Fine. Proceed
Just a note that Premier’s office would like this in the Friday newspapers, which means we have until
11 am to get it in.
I apologize for the short timelines but please let me know as soon as you can if there will be any
other changes or if you approve this version.
Apologies – I just read down to the descriptor. I will change that as well.

Fare Rules
Aeroplan Miles
100% Aeroplan Miles
The equivalent in Altitude Qualifying Miles
For all flights operated by Air Canada, Air Canada Express and Air Canada Rouge
1. You must obtain your boarding pass and check in any baggage by the check-in deadline. Additionally, you must be available for boarding at the boarding gate by the
boarding gate deadline. Failure to respect check-in and boarding gate deadlines may result in the reassignment of any pre-reserved seats, the cancellation of
reservations, and/or ineligibility for denied boarding compensation.
2. Although reconfirmation of flights is not required, we strongly recommend that you check your flight status online at aircanada.com or by calling our flight information
system at 1-888-422-7533 prior to your departure.
3. Advance seat assignments are not guaranteed and may change without notice. If your pre-assigned seat is unavailable, we will try to accommodate you in a
comparable seat in the same class of service and will refund any applicable fees.
4. Any travel credit banked for unused tickets is non-transferable: when the credit is redeemed, it must be used by the same person whose name appears on the original
ticket.
5. Air Canada will cancel any purchased ticket and provide a full refund without penalty up to 24 hours after purchase. Beyond 24 hours, voluntary changes to your
itinerary may require the payment of additional fees and fare upgrades. If you are travelling on a non-refundable ticket, Air Canada will be unable to make exceptions in
the event of an unexpected trip cancellation or medical emergency. We recommend the purchase of travel insurance.
6. Dangerous goods
For safety reasons, dangerous goods must not be packed in checked or carry-on baggage, except as specifically permitted. Dangerous goods include, but are not
limited to: compressed gases, corrosives, explosives, flammable liquids and solids, radioactive materials, oxidizing materials, poisons, infectious substances, and
briefcases with installed alarm devices. For security reasons, other restrictions may apply. Please refer to the Restricted and Prohibited Items page on our website for
more information.
7. Subject to the provisions of the Montreal Convention and the Warsaw Convention, as well as the provisions of its applicable tariffs, Air Canada may refuse carriage of
property in checked luggage that is not suitable for transportation, such as fragile or perishable items and may refuse to carry valuable items (a valuable is deemed to
be any item whose value is $ 1,000 CAD or more, per Kilogram or $1 CAD per gram). Air Canada may refuse claims based on the inherent nature of an item (e.g. its
perishable nature), or for loss or delay of unsuitably or inadequately packed items, to the extent that the destruction, loss or damages resulted from the inherent defect,
quality or vice of the baggage, or, in the case of delay, that the carrier, its agents, and servants took all measures that could reasonably be required to avoid the
damage, or that it was impossible to take such measures.
8. International travel
Governments may require your carrier to provide information on or permit access to passenger data. You cannot travel if you do not have all required travel documents,
such as a passport and visa (where applicable), to enter in or transit through each country/region on your itinerary. Please refer to the Travel Documents page on our
website for more information.
9. In-flight health
Most people are fit to travel by air, but special attention is required for passengers whose health problems may be exacerbated by altitude, travel stress, hypoxia and
other travel related difficulties. Our website offers important health tips and information for customers with special needs who may require medical approval before
flying.
Please also note that aircraft disinsection is carried out on certain routes, in compliance with the requirements of the World Health Organization (WHO), the International
Civil Aviation Organization, Transport Canada and applicable foreign regulatory authorities. More information is available on our website.
Time and aircraft type shown in timetables or elsewhere are approximate and not guaranteed, and form no part of the contract. Schedules are subject to change without
notice and carrier assumes no responsibility for passenger making connections not included as part of the itinerary set out in the ticket. Carrier is not responsible for
changes, errors or omissions either in timetables or other representations of schedules.
Airline flights may be overbooked, and there is a slight chance that a seat will not be available on a flight for which a person has a confirmed reservation. If the flight is
overbooked, no one will be denied a seat un il airline personnel first ask for volunteers willing to give up their reservation in exchange for a payment of the airline's
choosing. If there are not enough volunteers, the airline will deny boarding to other persons in accordance with its particular boarding priority. With few exceptions,
persons denied boarding involuntarily are entitled to compensation. The complete rules for the payment of compensation and boarding priorities are available at all
airport ticket counters and boarding locations.

