MEMORANDUM:

TO: ALL APPLICANTS VYING FOR VACANT POSITIONS IN NCDA

FROM: THE OFFICER-IN-CHARGE

SUBJECT: GUIDELINES IN THE CSC MC NO. 06 S. 2017

As per agreement during the NCDA Management Committee meeting last October 10,
2018 and relative to Memorandum dated September 5 2018 re: “Implementing CSC MC 06 S.
2017 Application for Promotion Requiring to Pass the Promotional and Ethics-Oriented
Personality Test (EOPT) Test”, the following guidelines are hereby implemented in the conduct
of the CSC examination on Pre-Employment Test, the Promotional and the Ethics-Oriented
Personality Test (EOPT)as part of recruitment, placement and promotion in the NCDA:

1. The following are the details of the above tests:

a. CSC Pre-employment Test or Qualifying Test is a 100-item general ability test which
measures verbal, analytical and numerical abilities of applicants to various government
positions. Primarily, it is intended for first and second level positions and separate tests
are given for technical/professional and executive/managerial positions. It is a human
resource (HR) assessment tool given to applicants to fill up vacancies in government.
It serves as a mechanism to filter applicants for certain positions in an agency.

b. CSC Promotional Test is a general ability test comprising of 100 test items on verbal,
analytical and numerical tests to be used for second level positions, both technical and
managerial. For supervisory positions and above, test items on thinking strategically
and creatively, managing performance and coaching for results, leading change,
building collaborative and inclusive working relationships, and other leadership
competency areas are the readiness and the test. It is another HR assessment tool that
gauges the readiness and competencies (to include competency gaps) of applicants for
promotion; and

c. CSC Ethics-Oriented Personality Test (EOPT) is an assessment Instrument with a


total of 210 items (in English and Filipino) which determines Behavioral tendencies
and Behavioral tendencies and personality profile of civil servants. Tailor-fitted for the
bureaucracy, it uses the Five-Factor Model, which organizes personality traits into five
(5) broad traits or domains and the different facets or sides for every domain. These
include: (1) Conscientiousness (helpfulness, responsibility, self-discipline,
orderliness); (2) Agreeableness (honesty, humanity, and understanding); (3) Emotional
Stability (calmness to Experience (openness to values).
2. The abovementioned tests shall be given to all qualified applicants with the following
classifications:

a. Pre-employment Test – for those qualified applicant who are outside the government
service shall take this test.

b. Promotional Test – for those government employees vying for the vacant position in
NCDA that are five (5) years and above in the government services will no longer take
this test while those in the government from four (4) below will take this test.

c. Ethics-Oriented Personality Test (EOPT) – all qualified applicants who passed the Pre-
employment Test or Promotional Test and those government employees who are five
(5) years and above in the government service will take this test.

3. The payment for the above tests will be shouldered by the examinee except for the NCDA
employees who passed the Ethics-Oriented Personality Test (EOPT) the payment for the
EOPT will be reimbursed by the Council to the said employee.

4. All documents related to the said tests are available at CSC website: www.csc.gov.ph and
at NCDA FAD Personnel Section.
