PROJECT PROPOSAL

I. PROJECT TITLE: Assistance to Severely Affected Fisherfolks by Typhoon


URSULA in Biliran Province

II. PROJECT PROPONENT: BFAR 8 – PFO Biliran

III. DURATION: January – May 2020

IV. PROJECT COST: 5,509,700.00


V. RATIONALE:

Biliran Province was one of the worst-hit provinces by Typhoon Ursula. Several houses
including fishing boats were washed out by storm surge and were damaged by the strong winds
that was felt on Christmas Eve. Due to the damages brought by the typhoon, the whole of
Biliran Province was declared under state of calamity.

As of January 7, 2019, the estimated total damages on fisheries in the Province of Biliran
reached Php 66,847,575. The total includes destroyed fishing boats, fishing gears, engines,
mariculture infrastructure and seaweed farm implements.

The eight (8) coastal municipalities were affected by the typhoon, however, the worst-hit
were the municipalities of Kawayan, Caibiran, and Culaba.

Indeed, for our local fisherfolks to immediately restore their livelihood, repair and
rehabilitation is badly needed.

VI. OBJECTIVES:

General Objectives:

To help recover and provide immediate input assistance to severely affected fisherfolks by
typhoon Ursula in Biliran Province.
Specific Objectives:

1. Distribution of marine plywood and other materials for immediate repair of


motorized/non-motorized wooden boats to 500 partially affected fisherfolks in Biliran
Province.
2. Distribution of fishing gears such as Bottom Set Gillnet and Bottom Set Long Line to
fisherfolks in Biliran Province.
