Program Purpose: The purpose of Allen Hall Executive Council is to provide students with a structured
collaboration with Residential Living staff, and engage with other residents to improve

As stated above, the purpose of Allen Hall Executive Council is to provide students with an outlet to
hone their leadership skills through meaningful engagement with university staff and the residential
community. The Council is promoted by WCU’s department of Residential Living and sponsored by WCU
RSA, so the program goals and learning outcomes must align with the mission and values of each entity.
The program aligns itself with both value sets by promoting leadership, personal character
development, community service, and a quality residence life experience through policy recommendations and
planned programming. The Allen Executive Council is designed to follow the Residence Hall Council (RHC)
model outlined in the RSA Election packets (Appendix A). The positions described in this packet are:
President, Vice President, Secretary, Treasurer, Public Relations Coordinator, and General Body
Representative. To provide a more dynamic experience for the students involved, Allen’s Executive Council
will feature a President, Vice President, and Public Relations Coordinator; along with two (2) new positions

not outlined in the packet: Programming Chairman & Recognition Chairman. These positions will be
open to Allen Hall residents only, and elected by peer vote. The duties traditionally reserved for Secretary and
Treasurer in the Election packet will be assimilated amongst the various duties of each member of Allen
Executive Council. The Council will also perform additional duties not outlined in detail within the packet,
while also supporting roles for General Body Representatives. General Body Representatives will work
closely with Executive members, but will not be an elected position. Therefore, in the Allen Hall community,
the term “Executive Council” will refer to elected officials only, while “RHC” refers to the Executive Council
IMPLEMENTING
To implement an effective RHC, recruitment processes need to begin the first weekend of move-in.
Each Allen hall resident assistant (RA) was required to host a floor meeting with their residents on Sunday,
August 18th, the day before the start of classes. To ensure RA’s are disseminating all the information residents
need to know, each RA is also provided with a meeting agenda (Appendix B) constructed by their Area
Coordinator (AC) or Graduate Community Coordinator (GCC). To ensure RHC was mentioned in a setting
where almost all our residents would be present, I made sure to include a talking point about it in this agenda.
I also attended each hall meeting to introduce myself to residents, briefly talk about the purpose of RHC, and
verbally communicate the date/time/location of an RHC special interest meeting. By the conclusion of their
hall meetings, each RA was required to ask for the name and email of one (1) resident minimum that would be
interested in joining RHC. They were also required to let that resident(s) know that I would be reaching out to
them for RHC recruitment purposes. Allen hall currently houses the largest RA staff on campus (20 total), so
if each RA completed this task I knew I would have a large number of candidates to fill my executive
positions.

Once hall meetings concluded and contact info of residents interested was emailed to me, I reached out
to each resident individually via email. My RA’s ended up sending me 32 names of interested residents, much
more than I had participated. In this email, I restated the purpose of RHC, provided them a link to the online
RHC application I created with the help of my supervisor (Appendix C), and formally invited them to the
special interest meeting that I hosted on Tuesday, August 20th. This meeting was also advertised with fliers
(Appendix D) that we placed throughout the building, so that anyone who missed the Sunday floor meeting or
had attended but changed their mind about participating would have some form of notification. At the special
interest meeting, in which only 14 of the 32 I emailed attended; I gave a presentation (Appendix E) explaining
in further detail what membership in RHC looks like, how participation would benefit them, introduce myself
and three of my RA’s (who had been previously selected during RA training) as their potential advisors, and
finally introduced the concept of the Executive Council. We also had the application open on a laptop and had

