CAREER PROGRESSION FOR OFFICERS

OBJECTIVE:
To clarify the Manning Office / Agent’s role in the career progression process for junior and senior
officers as there is increased focus from Management on growing our own crew instead of taking in
new hire officers.

All Manning Offices / Agents are advised to refer to the Career Progression procedure in TGP 5.1.6
and promotion criteria in TGP 5.1.6 A1 for more details on the entire process flow for promotion.

MANNING OFFICE / AGENT RESPONSIBILITY:


It is the responsibility of each Manning Office / Agent to monitor the progress of the officers in their
pool with regards to compliance to Thome promotion criteria and ensure that all their officers are
informed of what they still need to complete to comply with Thome promotion criteria. Guidance on
how to check compliance is included in this manning alert.

Each Manning Office / Agent is henceforth required to maintain an overview of compliance for all
their officers and provide updated report to Marine HR as and when required.

Once an officer has complied with Thome promotion criteria, the Manning Office / Agent is to inform
Learning & Development team for their final screening process. Once final screening is completed,
L&D team will enter the officer’s details into the Promotion Module in Compas for promotion planning
purposes. Officers being promoted to senior officer positions will then be scheduled for a promotion
interview by Marine HR.

Note: Candidates who do not meet Thome promotion criteria should not be sent to L&D team for final
screening process unless specific approval has been given by Marine HR and Head of Crewing as
the priority for promotion should be given to candidates who have taken the initiative and effort to
complete the set requirements.

ACTION TO BE TAKEN:
Each Manning Office / Agent is to prepare an overview on compliance for all their officers and send
copy of the overview to Marine HR (nathanael.leong@thome.com.sg and
andrealyn.ponce@thome.com.sg) as per below timeline:
1. Overview of officers who are fully compliant should be submitted by 15 March 2019
2. Subsequent overview of officers who are not fully compliant should be submitted by 30 March
2019. This list should then be followed up and updated regularly

GUIDANCE FOR CHECKING SEAGULL CBT & TCMS COMPLIANCE


1. Login to Seagull on below link using Manning Office’s account:

https://sta.seagull.no/GCCProxy/Views/CustomerLoginScreenView.aspx

2. Search for Officer’s CID and double-click to open his profile

3. Click the “Requirement Summary” tab and check % compliance for E-LEARNING and TCMS
(Note: CST completion is not a requirement for promotion)

GUIDANCE FOR GENERATING TCMS RECORDS


1. Follow Steps 1-3 as mentioned above to login and open officer’s profile

2. Click the “Requirements” tab, followed by “Requirement Status for Selected Person”

3. Choose “Onboard assessment” in the “Show only requirements checked by Activity Type”
dropdown list

4. Click “Report Manager” once below window appears

5. Download “Records summary for selected person”
