Low-income housing
near DePaul, St. Louise
Are those who have commented negatively really
against low-income housing for the disabled
and medically fragile (right next to medical
facilities)? Or did they just not read the article?
I assume that if the county is looking into
building this housing, they would go through
all proper channels before doing so. I support
affordable housing next to medical facilities for
the disabled and medically fragile. It’s a great
idea. Transportation to medical appointments is
a big issue for the disabled and medically fragile.
Often this population can't drive, and they rely
on assistance from others. I love the idea of the
low-income housing for those who can't afford or
don't qualify for a setting like Westmont. I hope

What is
PUBLIC Public Safety Power Shutoff

SAFETY
or PSPS is a precautionary safety
measure that may proactively turn off
power lines when extreme fire danger
conditions are forecast. We will do

POWER
this to reduce wildfire risks and keep
our customers safe.
To receive important outage alerts,
update your contact information at
pge.com/mywildfirealerts.

SHUTOFF?

What criteria does PG&E consider when calling a PSPS?

No single factor will initiate a Public Safety Power Shutoff as each situation is unique.
The factors we generally consider include:
■ A Red Flag Warning declared by the National Weather Service
■ Forecasts of strong winds and wind gusts
■ Low humidity levels
■ Critically dry vegetation that could fuel a wildfire
■ And on-the-ground, real-time observations from PG&E field crews

In the interest of public safety, we continue to update and refine our criteria and
protocols on an ongoing basis.

How will I know if a PSPS has been called in my

neighborhood?
“PG&E” refers to Pacific Gas and Electric Company, a subsidiary of PG&E Corporation. ©2019 Pacific Gas and Electric Company. All rights reserved. Paid for by PG&E shareholders.

Because extreme weather threats can change quickly, our goal is to provide notice through phone calls,
emails and text messages to customers 48 hours in advance, again at 24 hours and again just prior to
turning off the power for safety. Updates will also be shared through social media, local news, radio
and pge.com until the time power is restored. To receive important outage alerts, update your contact
information at pge.com/mywildfirealerts.

How can I prepare for a PSPS?

We advise you to think in advance about your family’s needs and how you might be impacted in
the event of a power shutoff — or for any emergency.

■ Do you have a personal safety plan for all members of your family, including pets?

■ If you own a generator, is it ready to operate safely?

■ Do you know how to open your garage door manually?

■ D
o you have cash and a full tank of gas, in the event ATMs and gas stations
are unavailable?

■ Are your mobile phones fully charged?

2000 Measure A VTA delivers transportation solutions critical to the vitality, prosperity
Fiscal Year 2018 and quality of life for all who live, work, study or play in Santa Clara
County.
In November 2000, Santa Clara County voters approved Measure A,
a 30-year half-cent sales tax devoted to specific public transit capital
improvement projects and operations. Tax collection began in
mid-2006, making FY 2018 the 12th year of the 30-year program.

2000 Measure A Santa Clara County voters entrusted the Citizens Watchdog
Citizens Watchdog Committee (CWC), comprised of fellow community members, with
Committee Finding overseeing Measure A expenditures to ensure sales tax dollars are
spent as intended by the ballot. After thorough and careful consider-
ation:
It is the conclusion of the CWC that, for the period of FY 2018,
2000 Measure A tax dollars were spent in accordance with the
intent of the measure.

FY 2018 Key • Extending BART to the Silicon Valley cities of Milpitas, San Jose
Accomplishments and Santa Clara. Construction for the two stations and parking
structures for BART Silicon Valley Phase I was completed and
systems integration testing is underway. Revenue service is
projected by the end of 2019. In FY 2018, the VTA Board of
Directors certified Phase II’s Subsequent Environmental Impact
Report, approved a single-bore tunneling methodology, and
approved two station options: Downtown San Jose West and
Diridon Station North. Phase II also received a Record of Decision
from the Federal Transit Administration, the first required step to
seek federal funding.
• Improving Bus Service in Major Corridors. The Alum Rock Santa
Clara Bus Rapid Transit had its first complete year of operation in
FY 2018. Curb side shelters will be installed to enhance customer
experience.
• Extending Light Rail from Downtown San Jose to the East Valley.
Final engineering was advanced for the Eastridge to BART
Regional Connector Project (EBRC) in FY 2018. The supplemental
environmental report incorporating aerial alignment and express-
way geometry improvements was adopted in June 2019.