General conditions of carriage

Hi Cheryl
Will you be overseeing the press release and speaking notes for the September 3
announcement from the government's perspective?
If so, let me know asap so that we can coordinate my speaking notes----what
worked last time is for you to send me proposed notes then I will amend them and
send them back. Since I am busy at the end of the week if I could have the notes
by Wednesday or Thursday that would work. Alternatively, I can just do my own
speaking notes and forward them to you.
Also, I would like to review the press release before it goes out, again the sooner
the better.

Speaking Notes for Janice MacKinnon for September 3
Let me begin by thanking my fellow panelists for their hard work, commitment
and wisdom. This has been a team effort ----with a distinguished and
experienced group of panelists---- and I am pleased that all of our
recommendations were supported unanimously by all panel members.
The panel worked hard over the summer reviewing data from the Alberta
government and KPMG and interviewing major departments. Our approach
was strategic, focusing on the largest departments and the main cost drivers.
We found that if Alberta’s per capita spending matched the spending of the 3
other big provinces, Alberta would spend $10.4 billion less and would not
have a deficit. Worse, while Alberta spends more the results achieved are no
better and in some cases worse than other provinces.
Raising taxes is not the answer. Alberta has a spending problem and the
government needs to act quickly and decisively to reduce its spending.
More generally, the panel found that current collective agreements contain
provisions that make it difficult for the province to provide quality, timely
services at a reasonable cost. Thus, the panel recommends that the
government explore opportunities to use not-for profit or private sector
delivery of programs and services.
TBF 2019-G-0193
K-12 Education, represents 17% of the budget and spending in this area has
grown faster than the relevant school age population. The panel recommends
that the government work with stakeholders to reduce the spending that goes
to administration and governance. Also, the current funding formula should
be changed to provide incentives for sharing services and achieving better
outcomes for students.
In terms of the public sector the panel believes that the public service needs to
be renewed to enhance its capacity to be innovative and change oriented. To
support the attraction, engagement and retention of qualified staff the panel
recommends that the management freeze on merit/in range increases be
ended.
Public sector compensation represents 55% of the budget and public servants
have benefitted from generous compensation and benefits as well as job
security during the recession. Thus, balancing the budget will necessitate
restraint in the compensation and size of the public sector.
Capital spending is another major area in which Alberta spending is well above
other provinces. Alberta’s net capital stock per capita is 44% above the
national average and capital grants to municipalities, which make up ¼ of all
provincial spending on capital, are higher than other provinces. Thus, the
province recommends the province examine its framework for capital funding
to municipalities to align funding with provincial goals, require municipalities
to share more of the costs of major projects and to bring Alberta’s per capita
capital stock in line with comparator provinces.
As well as making specific changes in key areas, the panel recommends that
the government conduct a principles based program review across all
government departments and agencies to enhance the effectiveness and
efficiency of government service delivery.
TBF 2019-G-0193
Balancing the budget involves reducing spending but also finding ways to
grow and diversify the economy and enhance revenue. The panel found that
Alberta has lost its competitive advantage in attracting investment and is seen
as being over-regulated, with lengthy processes and uncertain timelines. The
panel recommends that the government work with industry and Albertans to
develop a vision and strategy, with clear measurable targets, to foster job and
wealth creation and rebuild Alberta’s reputation as the best and most
responsible place to do business.
The panel believes that if the government moves quickly and decisively to
reduce spending, transform program and service delivery and promote
economic growth and diversification, the budget can be balanced by 2022-23.
The panel also recommends that to maintain the province’s hard earned fiscal
health, annual increases in total program spending be limited to the projected
rate of increase in total household incomes in Alberta and in-year spending be
restricted to funding for a public emergency, disaster or an unanticipated
priority that can not be delayed. Also, after balancing the budget the province
should build a formal buffer for its revenue forecasts and introduce a
legislated plan to eliminate Alberta’s net debt by 2043-44.

News release
Alberta’s debt has increased rapidly in the last four years, from
$13 billion to $60 billion, and we are on track to exceed $100
billion in just four years. The panel found that without a change in
course, interest payments on that debt will grow from $1.9 billion
per year to $3.7 billion per year.
“I would like to thank the panel for their report. It’s clear Alberta’s
spending is out of control and must be brought back in line. Our
government was elected to balance the budget and what we have
learned from this report furthers our commitment to making that
happen and getting Alberta back on track.”

Jeannie.
Janice
I did 2 CBC interviews this morning to explain the report. But from my perspective the report
is now in the government's hands and it will decide what action to take. Hence, I will not be
making further comments on the report.
Thanks for the invitation and good luck with your program
Janice
I produce the noon call in program for CBC Radio in Alberta. I'm wondering if you
would talk with us and take calls from listeners on our radio program. We'd like to
talk about the recommendations from the blue ribbon panel. Would you be available
to join us on Monday September 9th from 12-1 MT? I'm at 403 521 6005 if you'd
like to talk more about it. Thanks, Heather
