CHAPTER 2

METHODOLOGY AND DATA COLLECTION PROCEDURES

This chapter presents the methodology of research with specific emphasis on

the design of the study, sources of data, and the data collection procedures.

Research Design

Aproaches

The study made use of a descriptive-quantitative approach to determine the

level of capability of the different implementing agencies in Barangay Drug Clearing

Operations.

Descriptive research describes and interprets “what is”. It is concerned with

conditions or relationships that exist; practices that prevail; beliefs and processes that

are going on; effects that are being felt or trends that are developing (Catane, 2000

cited by Araojo, et.al, 2016). With descriptive research, the study were able to

describe and interpret the capability of the implementing agencies in barangay drug

clearing operations in Tabaco City as well as the problems encountered by these

implementing agencies.

Triangulation

A researcher-made questionnaire was used as the main instrument in data

gathering. The questionnaire was designed to determine the respondent’s profile,

capabilities, problems encountered, and recommendations in the conduct of barangay

drug clearing operations.

Futher, this study utilized documentary analysis and Focus Group Discussion

(FGD) in data Gathering. Documentary analysis will supplement the data on the

capability parameters in terms of manpower, budget, and logistics. The importance of

focused group discussion is to obtain detailed and broader information about personal

and group feelings, perceptions and opinions about the barangay drug clearing

operations. Validations and the responses made by the respondents will be made

during the focus group discussion.

Data Sources

Primary Sources

The primary sources of data in this study are the responses of the respondents

to the questionnaire. No sampling procedure was utilized in identifying respondents of

the study since all agencies involved were already identified in DDB Board

Regulations No. 3 Series of 2017. However, the respondents were delimited to the

focal persons of the different implementing agencies in barangay drug clearing

operations. Meanwhile, for the barangay captain – respondents, excluded were the

barangay captains from the identified drug unaffected barangays, island barangays

and Communist NPA Terrorist (CNT) affected barangays of Tabaco City, Albay.

Their exclusions are mainly for the security and safety of the researchers.

The different implementing agencies – respondents of this study are the

following: CADAC; City Local Government Operation Officer; Local PNP; Local

Government Health Officer; Local Government Social Officer; Doped; CHED

representative; Sanggunaing Kabataan; PDEA; Municipal Prosecutor; and BADAC

chairpersons.

Further, Focus Group Discussion (FGD) among the respondents was

conducted to strengthen the inputs in the action plan.

Table 2 shows the population of the study. As shown, this study covered a

total of 50 respondents.

Secondary Sources

The secondary sources were obtained through documentary reviews and

reading materials consisting of Memorandum Circulars from DILG, DDB, and PNP,

website searching, books, journals, theses, and other printed materials related to this

study. These sources supplemented the needed data on the identification of the

different implementing agencies, their responsibilities on barangay drug clearing

operations, and other data needed in determining the agencies’ profile and capability .

Data Collection Method

Prior to data collection proper, a research instrument was formulated. To

ensure the validity of the research instrument, consultations was made with the

research adviser and the members of the Oral Examination Committee. Likewise, the

researchers sought recommendations from PNP and DILG Officers since they are

adept in the field of law enforcement operations and local government administration,

respectively. Their suggestions and recommendations were incorporated in the final

draft of the research instrument.

To start the study, a letter was sent to the offices of the identifed implementing

agencies involved and the respondent-barangay captains in Tabaco City requesting for

permission to conduct the study. Upon approval, distribution of questionnaires was

personally administered to the respondents. Clarifications on the items of the

questionnaire was conducted to aid for some querries by the respondents. The

distribution of the questionnaires was conducted from November 2019 to December

2019.

Also, Focused Group Discussion (FGD) among the identified agencies and

barangay captain-respondents was conducted. Further, the researchers availed

attending CADAC meeting to further aid the data gathering.

After the retrieval of all the questionnaires, the data was organized, tabulated,

and subjected to statistical treatment for better analysis and interpretation.

The data was analyzed and interpreted using the following statistical tools to

answer the specific questions in this study:

Frequency count was used in tallying the respondent’s profile, level of

capability, and the problems encountered.

Percentage is the size of one figure in comparison to other such the

respondent’s profile. It is a proportion or share in relation to a whole and can be

obtained by dividing the magnitude of a part (frequency) by the magnitude of the

whole (total number) multiplied by one hundred. After determining the frequency of

responses, the percentage was computed to identify the relationship of each indicator

among each other.

Weighted mean was used to interpret the scale to determine the level of

capability the respondents.