Allen RHC would also allow for General Body Representatives, as outlined in the RSA election packet. Their
role is as outlined:
To encourage participation in RHC outside of the Executive Council, any resident that wished to attend
meetings and share ideas could consider themselves a General Body Representative. Residents could indicate
on the application which of these roles outlined above they were interested in, and could apply for as many as
they liked. In the event residents missed their hall meeting and/or the interest meeting, they could email me for
an application link or scan the QR codes provided on fliers posted throughout the building (Appendix F) before
the Saturday, August 31st deadline. After the deadline passed, applications closed and the election process
On September 3rd, I emailed every resident that had filled out the Qualtrics application with a voting
ballot (Appendix G) and instructions on how to vote for the Executive positions. They were instructed to only
vote for one candidate per position, and could not vote for themselves. If a candidate indicated interest in any
executive position on the application (they were allowed more than one), their name was automatically added
to the ballot for that position. Because candidates could run for multiple positions, they were also notified in
the email that in the event they were elected to more than one position, they would have to select a preference
and allow any other positions to go to the next runner-up. In the event of a tie, myself and my three RA’s
advising the council would determine the winner. Finally, candidates were instructed to “reply all” to the
email with a brief personal introduction (name/hometown/major/etc), what position(s) they were running for,
and why they were the best fit for those positions. This started an email thread with all of our candidates,
allowing for them to get to know one another as well as providing them with more information to be better
informed when casting votes. Ballots closed Tuesday, September 10th, and together with the help of my three
RHC advisors to settle a tie, we announced the winners via email on Wednesday, September 11th. Newly
elected Council members had until Friday, September 13th to email me confirmation of their acceptance, and

we held our first meeting Sunday, September 15th. At the initial meeting, I reintroduced myself and the other
advisors to the Council, established expectations for the semester, and negotiated which day of the week we
ASSESSMENT
For assessment of this program, I created a Qualtrics survey that each member of the Executive Council
completed (Appendix H). I assigned roughly three questions to each outcome, for a total of ten questions total.
I aimed for an even distribution amongst the focus of the questions because it was important to the purpose of
this program that students gained an equally effective experience with all three goals.
One potential limitation to the data collection could be the response to questions related to RSA. Only
one of my Council members consistently attended RSA meetings, so only that individual might be able to give
an informed opinion about their RSA experience. I also believe it would be useful to get feedback from
members outside of the Council regarding if RHC improved the living conditions in Allen Hall, but my
assessment was strictly focused on the experience of the Executive Council so I wanted to be consistent.
Learning outcomes for the Executive Council centered around leadership development and positive
engagement with the Allen community and campus partners, therefore any activities mandated for the Council
needed to meet one or more of these objectives. The table below lists the regular activities the Council
participated in and whether or not those activities provided an opportunity to meet learning outcomes:

RESULTS
The questions in the Qualtrics assessment survey were phrased in the form of a statement, to which
members were given the option to respond to the level to which they agreed or disagreed. When evaluating
the survey results, a response of “Strongly Agree” or “Somewhat Agree” was considered a success in that

experience, the majority of the Council strongly agreed that their ability to organize programs, facilitate

meetings, and connect to the Allen Hall community had improved as a result of their time in RHC. When
asked about their relationship with Residential Living, respondents unanimously selected “Strongly Agree”
regarding feeling supported by staff members as well as being provided with a healthy environment to grow as
students. Based on the survey responses, the only area I would consider improving would be receiving
feedback from residents, as this was the only question that yielded a response outside of “Strongly/Somewhat
Agree”.
The Residence Life department often utilizes Qualtrics surveys for evaluation purposes, such as RA
Self Evaluations (Appendix J), so I wanted to implement a similar methodology when assessing the
effectiveness of RHC. Results of RA Self Evaluations are typically provided to direct supervisors within the
department, therefore I would like to see this assessment tool for future hall councils utilized in the same
manner; as the department currently does not engage in much data collection on RHC outside of End of Year
reports (Appendix K). Moving forward, we could use this survey to provide Area Coordinators, Graduate
Community Coordinators, and Head RA’s a better understanding of their residents’ experiences in RHC; as
well as provide departmental leadership with data measuring the relationship with residents and RSA.
Overall, I would declare this program a success without hesitation in regards to its ability to shape
student leaders and enhance the quality of living in a residential community. As shown in the Outcome
Alignment Matrix, all three learning outcomes were met and properly evaluated using the survey. My hope is
that Allen’s RHC Executive members will take this experience and continue seeking participation in hall
council next academic year when they move into different communities. I also believe, based on survey
responses, that the Council members see themselves as leaders on campus and thus will become prime
candidates to lead the RSA Executive Board in the future. Most importantly, Council members all agreed that

