OFFICE OF THE SANGGUNIANG BARANGAY

“AN ORDER ESTABLISHING A VIOLENCE AGAINST WOMEN AND


CHILDREN (VAWC) DESK OF BARANGAY POBLACION TAGA,
PINUKPUK, KALINGA”

WHEREAS, Republic Act 9262 underscores the commitment of the State on


safeguarding the dignity of women and children while guaranteeing full respect of their
human rights and to protect them from violence and threats to their personal safety and
security;

WHEREAS, Republic Act 9710, otherwise known as the Magna Carta of Women,
is a comprehensive women’s human rights law that seeks to eliminate discrimination
against women by recognizing, protecting, fulfilling and promoting the rights of Filipino
Women, especially those in the marginalized sectors. Section 12 D, Rule IV of the Rules
and Regulations Implementing the Magna Carta of Women provides for the
establishment of VAWC desk in every barangay to ensure that violence against women
cases are fully addressed in a gender-responsive manner;

WHEREAS, there is a need to set up VAWC Desk within the area of Barangay
Multi-Purpose Hall of Poblacion Taga to ensure confidentiality, privacy, and safety of
victim/s-survivor/s with a designated VAWC Desk person trained in gender-sensitive
handling of cases;

NOW, THEREFORE, I, HON. FELIPE S. CATRIZ, Punong Barangay of Taga,


Pinukpuk, Kalinga by virtue of the powers vested in me by law, do hereby order:

Section 1. Establishment of VAWC Desk. There shall be a VAWC Desk located in


the Barangay hall of BarangayTaga, Pinukpuk, Kalinga.

Section 2. Functions of the VAWC Desk Officer. The Barangay VAWC Desk
Officer shall perform the following duties and functions:

1. Respond to gender-based violence cases brought in the barangay;


2. Record the number of gender-based violence case handled by the barangay
and submit a quarterly report on all cases of VAWC to DILG Office and
the Municipality Social Welfare Development Office (MSWDO);
3. Keep VAWC case records confidential and secured, and ensure that only
authorized personnel can access necessary services;
4. Assist victims of VAWC in securing Barangay Protection Order (BPO)
and access necessary services;
5. Develop the barangay’s gender-responsive plan in addressing
gender-based violence, including support services, capacity building and
referral system;
6. Coordinate and refer cases to government agencies, non-government
organizations (NGO’s) institutions, and other service providers as
necessary;
7. Address other forms of abuse committed against women, especially senior
citizens, women with disabilities, and other marginalized groups;
8. Lead advocacies on the elimination of VAWC in the community; and
9. Perform other related functions as may be assigned.

Section 3.Let copies of this Executive Order be furnished to all concerned agencies.

Section 4. Effectivity – This Order shall take effect immediately.
