Congestion in baseband resource 3G Nokia

Currently, the following cards are available for Nokia equipment

In our Network we use FSME base band card which mean 19 SU of 48 CE each
Note that Nokia NodeB manages 3 licenses related to Baseband card to process 3 services: R99,
HSDPA and HSUPA. These licenses are allocated from NetAct system when integrating new
NodeB or upgrade/downgrade Baseband card

Check the number of BTS Fail (counter “RNC_1953a” for HSUPA, “RNC_1944a” for HSDPA)
and the number of Max Users Fails (counter “RNC_1951a” for HSUPA and “RNC_1949a” for
HSDPA)

first case: high Number of BTS Fail


i. If the Max User Fail is low and the traffic is high, this means that the BTS reach
his hardware capacity threshold and should be separate into two site. The solution
is then to add a second System module
ii. if the Max User Fail is High, check the license utilization this can be seen using
the report “VTRAN_E7b - CE Capacity in RU40” in column “Dimension”
- if the utilization rate is high (near 100%), increase the license
- If the utilization rate is not high and the traffic is also low, maybe the site has
been freeze and need to be restart
Second case: low Number of BTS Fail
i. If the Max User Fail is low this is normal there is no problem
ii. If the Max User Fail is High
