that began in 2017 writes to request an abatement of Php 27,500 in penalties assessed by the Philippine Health Insurance Corporation for late payments. Due to tight cash flow as a new business still building client relationships and sales, payments were sometimes delayed until funds became available, though the proprietor acknowledges and apologizes for the late payments. The proprietor hopes the officer will consider abating the penalties.

Re: Request for Penalty Abatement under Reasonable Cause
Dear Sir/Madam:
I am writing to request an abatement of penalties in the amount of
Php 27,500.00 as per assessment in the EPRS Statement of Ac- count.
I acknowledge and deeply apologize for our late payments. The
reason was due to tight cash inflows. Our business started year 2017, and a start-up business, we are still on the process of build- ing relationships with clients and increasing our sales.
As much as we want to settle our accounts on time, sometimes it
left us no choice but to wait until funds becomes available.