If I am able to implement this program again in the future, I would like to gather more data focusing on
what attracts members to join RHC to give the department staff a better understanding of how to shape
recruitment efforts. While RSA advisor Alex Fields put together a very detailed RHC election packet for
professional staff to use, I believe there is still room for inconsistency within our residence halls regarding
RHC implementation. One personal goal I had with this program was to create tools for recruitment, elections,
and assessment that everyone in the department could use moving forward. This would create a stronger, more
consistent RHC culture that would benefit our residents and staff alike, while trickling up to a stronger RSA. I
am also very thankful for my supervisor Coley Boucher trusting me with the entire process of this program
while providing assistance when needed, and I firmly believe I made a significant impact on the Allen
community as a result.

RSA ELECTION PACKET
Thank you for your interest in serving in a position on your Residence Hall Council (RHC). Anyone who lives on
campus is eligible and invited to become a member of their Residence Hall Council. However, you have
indicated interest in holding an executive board position within your hall. Thank you for taking the first step
to becoming a leader within your residence hall and on our campus.
On behalf of the Resident Student Association (RSA) and the Department of Residential Living I would like to
share my excitement for working with all our RHC members to have an incredible year. In addition to the
work you will be doing within your hall, we will all be working together to put on traditional events such as
Hall-O-Ween and Cat Bash while developing new and engaging programming campus wide.
Serving as an officer within your RHC does require commitment and dedicated time – but – I believe that
your experience will be both fun and rewarding. If you’re still interested in pursuing an executive board
position, please take the time to review this packet. The information contained within pertains specifically to
the most common RHC Executive Board positions: President, Vice President, Secretary, Treasurer, Public
Relations Coordinator, and General Body Representative. Individual RHCs may choose to create additional
positions if they feel it is necessary.
Purpose of RSA
The Resident Student Association (RSA) exists for the benefit of students who reside on the campus of
Western Carolina University. The Resident Student Association provides opportunities for students through
programming and encourages students to suggest changes in the residence halls and utilize resources on the
campus, in the community and state, to implement these changes. Any student who resides on the campus
of Western Carolina University is a member of Resident Student Association regardless of classification, race,
color, national origin, religion, sex, age, disability, or sexual orientation.
Friday, August 30th: Hall Council Applications Due to Area Coordinator Office/ Graduate Community
Coordinator Office.
Monday, September 2nd: AC/GCC will send out an email with details regarding either campaigning or
interest meeting.
Friday, September 6th: If runoff is needed, voting for positions will occur on this date.
Elected Positions:

Each RHC may decide how to determine who will be their voting member at RSA meetings. Voting
members may be selected by election or appointment. No voting member may be on Academic
probation, University probation, or Residential Living probation.
RHC Executive Board Officers and general members must reside in the hall for which they are members.
As individual RHCs deem necessary, one member may serve in more than one position.
RHC meetings will be held at the convenience of the RHC Executive Board, Advisor, and students.
Advisors for RHCs shall be Area Coordinators or Graduate Community Coordinator of the respective
areas. Advisors shall be responsible for informing residents of the RHC at the beginning of each academic
year and assisting the RSA with elections.
All RHC Executive Council members are bound to do any other duties deemed necessary by RHC Advisors,
Presidents, or RSA.
All RHCs have the right to create their own by-laws and additional offices. They must submit a copy of
their officers and by-laws to the RSA Advisor no later than one week after approval has been given by the
RHC voting body and the RHC Advisor(s).
All councils must adhere and follow the RSA constitution and by-laws. Their by-laws may not conflict or
separate from RSA’s by-laws.

