Dear Director Eclar:

This pertains to the conduct of the annual Agency Performance Review (APR) of that
Agency and all its coverage Schools Division Offices (SDOs) and Implementing Units (IUs),
in compliance with National Budget Circular No. 5771 and DBM Circular Letter (CL) No.
2018-13.2

In this regard, may we request that the FY 2019 APR Report (APRR) of that Agency
inclusive of all its coverage SDOs and IUs be submitted to this Office not later than
February 15, 2020 to give us ample time to conduct the APR consultation with that
Agency and to submit the consolidated report to the DBM Central Office.

Relatedly, that Agency shall submit its Budget and Financial Accountability Reports
(BFARs) as of December 31, 2019 on or before January 31, 2020 pursuant to COA-
DBM Joint Circular No. 2014-13 and Section 102 of the General Provisions of the FY 2019
General Appropriations Act (GAA).

May we emphasize that the physical and financial data indicated in the subject APRR shall
tally with those reported in the submitted BFARs.

The results of the APR are critical inputs for purposes, among others, in the revision of
plans/targets as reflected in the DBM-evaluated Budget Execution Documents (BEDs)
submitted by that Agency and in the determination/configuration of the budget level for
the succeeding budget year, and eligibility to Performance-Based Bonus (PBB).