What is
PUBLIC Public Safety Power Shutoff
or PSPS is a precautionary safety measure that may proactively turn

SAFETY
off power lines when extreme fire danger conditions are forecast.
We will do this to reduce wildfire risks and keep our customers safe.
To receive important outage alerts, update your contact

POWER
information at pge.com/mywildfirealerts.

SHUTOFF?
What criteria does PG&E consider when calling a PSPS?

“PG&E” refers to Pacific Gas and Electric Company, a subsidiary of PG&E Corporation. ©2019 Pacific Gas and Electric Company. All rights

In the interest of public safety, we continue to update and refine our criteria and protocols on an ongoing basis.
How will I know if a PSPS has been called in my neighborhood?
Because extreme weather threats can change quickly, our goal is to provide notice through phone calls, emails and text
messages to customers 48 hours in advance, again at 24 hours and again just prior to turning off the power for safety. Updates
will also be shared through social media, local news, radio and pge.com until the time power is restored. To receive important
outage alerts, update your contact information at pge.com/mywildfirealerts.

How can I prepare for a PSPS?

We advise you to think in advance about your family’s needs and how you might be impacted in the event of a power shutoff — or for any emergency.

GARLIC
FOR GILROYGilroy native, now living in
Alaska, crafts glass garlic bulbs
for shooting victims’ relief
BY WALLACE BAINE

T
he echoes of the Gilroy Gar-
lic Festival shooting sounded
all over the world. And that in-
cludes far-away Skagway, Alas-
ka where at least one local
resident proudly sports a tattoo of a garlic bulb.
His name is Spencer Silva, and he’s a pro-
fessional glass artist who works at Jewell Gar-
dens in Skagway, nicknamed the “Garden City
of Alaska.” He’s also a native of Gilroy.
At Jewell, the main attractions are flowers
and glass sculptures. It’s the home of Garden
City Glassworks, a public glassblowing studio
open to anyone. Silva helps people make their
own Christmas ornaments in glass, and does
some production work in glassblowing as well.
Now, in solidarity with the town where he
grew up, Silva is offering up his own hand-
made glass garlic bulbs, with net proceeds
going to the Gilroy Foundation to help the
town heal from the shooting.
“I definitely have garlic in my blood,” said
Silva in a phone interview from Alaska. ➝ 6

ON SENIORS

Healing after tragedy I have tried to pay them back by

always being kind to someone else.”
Other seniors here have survived
the deaths of their children, some-
times even very young children, expe-
riences I can barely fathom. It is their
reliance on other family members
for support, and their spiritual faith
that they credit with allowing them
to even want to get out of bed in the
face of such grief. And we have seen
an increase in the number of retired
military seniors who remain trauma-
tized by their experiences in battle.
One man was a prisoner of war who
escaped imminent death. They often
do not want to discuss the past, but
visibly rely on the presence of their
families and other veterans.
When I listen to their stories
of loss and heartache, I marvel at
their emotional strength. I some-
times credit them with almost
superhuman strength. Yet they see
themselves as ordinary, and their
experiences as no worse than oth-
ers had to bear. They see the com-
mon humanity of each member
of the community, an attitude of
“we’re all in this together.” It is
what spurs Barbara to pass along
the kindness she received when she
needed it most.

GARDENING

Reptiles can be useful few exceptions. This is what makes

(most of ) them so useful in the
garden. Local reptiles will feed on
aphids, ants, beetles, flies, wasps,
grasshoppers, slugs and snails,
smaller reptiles, baby voles, mice
and rats, sowbugs, earwigs and
practically anything else they can
grab, including beneficial spiders
and worms.
Creating habitat for native rep-
tiles in or near your garden is an
easy way to limit pest populations
without any chemicals or effort on
your part. Just be sure that you do
not release an invasive pet reptile
into your yard; it is against the law
and can lead to serious problems.
In California, native lizards may
not be captured or sold, so you can’t
buy them. What you can do is cre-
ate a welcoming habitat. Sooner or
later, they will find it.
Use these tips to provide healthy
habitat for reptiles and their prey:
install native grasses, groundcov-
ers and nectar- or berry-producing
plants; mulch; leave leaf litter on
the ground; allow vines or creepers
to grow up fences; provide a vari-
ety of sun and shade; provide rocks,
logs and large pieces of bark as hid-
ing and sunning locations; provide
fresh, clean water in a protected
spot; avoid using chemical fertiliz-
ers, pesticides and snail bait; and