b. AVOIDING MAJOR CHARGES AT THE END OF YEAR:
i. -Make sure to put in maintenance requests for items that need to be fixed;
touched up. Not before you check out of your room, not two months after you
move-in. IMMEDIATELY!
ii. Facilities/maintenance does not repair paint/wall damage. If you damage your
walls you will be billed accordingly.
iii. It is recommended that you purchase renters insurance. RESIDENTIAL LIVING
IS NOT RESPONSIBLE FOR ANY RESIDENCE HALL ROOM DAMAGES , STOLEN
PROPERTY, FROM UNFORSEEN CIRCUMSTANCES (i.e. fire, flooding, etc.) FOR
MOST CASES!
c. Service Request: you can put in a service request by going to WCU Residential Living
page and clicking on “service request.”
d. Furniture and televisions in lounges, kitchens, etc. must not be removed. Removal of
furniture will result in a $200 fine as well as other possible sanctions.
e. Cable concerns: Contact College Cable (not maintenance) at 1-800-472-2054 for cable
concerns. Put in a maintenance request if a cable box is needed or stop by the Dining
Hall during the designated days of the first week of classes.
f. Do not leave extra bed parts/furniture in hallway. It will be taken up and you will be
responsible for paying for any missing items.
g. Throughout the year; if you see in an issue in the common areas, kitchens, study rooms,
hallways, etc. outside of your room, please do your part and report it via maintenance
and let your RA or the AC/GCC know about the concern!
6. Parking:
a. Look at the map that was provided to you when you received your permit. You MUST
park in the lot designated for your permit. ABSOLUTELY NO PARKING IN THE SCOTT
FRONT PARKING LOT (STUDENT AFFAIRS PROFESSIONALS)
7. Laundry Room(s):
a. Located in _________________. It is free here on campus. Most washes take 55
minutes. Please stay with your laundry or set an alarm.
8. Kitchens:
a. Explain locations. Please keep kitchens clean for everyone in the community. Be careful
of items and food left in kitchen.
9. WCU Community Creed/Student Code of Conduct/Guide to Residential Living:
a. Encourage residents to take a look at them online. Briefly discuss what these documents
entail.
10. Trash:
a. No trash outside of room/stairwells, etc. please keep community clean and place all
trash in appropriate dumpster in parking lot.

a. Candles, incense, toasters, toaster ovens, coffee makers with hot plates, smoking,

a. No alcohol for residents under 21. Residents with roommates who are minors are still
allowed to possess alcohol.
b. Absolutely no alcohol in any of the common areas (you can only drink in room if of age).
c. Describe what would happen in an alcohol incident (or any incident in violation of the
Code of Conduct/Res. Living policy).
d. Always be compliant; we provide an educational process for violations.
e. Remind them of the conduct process (meeting with AC and/or Student Community
Ethics for sanctions ranging from warning up to and expulsion from Residential Living)
f. No mass consumption games or para. allowed including water pong, circle of death, etc.
g. No alcohol paraphernalia (if underage)
i. Includes anything that once contained alcohol
ii. Novelty/souvenir shot glasses are allowed for décor (if not in use, let it collect
dust).
19. The only pets that are allowed that do not require University/Res. Living approval only include

building near generators.
b. Remind Marijuana not allowed and will result in UPD being called and possible arrest.

26. Bikes:
a. Not allowed in the stairwells, invest in a good lock. With roommate permission, can be

27. Sports in the hallway:
a. NO, hard to make friends if you are the one who hit the sprinkler head that flooded the
floor ruining everyone’s stuff… just saying. That’s why you should get renter’s insurance.
28. Solicitation:
a. Not allowed on campus. It is defined as, “distributing, promoting, selling, advertising, or
collecting information or material goods on University property or within university-
owned facilities without permission from an authorized university official.”
29. Safety/Security:
a. It is everyone’s responsibility to make sure that you keep your community safe.
b. Make sure that you never prop entrance/exit doors, allow for non-residents to “tailgate”
into the residence halls unescorted from guests.
c. Make sure to keep your room door locked when unattended and/or going to sleep for
the evening.
d. If you see/hear/or smell something suspicious, REPORT IT (i.e. RA, AC/GCC, and/or
UPD).
30. Classes:
a. Make sure they know that classes start in the morning.
b. If they need help finding buildings, understanding codes, etc. invite them to ask you
after the meeting.
