Dear Municipal Vice-Mayor:

Transmitting to your good office this duly approved SK Resolution by the Sangguniang
Kabataan (SK) of Barangay ___________, Tunga, Leyte, for REVIEW by the Sangguniang
Bayan of the municipality of Tunga, Leyte, as to the compliance with the priority
programs, projects and activities identified under Section 20 (c) of RA No. 10742, and
with other existing laws, rules and regulations, to wit:

SANGGUNIANG BAYAN (SK) BUDGET MESSAGE

Tunga, Leyte

Gentlemen and Mesdames;

Herewith is the Sangguniang Kabataan (SK) Annual Budget for Fiscal Year 2020,
of Barangay San Roque, Tunga, Leyte, covering the period January 01, 2020 to
December 31, 2020, prepared in accordance with forms, procedures and scheduled
prescribed pursuant to the provision of the Local Government Code of 1991 (RA 7160),
Rules and Rgulations Implementing RA 10742, otherwise known as the “Sangguniang
Kabataan Reform Act of 2015” and the Joint Memorandum Circular (JMC) No. 1 s. 2019,
dated January 23, 2019, issued by the Department of Budget and Management (DBM),
Department of the Interior and Local Government (DILG) and National Youth Commission
(NYC).

Our vision and goals in consultation with the Katipunan ng Kabataan (KK) of our
barangay, is to prioritize youth development and empowerment programs, projects and
activities in accordance with the Philippine Youth Development Plan and Local Youth
Development Plan, as embodied in the approved CBYDP and ABYIP, that will promote: a)
Equitable Access to Quality Education, b) Environmental Protection, c) Climate Change
Adaptation, d) Disaster Risk Reduction and Resiliency, e) Youth Employment and
Livelihood, f) Health and Anti-drug abuse, g) Gender Sensitivity, h) Sports Development,
and i) Capability Building, which emphasize leadership training.

Upon review on the statement and certification of income of barangay San Roque
and the estimated ten percent (10%) of the general fund of the barangay for the F.Y.
2019 & F.Y. 2020, submitted to me, by the Barangay Treasurer and reviewed by this
office involving the total obligation in the amount of Two hundred thirty one thousand
three hundred forty six Pesos only (PhP 231,346,346.00). Our budget for this year taken
from ten percent (10%) of the general fund F.Y. 2020 and unexpended SK Budget F.Y.
2019 (beginning balance) of our barangay is Two hundred five thousand thirty eight
pesos and thirty centavos (PhP 205.038.30).

The proposed expenditures formulated of our Sangguniang Kabataan (SK)

summarized as follows: A total amount for GENERAL ADMINISTRATION PROGRAM
is One Hundred ten thousand pesos and a total amount for YOUTH DEVELOPMENT

AND EMPOWERMENT PROGRAM is Three Hundred twenty six thousand and three
hundred eighty four pesos and thirty centavos for a GRAND TOTAL of Four hundred
thirty six thousand three hundred eighty four pesos and thirty centavos. In accordance
with Article 423 of the Implementing Rules and Regulations of the Local Government
Code of 1991 (RA 7160), the SK Fund shall not be used for the payment of PERSONAL
SERVICES EXPENDITURES, thus our Sangguniang Kabataan (SK) Annual Budget, F.Y.
2020 allocated for MAINTENANCE & OTHER OPERATING EXPENSES of
PhP 110,000.00 and for CAPITAL OUTLAY of PhP 0.00.

HONORABLE MEMBERS OF THE SANGGUNIANG KABATAAN (SK) of

Barangay San Roque, I have presented herewith the target of Sangguniang Kabataan
(SK) Annual Budget 2020 of Barangay San Roque, Tunga, Leyte for your consideration
and approval.

I am expecting the Sangguniang Kabataan (SK) to enact the corresponding SK

Resolution of the Sangguniang Kabataan (SK) Annual Budget for January 1, 2020 to
December 31, 2020.

For your support and continued cooperation, I am certain that we shall achieve
our Sangguniang Kabataan (SK) Goals.
