Cell Outage Detection Techniques
A cell outage is a situation where hardware or software faults
in an eNodeB prevent UEs from establishing or managing some
radio bearers in a cell under the eNodeB. If cells in outage are
not detected and adjusted in time, network performance and
service quality deteriorate notably (service drop rate becomes
high, UEs cannot access the network, and system capacity
decreases).

Cell Outage Detection Techniques (Cont.)
The cell outage detection feature automatically searches for
cells in outage by monitoring the status of eNodeB hardware
and software and the key performance indicators (KPIs) of cells
in real time.

Cell Outage Detection Procedure
A cell can be recognized as a cell in outage by three different
detection mechanisms: alarm, sleeping cell detection and
abnormal KPI.

Cell Outage Detection based on an Alarm
eNodeB monitors the status of its hardware and software
components. After detecting faults, such as a baseband board
fault, a radio frequency channel fault, or a link fault, it reports
an ALM-29240 Cell Unavailable Alarm to M2000.

Cell Outage Detection based on a
Sleeping cell
If eNodeB for two consecutive traffic measurement period,
specified by NoAccessDetectTimer determines
the number of RRC connection setup requests is 0,
the eNodeB reports the result to the M2000, and the M2000
determines that this cell is a potential sleeping cell

Cell Outage Detection based on an
Abnormal KPI
The eNodeB detects outage cells by monitoring the three types
of KPI for two consecutive traffic measurement periods:
RRC connection setup success rate
E-RAB setup success rate
Abnormal service drop rate
Users can set the thresholds for the three KPIs on the M2000
client. Any KPI, not meeting the requirements, can trigger cell
outage classification.

Adjusting Services of Cells in Outage
The cell outage detection feature automatically adjusts the
services of the cell to prevent further performance deterioration
by performing the following operations:
Isolating the cell in outage to prevent UEs from accessing or being
handed over to the cell
Transferring the UEs from the cell in outage to its neighboring cells
to prevent service drops or interruption
