CORONAVIRUS PREVENTION AND CONTROL PLAN

1. Purpose

As a result of the contagion of Novel Coronavirus, a certain impact

on staff’s health, mobilization and execution of all Saudi projects
has already occurred. Hence, Saudi Project Execution Centre
(hereinafter referred to as “Centre”) formulates this plan by which
all projects and participant units shall abide

2. Action Plan

Sinopec shall Establish a Prevention and Control Team in the

kingdom with immediate effect .The prevention and control team is
responsible for publicizing the information, policies, and
requirements for prevention and control of epidemic situation;
responsible for formulating relevant management systems and
control measures; responsible for the unified establishment and
arrangement of quarantine areas; responsible for reporting relevant
information to higher-level units; and responsible for emergency
treatments.

c. Members of the Team: All heads of SPEC department, All

heads of participant units, Superintendents in charge of
public security in each project (superintendents who is on
vacation, the one in charge at the site assume the
responsibility)
Each project should also establish a prevention and control team, under
the main leadership of the project, the heads of each department, and
the participant units, which is responsible for the epidemic prevention
and control of the project.

Each project, unit and department shall verify the suspected infection
of their subordinates, on-site personnel, and those returning from
vacation, and reports it to the centre before 11:45 Saudi time on a daily
basis.

3. Principles of Prevention and Control

Employees' safety and health is in the first place; early detection, early
reporting, early isolation, and early treatment.

Measures of Prevention and Control

a. Shall Assign the responsibility of disinfection and
ventilation of public places such as office, conference room
and canteen, and keep public places clean and well
ventilated. Ensure the ventilation system in confined office
space is intact and working properly.
b. Sinopec Shall ensure that employees are not going to the
epidemic area or transfer back to China for business or
vacation trip through the quarantine area.
c. Strengthen enforcement of using mask by service
personnel. Medical staff, canteen staff, staff in the isolation
area, and drivers must wear masks for personal protection.
Medical offices, isolated dormitories, and pick-up vehicles
should be disinfected every day.
d. Encourage and Maintain personal hygiene, wash hands
frequently, and drink plenty of water; avoid spreading
droplets when coughing, by using tissue or covering with
inside elbow.
e. For those inside Saudi, in principle, suspend or cancel
Chinese employees' recent vacation or business trips plans
to return to China. If someone has to return to China in a
special or emergency situation, the application shall gain
approval from the center, protective measures must be

taken in advance. The center will confirm the time resume

the normal vacation and relocation status according to the
domestic epidemic control situation.
f. Sinopec shall establish an isolation zone in the eastern
central camp. The Jubail Eastern Camp Office shall set up
separate isolation rooms in areas A / B / C, respectively, for
senior managers / managers / workers to move in. In
principle one person one room, or the quarantine staff
coming back in the same day will stay together. A specific
staff will be responsible for delivering meals, responsible
for or supervising the daily disinfection of rooms in the
quarantine area.
g. For those who will return after vacation and new relocation
personnel from China, the precautionary measures shall
take. Within 2 weeks before returning to Saudi, the
employees who have lived in or passed through the
epidemic area (Hubei Province at present), shall not be
mobilized to Saudi. Employee who leaves the epidemic
area and lives outside the epidemic area for more than 14
days, and have no symptoms of infection after inspection,
mobilization are allowed to be arranged.
h. For those who live in other places, if local government take
restrictions in order to control epidemic, the employee shall
not be mobilized to Saudi. If they leave the restriction area
and live outside the epidemic area for more than 14 days,
and revel no symptoms of infection after inspection,
mobilization can be arranged.
i. The eligible employees must register the mobilized person
information list (Appendix 1) truthfully 2 days before
returning to Saudi and report to SPEC HR department. The
information will be checked and confirmed by HR

department, after get approval from SPEC leader can

arrange mobilization.
j. All employees who have been allowed to return to Saudi
Arabia are required to take precautionary measures and be
quarantined for one week of isolation and one week of
temperature monitoring. Quarantine can only be lifted if
there is no fever, fatigue, or dry cough during the isolation
week. Body temperature monitoring will be arranged by the
affiliated unit and department for one week after taking up
the job, and the body temperature monitoring shall be
performed at least twice a day (8:00 am and 4:00 pm). If
the fever, fatigue and dry cough were not detected during
the temperature measurement, the monitoring can be
stopped.
k. The return tickets of all employees who have been
approved are re-signed shall be Dammam Airport as port
of destination. SPEC Admin department is responsible for
arranging the vehicles to pick up and sending returned
employees directly to the isolation zone inside Jubail Camp.
l. For those who will return after vacations and newly
mobilized from China shall wear mask. The pick-up driver
should be equipped with protective equipment such as
masks and gloves. The pick-up vehicle should be disinfected
immediately after each pick-up.
m. For non-Chinese employees, vacation are temporarily
unrestricted. However, the non-Chinese employees who
have recently returned to Saudi Arabia should be
responsible for truthfully registering and submitting the
mobilized person information list before returning to Saudi
Arabia. The SPEC epidemic prevention group will
determine whether take isolation measures for non-Chinese

employees depend on the epidemic situation in various

countries.
n. The Jubail Camp shall be equipped with disinfectant,
thermometer and other supplies in each isolated room.
Camp is responsible for urging the isolated employees to
disinfect the room daily. The clinic doctor is responsible for
regularly recording the daily body temperature of the
isolated employees.
o. The isolated employees shall abide by the requirements of
camp during the isolation period. Do not leave isolate zone.
Do not visit other employees room in the isolate zone. Do
not talk or touch with other employees without protective
measures.

4. Others

a. All employees include subcontract employees who will

return from vacation and newly mobilized without domestic
department confirmed and approved by SPEC will be
regard as illegal mobilization. For those who belong to
company affiliated units who violates the related rules, The
company will hold accountable to their respective
department leaders. For the employees using SEG sponsor
but belong to subcontractor who violates the related rules,
SPEC will impose economic punishment. For the
subcontractor’s own employees, all unit and project
department are not allowed to arrange vehicle and camp.

b. According to the requirements of this Plan, due to the

impact of the epidemic that causes delay of mobilization, the

plane tickets, visas and other expenses shall be shouldered

by the Project department and units. The compensatory
standard for delayed normal vacation and the wage benefit
standard for beyond normal vacation shall be implemented
in accordance with the relevant system of the company.
